TUESDAY, AUGUST 9, 1994
The City Council of the City of Georgetown, Texas, met in regular session on the above date
with Mayor Leo Wood presiding.

Motion by McMaster, second by Tonn to approve the Consent Agenda. Approved 6-0.
Regular Agenda
L Citizens wishing to address the Council
There were no citizens who wished to address the Council.
M Mayor, Council, City Manager, and staff comments and reports
Hart reminded Council of the meeting at 6:00 p.m. on Thursday, August 11, in
Florence at the Chisholm Trail Special Utility District Office on Highway 195.
Hart suggested that those Councilmembers who could attend should meet at the
City Hall at 4:45 p.m.
Hart also advised Council to be at the TML Meeting on September 8 at 5:00 p.m.
Hart discussed the scheduling of the Budget Workshops with Council. It was
determined that the meeting would begin with a meal provided at 5:00 p.m. and
the workshop beginning at 5:30 p.m. on Monday, August 22, Wednesday, August
24, and Thursday, August 25 (if necessary.)
Voltz asked for some time at the next workshop for she and the other
Councilmembers who attended the AMCC to give a brief report. Voltz also
requested to discuss a recent memo concerning the purchase of computer
equipment for use by Councilmembers.
McMaster asked Hart and Morgan to look into raising the amount of the
homestead exemption for people over 65 years of age. Hart explained that
Morgan would respond during the discussion of Item R on this agenda.

N Approval of an ordinance denying tariff schedules proposed by Texas Utilities/First
Reading/Bob Hart
Hart requested to defer this item in order to change some of the wording of the
ordinance.
O Approval of the purchase of 800 MHz radio equipment for the Police and Fire
Departments from the Houston -Galveston Area Council in the amount of
$386,870.56/Susan Morgan and Terry Jones
Jones explained that other government entities have expressed the desire to share
the operation and maintenance of this "backbone" system. Hart explained that this
would allow the City of Georgetown to "tie-in" with LCRA and the City of
Austin. Motion by McMaster, second by Voltz to approve the purchase.
Approved 6-0.
P Approval
of a resolution allowing
the waiver of a portion of
the
utility connect fees for
affordable
housing projects which
have received low-income
tax
credits/Bob Hart
Hart explained that this waiver would pertain to water and wastewater connect
fees only for those projects that apply for Federal tax credits. Motion by Torn,
second by Vincent to approve the waiver. Approved 5-0. (Arroyos abstained)
Q Approval of a resolution to maintain a combination Certificate of Convenience and
Necessity Service Area Application for both water and wastewater service relative to the
proposed Del Webb retirement community and the pending hearing before TNRCC/Bob
Hart
Motion by McMaster, second by Voltz to approve maintaining the combination
of water and wastewater service. Approved 6-0.
R Vote to
place
adoption
of the proposed tax rate on a future agenda and set a public
hearing
on the
proposed
tax increase/Susan Morgan
Wood stated that he and Voltz have received phone calls from citizens regarding
the over -65 increased exemption. Hart feels it should be done jointly with the
School District. McMaster noted that 910 homes in the Georgetown area would
be affected by the over -65 exemption and that it would be a great "plus" to the
proposed Sun City residents. McMaster asked Morgan to look into the issue
further.
Motion by McMaster, second by Bonner to move forward with the proposed tax
rate and put the over -65 increased exemption on a future agenda. Approved 6-0.
