C Discussion regarding appointments to Council boards and commissions
Council discussed the possibility of conducting governance training sessions for the board
and commission members along with the desire to develop a selection process which
ensures a critical appraisal of the qualifications of the prospective appointees.
Voltz brought up the question of authority for certain boards and commissions like the
Planning and Zoning Commission, Parks Advisory Board, Library Board, etc. She
volunteered to chair a committee to work on a printed policy for board direction. Voltz
would like for the Council to be more specific on policy direction. Wood mentioned that
he felt the final decisions still need to be made by the Council as elected officials. Curl
would like a standardized policy for all boards and commissions.
D Appointments and instructions to the Charter Review Committee
Hart and Banks discussed some suggested changes, and Mayor Wood asked the Council
to give staff direction on their choice for members of the Charter Review Committee and
a time frame for putting these changes on the ballot. The following names were
submitted for appointment by the Councilmembers.

The general consensus of the Council was to include the changes to the Charter on the
May General Election.
Voltz asked if the staff would be attending the Charter Review Committee meetings. Hart
suggested that there would always be someone from staff at the meetings. Hart will
schedule the first meeting before the first week in January. A letter to the Committee
members will be mailed in the next week or so.
Motion by Vincent, second by Tonn to approve the suggested members of the Charter
Review Committee including those to be appointed by Councilmember Bonner.
Approved 6-0.

No action was taken on executive session items.
