HomeMy WebLinkAboutMIN 10.11.1994 CC-RMINUTES OF THE MEETING OF THE GOVERNING BODY OF THE CITY OF GEORGETOWN, TEXAS TUESDAY, OCTOBER 11, 1994 The City Council of the City of Georgetown, Texas, met in regular session on the above date with Mayor Leo Wood presiding. Council Members Present: Ferd Tonn Mike McMaster Dick Vincent George Arroyos Doris Curl Staff Present: Bob Hart, City Manager Marianne Banks, City Attorney Sandra Lee, City Secretary Ed Barry, Dir. of Development Services Jim Briggs, Dir. of Community -Owned Utilities Larry Hesser, Police Chief Council Members Absent: Winfred Bonner Jane Voltz Hildy Kingma, Chief Planner Clyde von Rosenberg, Chief Planner Terry Jones, Purchasing Agent Jeff Clausius, Info System Coordinator Workshop --Called to order at 5:35 p.m. A Annexation options for territory contiguous with Phase One of the Del Webb Community Concept Plan/Ed Barry and Clyde von Rosenberg Von Rosenberg explained various options to Council for annexation necessary in connection with Sun City Georgetown. B Discuss the draft Austin Metropolitan Area Transportation Plan Report prepared by the Austin Transportation Study (ATS)/Ed Barry and Clyde von Rosenberg After discussion regarding the ATS Report, it was determined that a letter will be prepared from the Council stressing the importance of expanding the lanes of I1135, completing MOKAN to the airport, and other items of particular interest to Georgetown. Von Rosenberg will prepare a draft letter for Council's review at their workshop on October 20, C Develop direction statement for the Impact Fee Advisory Committee/Bob Hart and Ed Barry Because of the Committee's question of Council's direction as to their responsibilities, a resolution in Item M of this agenda includes the Council's expectations and better defines the relationship between the Council and advisory committees. Minutes of City Council Meeting October 11, 1994 Page 1 of 6 Pages D Governance discussion on a Wrecker ordinance/Larry Hesser Hesser cited the safety issues involved with numerous wreckers arriving at the scene of traffic accidents and the increased need for control of the accident scene as the reasons to go forward with a wrecker ordinance for the City. However, recent information has been obtained that the State Legislature is looking at the deregulation of the trucking industry which would pre-empt all municipal authority except in cases of safety or insurance. E Review issues for joint school board meeting/Bob Hart Council will host the GISD School Board on Tuesday, October 18, at 5:30 p.m. in the Council Chambers. There will be a round -table discussion of a variety of issues of mutual concern to both entities. F Georgetown Housing Authority subdivision ordinance waiver request/Bob Hart and Ed Barry It was determined that this item should be brought back to the Council for a decision on the next Council Meeting Agenda, October 25, 1994. G (This item was moved to the end of the agenda in order to begin the Regular Session on time.) Regular Session --Called to Order at 7:00 p.m. Consent Agend H Approval of meeting minutes of Regular Meeting of September 27, 1994/Sandra Lee Curl asked that the minutes be corrected to show that she had abstained from voting on Item H on the agenda for September 27. The minutes will be corrected. I Pulled. (See regular agenda) J Award of semi-annual bid for poleline hardware to various bidders/Jim Briggs and Terry Jones K Approval of renewal of various lines insurance for a total amount of approximately $240,000/Elizabeth Gray L Renewal of an Interlocal Purchase Agreement authorizing the purchase of computer equipment from the Texas Department of Information Resources/Susan Morgan and Jeff Clausius M Approval of a resolution authorizing the firm of Jim Duncan and Associates to proceed with Phase II of Impact Fee Study for the City and providing direction to the Impact Fee Advisory Committee/Ed Barry N Approval of an amendment to Texas Department of Housing and Community Affairs (TDOHCA) Economic Development Contract #701132 on behalf of Poly Resources Recycling/Bob Hart Minutes of City Council Meeting October 11, 1994 Page 2 of 6 Pages O Acceptance of a grant award in the amount of $3,852 from State for Victims Services Program/ Larry Hesser P Acceptance of a grant award in the amount of $6,782 for a Juvenile Law Enforcement Officer/Larry Hesser Q Revised addendum to lease of real property for Sierra Microwave Technology, Inc.IMarianne Banks Motion by Tann, second by Curl to approve the Consent Agenda with the exception of Item I, and with corrections to Item H. Approved 5-0. (Voltz and Bonner absent) Regular Agenda I Award of bid for Recreation Center sports flooring to Witt Sport Floors in the amount of $37,600.00/Randy Morrow and Terry Jones (Pulled by Vincent) Vincent asked Morrow to explain the difference in the wood flooring versus the flexible rubberized flooring. Morrow showed samples of the type of flooring that was chosen for the Recreation Center, explaining that it comes with a ten-year warranty and adding that the plastic flooring has been known to create ankle injuries. Also, in order to qualify for the Little Dribblers Tournament, the facility must have a wood floor and air conditioning. Motion by Vincent, second by Tonn to award the bid for the sports flooring to Witt Sport Floors. Approved 5-0. R Citizens wishing to address the Council Ed Steiner of 409 W. 3rd Street commended the Police Department for the recent drug "bust" at 