TUESDAY, NOVEMBER 22, 1994
The City Council of the City of Georgetown, Texas, met in regular session on the above date with
Mayor Leo Wood presiding.

A TML Conference and Texas Downtown Conference Reports
TML Conference: Wood said he felt the conference was unusually political and he
enjoyed the technological exhibits. Arroyos was pleased about the resolution passed
to allow Hispanic and Black affiliates to vote on the TML Board. Voltz shared
information on a motivational speaker, John Daly, who spoke on service excellence.
She brought back a tape on juvenile curfews. Voltz and Arroyos will prepare a
workshop to discuss youth issues after Tonn and Curl have met with the School
Board.
Texas Downtown Conference: Curl and Voltz shared information about universal
signage and community-based planning from the recent Downtown Conference held
in Galveston .
B Subdivision Regulation Direction
Hart requested Council direction and clarification on the two issues that were brought
up at the last Council Meeting by developer and former councilmember Ercel
Brashear. Regarding access to a higher intensity street, the Council felt it was

important to follow the variance procedure. Regarding reducing the 450 -foot distance
between curb cuts on major arterials, the Council feels the ordinance should not be
changed and preferred to take each case on its own merit.
C December Meeting Schedule
® December 6th - Parks & Recreation Board Meeting - Recreation Building
The Council expressed a conflict on December 6, and Hart suggested he would
check with Randy Morrow for an alternate date.
® December 9th - 11:30 a.m. Employee Recognition Luncheon
The luncheon is planned to be held at the new recreation center, depending on
its stage of completion.
® December 13th - First Regular Meeting
• December 27th - Second Regular Meeting in December
It was determined that this meeting should be canceled.

Motion by McMaster, second by Tonn to approve the Consent Agenda in its entirety. Approved 6-0.

Regular Agenda
T Citizens wishing to address the Council
® Ms. Jan Webster - Swimming Pool Issue
Ms. Webster of 30705 Berry Creek Drive told Council that a swimming pool
for year-round use and of the required length was needed for swimmers in the
Georgetown area. Until this year, they had been using the indoor pool at
Southwestern University, but have been told that it will no longer be available
due to the increased enrollment at the University.
Wood proposed that Councilmembers Curl and Tonn should get with the
committees from the County and the School District and form a task force.
Vincent suggested that Ms. Webster contact the hospital about a joint -use
facility. McMaster said that the Del Webb Corporation will have a year-round
pool ready sometime next fall. Curl complimented Ms. Webster on an
excellent presentation and suggested that she make her presentation to the
school board as well. Wood suggested that she also give her presentation to
the County Commissioners before Curl and Tonn meet with them.
U Mayor, Council, City Manager, and staff comments and reports
® Dr. Gary Kindley - Update on "Year of the Family Task Force"
Rev. Kindley told Council that the Task Force was formed to train volunteers
for giving assistance in the areas of alcohol and drug abuse, parenting, etc.,
and had held three well -attended meetings, with church and volunteer
organizations represented, as well as Police Chief Larry Hesser and County
Attorney Gene Taylor in attendance. Dr. Kindley expressed a desire for more

neighborhood representatives and asked for assistance from the City Fire
Wardens in distributing fliers in their fire districts. Wood suggested that Dr.
Kindley contact Hart regarding the assistance from the fire wardens, and asked
that Vincent and Arroyos work with Dr. Kindley regarding representation from
the various neighborhood groups and possible assistance from the GIVE
Program.
® Hart announced that the Development Services Division had just been informed that
they were to be awarded the 1995 National Planning Award for their work on the
Century Plan and the Policy Plan Elements. The presentation will be made in April.
V Second reading of an ordinance amending Exhibit 1 of the Century Plan - Development Plan
for a 108 acre portion of a tract in the Antonio Flores Survey, locally known as the Shell
Parcel, as recorded in Volume 357, Page 1391, Volume 848, Page 381, and Volume 439,
Page 95 of the Official Deed Records of Williamson County, Texas from Intensity Level Two
to Intensity Level Three/Ed Barry and Clyde von Rosenberg
Motion by Tonn, second by McMaster to approve Ordinance 94-43 on second reading.
Approved 6-0.
W Second reading of an ordinance to rezone River Bend Subdivision, Unit V, Phase II, a 13.21
acre tract in the David Wright Survey from A, Agricultural to RS, Residential Single
Family/Ed Barry and Hildy Kingma
Kingma explained to Council that the second reading of this ordinance had been
delayed for one year until the recording of the plat to obtain the legal description.
Motion by McMaster, second by Vincent to approve Ordinance 94-44 on second
reading. Approved 6-0.
X Approval of a short form final plat of First Baptist Church Georgetown Subdivision, a
21.7058 acre tract in the Isaac Donagan and Joseph Pulsifer Surveys, located on SH29 West
and request a fee waiver/Ed Barry and Hildy Kingma
Kingma explained that this short form final plat is being done prior to the Detailed
Development Plan for expansion of the facility in order to make a legal plat, and that
the request is for a waiver of the planning fee. The Church will enter into a
development agreement with the City regarding the construction of a 12' water line.
The approved plat will not be recorded with the County until the Development
Agreement is approved. The Church currently uses PEC electric service, but will be
transferring to City electric service with the expansion project.
Motion by McMaster, second by Tonn to approve the short form final plat of the First
Baptist Church. Approved 6-0.

