Voltz also presented a proposal from a planner and facilitator, Tom Hudson, to facilitate the meetings of the Committee. Several citizens in the audience contributed to the discussion on this item. Mr. Bill Harris of 1605 Main said that the letter is "diametrically opposed" to the Council's previous stand. Curl said that Wood had asked that the plan contain guidelines, not mandates. Curl and Voltz both said it was not their place to direct the plan because it is a citizen - based plan. Ms. Harris asked for a City Attorney opinion regarding the definition of "mandate."
