Jim Briggs, Dir. of Community -Owned Utilities Randy Morrow, Dir. of Parks and Recreation Workshop --Called to order at 6:05 p.m. A Affordable housing fee policy Council Members Absent: None Terry Jones, Purchasing Agent Hart discussed with Council the possibility of reducing utility fees for affordable housing projects that apply for federal low income tax credits. B Multi -family housing project Hart asked Development Services Director Ed Barry to explain a project known as Parkview Place Apartments for which the site plan was first approved in the 1980's. Barry advised Council that administrative changes will be made to reduce the density. Consent Agenda H Approval of meeting minutes --Regular Meeting of July 12, 1994/Sandra Lee I Amendment to a funding agreement between the City of Georgetown and The Palace Theatre, Inc./Hartley Sappington and Molly Alexander J Detailed development plan for Lake Aire Subdivision, Sections One and Two; and ratification of variances to the subdivision regulations/Ed Barry This item was pulled at the request of the applicant. K Ratification of Commission's action regarding a variance from the platted building setback at Resubdivision of Berry Creek Subdivision, Section Seven, Phase One, Block C, Lot 15, located on La Quinta Drive/Ed Barry L Ratification of Commission action on a Short Form Final Plat for Hope Lumber Subdivision, a 13.905 acre tract in the C. Stubblefield Survey, located at 300 Leander Road, and requested variances to the Subdivision Regulations/Ed Barry M Revised architectural services by Embree Group for a new recreation center in Georgetown/Randy Morrow N Change order to the contract for the West Loop Water Line project, in the amount of $70,000/Jim Briggs O Award of bid for the structural steel for the Recreation Center/Terry Jones P Award of a contract to Flowers Construction Company to construct the Williams Drive Conductor Replacement and Leander -Hart Street URD Conductor Replacement (amount $140,300.51)/Jim Briggs Motion by Tonn, second by McMaster to approve the Consent Agenda with the exception of Item J. Approved 7-0. Regular Agenda Q Citizens wishing to address the Council Two citizens registered to speak at Items X and AA. R Mayor, Council, City Manager, and staff comments and reports Minutes of City Council Meeting July 26; 1994 Page 2 of 6 Pages Mayor Wood read a letter from Congressman J. J. Pickle, expressing his support for the State Highway 130 Project. Wood announced that Councilmember McMaster had personally spoken to some of the state senators to see if it would be possible to have State Highway 130 named in Pickle's honor. S Resolution amending Texas Capital Fund Contract No. 709102 between the City of Georgetown and the Texas Department of Housing and Community Affairs and authorization for the Mayor to sign the Project Completion Report and Certificate of Completion/Bob Hart Hart read the resolution. Motion by McMaster, second by Curl to approve the amendment to Texas Capital Fund Contract No. 709102, Approved 7-0. T Ordinance on second reading to rezone 4.35 acres in the Clement Stubblefield Survey from RS - Residential Single Family and RP -Residential Planned Development to RM -2 Dense Multifamily/Second Reading/Ed Barry Barry explained to Council that this rezoning would be to facilitate an affordable housing project near Carver Elementary School. The School Board denied to allow right of way onto Scenic Drive so it will be necessary for the developer to obtain access off of Railroad Street. Motion by McMaster, second by Tonn to approve Ordinance 94-29 on second reading contingent upon the applicant getting Railroad Street right of way dedicated and built. Approved 5-1-1 (Arroyos abstained) U Ratification of Commission's action on a Preliminary Plat of Fountainwood Estates, Phase 413, a subdivision of 71.2 acres in the P. Novel and John Sutherland Surveys, located on Fountainwood Drive; and requested variances to the Subdivision Regulations/Ed Barry Motion by Tonn, second by Vincent to ratify the action of the Planning and Zoning Commission and to approve the requested variances. Approved 7-0. V Ratification of Commission action on a Final Plat of Fountainwood Estates, Phase 4A, a subdivision of 52.9 acres in the I. Jones and P. Novel Surveys, and located on Hester Hollow Road, and requested variances to the Subdivision Regulations/Ed Barry Motion by Tonn, second by Curl to ratify the action of the Planning and Zoning Commission and to approve the requested variances. Approved 7-0. W Ordinance on second reading amending Exhibit 1 of the Century Plan - Development Plan for a 