Y First reading of an ordinance to rezone Lots 6 and 7, Block D, Sierra Vista Subdivision,
Section One, from RS, Residential Single Family to RM -1, Multifamily/Ed Barry and Hildy
Kingma
Kingma explained that this rezoning exceeds the requirements of the Subdivision
Regulations for size of lots. Motion by McMaster, second by Curl to approve this
ordinance on first reading. Approved 5-0. (Voltz absent from dias)
Z First reading of an ordinance to rezone Southwestern University from RP Residential Planned
with a Master Plan to RP, Residential Planned with an Amended Master Plan/Ed Barry and
Hildy Kingma
Kingma told Council that this rezoning request was for the new student housing that
had been originally included in the University Master Plan as 18 townhome units.
The University now plans to develop 104 units that will resemble apartments. The
original zoning variance in 1991 was granted with the contingency of a two -foot berm
being installed to buffer the parking lot adjacent to the Alma Thomas Theater. The
berm was never built, but University Vice President Dan Bryant has agreed to install
it, so the Planning and Zoning Commission approved the rezoning for the 18
townhome units.
Motion by McMaster, second by Curl to approve this ordinance on first reading.
Approved 6-0.
AA First reading of an ordinance authorizing the issuance of $685,000 City of Georgetown, Texas
Limited Tax Notes Series 1994; Authorizing the Levy of an Ad Valorem Tax; Approving an
Official Statement; Approving a Paying Agent/Registrar Agreement and a Letter of
Representations and Authorizing Other Matters Relating to the Issuance of the Notes/Bob
Hart and Susan Morgan
Morgan told Council that the proceeds from these bonds would be used to purchase
the remainder of the 800 MHz system for the Police Department, and to provide the
City's matching grant share for the Hike and Bike Trail.
Motion by McMaster, second by Voltz to approve this ordinance on first reading.
Approved 6-0.
BB Consider clarifying the recommended direction for Historic Preservation and Urban Design
Planning Committee/Jane Voltz and. Doris Curl
Voltz explained that the Planning Committee had worked for two years to develop the
City's long-range comprehensive plan to preserve the City's historic resources, and the
Committee is now asking the Council for a written statement of direction. Voltz
distributed to Council a draft letter to the Committee and asked the Council to

approve it. Voltz also presented a proposal from a planner and facilitator, Tom
Hudson, to facilitate the meetings of the Committee.
Several citizens in the audience contributed to the discussion on this item. Mr. Bill
Harris of 1605 Main said that the letter is "diametrically opposed" to the Council's
previous stand.
Curl said that Wood had asked that the plan contain guidelines, not mandates. Curl
and Voltz both said it was not their place to direct the plan because it is a citizen -
based plan. Ms. Harris asked for a City Attorney opinion regarding the definition of
"mandate."
Mr. Bruce Palmer of 1242 S. Austin Ave., said he is very happy to live within
rational mandatory restrictions in a historic district. He is opposed to "guidelines
only."
Ms. Jo Ann Allen of 1304 S. Elm, asked for the amount of the proposal from Tom
Hudson to facilitate the Committee Meetings. Mayor Wood replied that the proposal
amount is $14,590.
Tom1 wants to review the draft plan and the minority reports from the Committee
before they consider hiring the consultant.
Voltz wants open discussion and community input in order to develop the proper
process for long-term development. Curl and Voltz asked that the consultant proposal
be placed on the next agenda for Council consideration.
Motion by McMaster, second by Vincent to approve the letter being sent to the
Committee stating that the draft plan is to be presented to Clyde von Rosenberg in
Development Services by December 16th, along with the minority reports, to be used
as a basis for completion of the final plan. Approved 6-0.