2nd Street and Scenic Drive and for the volunteers from Community Services and Parks Department who assisted the Police Department in the clean-up of that area. Paul Polanek of 117 W. 7th Street, owner of Polanek's Market, spoke to Council of the lack of communication with the downtown merchants regarding recent street closures and various other incidents affecting the merchants downtown. S Mayor, Council, City Manager, and staff comments and reports Curl stated that she and Voltz would like to attend the Texas Downtown Association Conference in Galveston on November 2 - 4. There was no objection voiced by Council. Curl, speaking as a member of the Georgetown Heritage Society, expressed the need for documentation of Georgetown's history, and requested that Council consider taking oral histories of former Councilmember Joan King (first female councilmember), former Councilmember Shorty Valdez, (first hispanic councilmember), and present Councilmember Winfred Bonner (first black councilmember). She referred to a proposal from Historian Dan Utley to take three oral Minutes of City Council Meeting October 11, 1994 Page 3 of 6 Pages histories for approximately $1,000. This will be put on the next Council Agenda for consideration. Arroyos, citing a recent article in the October 3 issue of Nation's Cities Weekly regarding getting people more involved in the governing process, announced that there would be a Neighborhood Night Out in District 1, hosted by the Police Advisory Committee on Thursday, October 13. Arroyos also told Council he had been questioned by his constituents regarding the status of the Historic Preservation and Urban Design Plan. Hart responded that it would be the subject of the Council Workshop on October 25. Wood invited McMaster to announce the special dedication ceremonies planned for the Texas Crushed Stone/Georgetown Railroad Corporate Headquarters on October 24, at 2:00 p.m. and noted that Senator Kay Bailey Hutchinson had been invited to speak. ® Joint meeting with GISD Board on October 18, at 5:30 p.m. in Council Chambers Hart reminded Council of the joint workshop with the GISD Board of Trustees at the Council Chambers on Tuesday, October 18, at 5:30 p.m. ® Workshop - October 20th, 4:30 p.m. Hart also reminded Council of the workshop to be held on Thursday, October 20, to discuss the subdivision regulations. In the interest of those Councilmembers who must leave work to arrive at the Council Chambers on time for this meeting, the time was rescheduled to 5:15 p.m. Hart also announced that the Texas Department of Transportation has scheduled a Pre -conference Hearing on the proposed extension of MOKAN for next Tuesday, October 25, from 4:00 p.m. to 7:00 p.m. at Williams Middle School on University. Wood asked that a letter of support for the MOKAN extension be prepared . Hart told Council that for his story on the killer bee attack, Mr. J. C. Johnson, Sr. had received $300 from the National Enquirer, and that he gave that money to the Georgetown Police Department. T Approval of an ordinance to extend the City's Subdivision Regulations from the current expiration date of October 31, 1994, to a revised expiration date of February 28, 1995/Second Reading/Ed Barry and Hildy Kingma Motion by McMaster, second by Tonn to approve Ordinance 94-42 on second reading to revise the expiration date of the Subdivision Regulations. Approved 5-0. U Approval of the purchase of IBM hardware to replace the current Financial Computer System hardware from IBM in the amount of $124,445.12/Susan Morgan and Jeff Clausius Minutes of City Council Meeting October 11, 1994 Page 4 of 6 Pages Motion by McMaster, second by Curl to purchase the IBM hardware in the amount of $124,445.12. Approved 5-0. V Authorize the Mayor to execute an agreement with Incode to purchase software and hardware for the Financial Computer System in an amount not to exceed $85,000.00/Susan Morgan and Jeff Clausius Motion by McMaster, second by Arroyos to approve of the purchase of software and hardware from Incode in an amount not to exceed $85,000. Approved 5-0. W Advise Council on vacancy on the Board of Adjustment/Mayor Leo Wood Wood asked Council to bring back their recommendations. Vincent noted that he would like to see one of the existing alternates move up to fill the vacant position, and a person appointed to fill the resulting vacant alternate position. X Advise Council on vacancy on the Planning and Zoning Commission/Mayor Leo Wood Wood asked Council to bring back their recommendations for this vacancy. Recessed Open Session at 7:30 p.m. Executive Session In compliance with the Open Meetings Act, Chapter 551, Government Code, Vernon's Texas Codes, Annotated, the items listed below will be discussed in closed session and are subject to action in the regular session that follows. Woikshot� - Continued from earlier in the meeting G Discuss proposed debt issuance for the River Corridors project and 800Mhz system as included in the 1994/95 Annual Operating Plan/Susan Morgan It is recommended that because of the relatively small amount of funds required the City issue debt in the form of Anticipation Notes which are similar to Certificates of Obligation, but do not Minutes of City Council Meeting October 11, 1994 Page 5 of 6 Pages require as much notification and are for shorter terms. An ordinance will be brought back to the Council at a fixture meeting. CC Final comments and evaluation of meeting process There were no final comments.