4.35 acre tract in the Clement Stubblefield Survey as recorded in Volume 593, Page 267 of the Official Deed Records of Williamson County, Texas from Intensity Level 3 to Intensity Level 5/Second Reading/Ed Barry Barry read the caption. Motion by McMaster, second by Voltz to approve Ordinance 94-30 on second reading. Approved 7-0. Minutes of City Council Meeting July 26, 1994 Page 3 of 6 Pages Y Request from the Georgetown Housing Authority for the City of Georgetown to purchase land adjoining Stonehaven Facility/Bob Hart Bob Schrawger of 701 S. College St. spoke to Council requesting that a portion of the land addressed in this item be donated to Habitat for Humanity. Council was in agreement that affordable housing is a good cause, but doesn't have the money to purchase the property at this time. Motion by Tonn, second by Bonner to defer action on the purchase of the property for the Housing Authority. Approved 6-1. Y Ordinance on second reading amending the 1993/94 Annual Operating Plan Element (Budget) to create a General Capital Projects Fund to account for proceeds of $1,750,000 Certificate of Obligation Bond Issue, Series, 1994/Second Reading/Susan Morgan Morgan announced that the City had received the money today from the certificates of obligation. This budget amendment will create a fund to account for those proceeds. Motion by McMaster, second by Arroyos to approve Ordinance 94-31 on second reading. Approved 7-0. Z Resolution supporting the I-35 Corridor Coalition/Bob Hart Hart announced that Williamson County would be one of twenty-one counties included in the I- 35 Corridor Coalition. The resolution of support is important for the long-term strategic plan for economic development of the area. Motion by McMaster, second by Tonn to approve the resolution supporting the Williamson County Commissioners Court in their support of the I-35 Corridor Coalition. Approved 7-0. AA Ratification of Commission's action to deny a variance from the platted building setbacks at Reata Trails, Unit One, Block C, Lot 1, located at 3418 Buffalo Springs Trail/Ed Barry Barry explained that the applicant began construction on a temporary building without first obtaining a building permit. The structure is currently partially built on a wooden foundation that encroaches into the front and rear setbacks and the public utility easement. There are no utilities currently located within the easement area, but the temporary building has the potential to limit the field of vision for passing motorists. There appears to be adequate room to locate the temporary building in the southwest corner of the lot. The residence was constructed in 1982, when the property was outside the city limits, and encroaches into the primary front yard by approximately one to two feet. It would be beneficial to address a variance to allow this encroachment. Applicant, Jimmy L. King, of 3418 Buffalo Springs Trail, showed Council a drawing of his property showing the location of the house and the temporary building and requested that he be allowed to leave the temporary building at its current location. Minutes of City Council Meeting July 26, 1994 Page 4 of 6 Pages Motion by Vincent, second by Voltz to ratify the action of the Planning and Zoning Commission and deny the variance for the temporary building, but approve the encroachment of the permanent residential structure. Approved 7-0. McMaster informed Mr. King that the Council had received a petition of 25 signatures from area residents asking the Council to deny the variance for the temporary building. BB Ratification of Commission's action regarding a variance from the platted building setback at Stonehedge Subdivision, Sections One and Two, multiple lots located on SH29 East/Ed Barry Barry explained that this variance would establish uniform standards for the construction of fences on the 63 corner lots of Stonehedge Subdivision, allowing for the required vision triangles at corners. This would also maintain the backyard size of all affected lots. Motion by Tann, second by Voltz to ratify the action of the Planning and Zoning Commission and approve the variance to allow the fences to be constructed within the platted building setbacks. Approved 7-0. CC Appointment of a representative for the City of Georgetown to the Williamson -Burnet County Opportunities, Inc. Board/Mayor Wood Motion by Bonner, second by Arroyos to appoint Councilmember Ferd Tonn as the City's representative to the Board of Directors of Williamson -Burnet County Opportunities, Inc. Approved 7-0. DD Final comments and evaluation of meeting process There were no final comments.
