HomeMy WebLinkAboutMIN 08.11.1994 CC-SMINUTES OF THE MEETING OF THE GOVERNING BODY OF THE CITY OF GEORGETOWN, TEXAS TUESDAY, AUGUST 11, 1994 The City Council of the City of Georgetown, Texas, met in Special Session on the above date in Florence, Texas with the Board of Directors of the Chisholm Trail Special Utility District. Council Members Present: Ferd Tonn Jane Voltz Dick Vincent George Arroyos Staff Present: Bob Hart, City Manager Marianne Banks, City Attorney Sandra Lee, City Secretary Jim Briggs, Dir. of Community -Owned Utilities Called to Order at 6:00 p.m. by President Paul Abrams Council Members Absent: Doris Curl Winfred Bonner Mike McMaster Chisholm Trail Board Members President Paul Abrams Director Clifford George Director Michael Smets Director Donald Irvine, Jr. Director E. McAndrew Director Bert Mansfield Director Howard Scott Attorney Bert Hooper Abrams called the meeting to order, introduced the Chisholm Trail Board Members and noted that the items to be discussed involved water and wastewater service to Sun City and Del Webb Corporation. Mayor Wood called the Georgetown City Council to order at 6:01 p.m. Abrams presented the following four proposals to the City Council: 1. The Chisholm Trail SUD wants to serve the Sun City project. The City of Georgetown should volunteer two million gallons of water and the use of their wastewater treatment plant facilities to help CTSUD through the initial phase of their construction. 2. CTSUD wants the City of Georgetown and Sun City to service their debt for a 16" pipeline from the Lampasas River to the CTSUD Daniels storage tanks. That amount would be around $3 to $3.5 million. If the above two proposals are not satisfactory, CTSUD wants Georgetown to go ahead and serve Sun City and help CTSUD along the way by selling them surplus water at a reasonable price. 4. CTSUD will sell their entire system for $8 million. He stated that the Chisholm Trail SUD Board Members had not met on these proposals, and that the sale of the system would take some board approval and some agreements that would be beneficial to CTSUD. Mayor Wood announced that he had appointed a committee composed of himself, and Councilmembers Ferd Tonn and Mike McMaster to work on resolving the water/wastewater issues, and asked Abrams to appoint a committee also. Mr. Abrams appointed Directors Don Irvine and Bert Mansfield to be on the committee with him. Mayor Wood asked the CTSUD Committee to meet with the City of Georgetown Committee on Monday, the 15th at 5:00 p.m. at Georgetown City Hall. Abrams agreed. They also agreed to each bring their respective attorneys. Abrams asked Wood to publicly voice the proposal from the City of Georgetown so that those who did not receive copies of the letter could be aware of it. Wood responded that the City's proposal was in three parts: 1) that the City's intent was to establish a regional long-term water supply, and that the City would charge a fair price to treat the water acquired by Chisholm Trail; 2) the City would compensate CTSUD with $600,000 cash, $100,000 down and annual payments of $100,000 for five years; and 3) the City requested an orderly transfer of the service area. Wood thanked Abrams for inviting the Council to their meeting and said he hoped that something could be resolved very quickly in order to get this project underway for the betterment of all of Williamson County.
