The City Council of the City of Georgetown, Texas, met in regular session on the above date with Mayor Leo
Wood presiding.

Barry introduced Jim Duncan and Associates who presented the results of a Phase I Feasibility
Study of Impact Fees. Recommendation to Council was to implement impact fees on water and
wastewater but not on roads and drainage at this time. Phase II of the Feasibility Study will be
to bring the water and wastewater impact fee proposal to the Council for action at the next
council meeting

The decision for scheduling this workshop will be made at the next Council Meeting.
It was agreed that a Special Mini -Retreat will be held on October 20 at 4:30 p.m. to discuss a variety
of issues.

the contingency reserve fund balances to reflect recommended financial policy changes/Second

W Approval of an ordinance adopting an Annual Operating Plan Element of the Georgetown Century Plan
(budget) for the fiscal year beginning October 1, 1994, and ending September 30, 1995; adopting the
Annual Amendment to the Century Plan/Second Reading/Bob Hart and Susan Morgan
Motion by Tonn, second by Voltz to approve Ordinance 94-37 on second reading to adopt the
Annual Operating Plan Element for fiscal year 94-95. Approve 6-0.

Z Approval of an ordinance amending Sec. 2.08.010 "Administrative Divisions and Departments" of the
Georgetown Code of Ordinances/Second Reading/Bob Hart and Susan Morgan
Voltz asked for an explanation of the administrative changes being made. Hart explained that
the Systems Engineering Department would better delineate the actual costs for the services of
City Engineer Don Rundell. The position of Conservation and Load Manager (Leon Henderson)
was moved from Finance to Community -Owned Utilities. The position of Public Information
Officer (Ron Coleman) was eliminated in this budget year, those responsibilities being distributed
to other departments including Convention and Visitors Bureau, Fire Department, and City
Manager. The fourth change was made in the Police Department to clarify the responsibilities
of the police lieutenants. Voltz also asked where position openings were posted. Hart replied
that they are posted on the bulletin boards in the lobby of the City Offices and at each City
division office.
Motion by Voltz, second by Tonn to approve Ordinance 94-40 on second reading amending the
Code with reference to administrative divisions and departments. Approved 6-0.
AA Approval of an ordinance updating TMRS (Texas Municipal Retirement System) employee service
credits/Second Reading/Elizabeth Gray and Teresa Hersh
Mayor Pro -Tem McMaster presided during this item due to the Mayor's conflict of interest
regarding municipal retirement. Motion by Tonn, second by Curl to approve Ordinance 94-41
on second reading updating employee service credits. Approved 6-0.
BB Approval of a resolution approving an agreement with Hartland Bank to serve as the City's
depository/Susan Morgan and Micki Rundell

Morgan reviewed the services and costs of each proposal and determined that the technology is
better at Hartland. They have direct computer linkage with the Federal Reserve. She informed
Council that this selection could be renewed in two years without bids. State law now allows
the depository agreement to endure for five years before re -bidding is necessary.
Mayor Pro -Tem McMaster presided during this item because Mayor Wood stated that he has a
political affiliation with a member of Hartland Bank's Board. Motion by Tonn, second by Voltz
to approve an agreement with Hartland Bank to serve as the City's depository. Approved 6-0.
CC Appointment of a lay representative from the Georgetown Library Advisory Board to the Central Texas
Library System/Hartley Sappington and Mary Pat McLaughlin
McLaughlin explained that the Central Texas Library System provides $4,000 worth of books
and a computer for the use of the Georgetown Library. In the past, the Library Advisory Board
has elected the Lay Representative, but upon clarification of the regulations, it was found that
the governing body must appoint the Lay Representative and an alternate.
Motion by McMaster, second by Vincent to ratify the Board's choices of Tomi Spence as Lay
Representative and Amy Anderson as Alternate. Approved 6-0.
DD Approval of an ordinance to extend the City's Subdivision Regulations from the current expiration date
of October 31, 1994, to a revised expiration date of February 28, 1995/First Reading/Ed Barry and Hildy
Kingma
Kingma introduced new Senior Planner Charles Simon to the Council and then read the
ordinance. Motion by McMaster, second by Tonn to approve this ordinance on first reading.
Approved 6-0.
