Motion by Tonn, second by McMaster to approve the consent agenda. Approved 6.0.

K Mayor, Council, City Manager, and staff comments and reports
Hart announced that Councilman Bonner is in Scott and White Hospital in Temple.
• Schedule of visits to projects of Dell Webb Inc.
Hart reminded Council that the plane for Palm Springs, California to take
a group of Georgetown leaders to visit a Dell Webb/Sun City project
would take place on Wednesday, November 10, at 7e 15 a.m.
Councilmembers Voltz and McMaster were scheduled to attend, along with
City Manager Bob Hart and City Attorney Marianne Banks. State
Representative Mike Krusee, Larry Bullock of the GISD School Board,
Ken Poteete of the Georgetown Hospital Administration, Williamson
County Commissioner David Hays, and Marvin Waley of the Georgetown
Chamber of Commerce were also scheduled to attend.

Ms. Betty Marsicek made a presentation to the Council, including a brief
biography of Henry Purl "Okra" Compton and his contribution of "Flanders
Field" poppies to Georgetown.
Mayor Wood announced that the City would be receiving an LCRA Environmental Award
on Tuesday, November 16, at a noon meeting of the Georgetown Optimists at the Scout
Hut in San Gabriel Park. Wood asked Mayor Pro Tem bike McMaster to attend in his
absence.
Wood also announced that Congressman Greg Laughlin would be at the Courthouse on
Friday, November 12, at 9:00 a.m. to discuss President Clinton's health care plan.
Wood also announced that the Legislative Affairs Committee of the Georgetown Chamber
of Commerce would sponsor a luncheon with State Senator Jim Turner on Monday,
November 22.

Banks explained that this ordinance would temporarily limit traA[,Ic to one�way

read the ordinance. Motion by McMaster, second by Tonn. Approved 6-0.

O Resolution casting City of Georgetown votes for Williamson County Appraisal District
Board of Directors/Bob Dart
Mart read the resolution. Motion by Voltz, second by McMaster to cast the City's
55 votes for Llorente Navarette. Approved 6-0. McMaster suggested trying to
get the legislature to change the way the votes are allocated to each voting entity.
P Adoption of a policy on waiver of fees for certain city services/Bob Mart
Dart explained that the fees are based on cost of service. Waived fees are lost
revenue and can result in shortfalls in the budget. Council discussed various
options and recalled past decisions being handled on a case-by-case basis. The
general consensus of opinion would be to adopt a blanket policy to waive the
building permit fees for local non-profit, Williamson County or GISD, all others
within or outside the City would not be waived unless they connect with our
utilities, excluding federal facilities with Council discretion. When asked for an
estimate of the financial impact, Barry replied that the revenue from fees averages
$1500 per project. Barry will research past waivers. Mayor Wood asked Dart to
draft a policy and bring it back to the Council at a future meeting.

Coleman explained the guidelines to Council, noted corrections of dates and grant
amount, and read the resolution. Motion by Curl, second by Tonn to approve the
HOME grant housing rehabilitation program guidelines. Approved 6-0.
R Appointments to the City Charter Review Committee/Mayor and Council
This item was pulled to bring back to Council with a draft charge and as a
workshop discussion item before appointments are made.

McMaster explained the need for the passage of the Endangered Species Act
ff4rocedural Reform Amendments of 1993, S. 1521, to balance the goals 4
F!lrotecting species with our country's need for continued growth and utilization qL
rratural resources.
Motion by McMaster, second by Carranco to authorize the Mayor to sign letters
of support for the reform amendments and to suggest to other cities in the area to
participate also. Approved 64

canceled. Wood felt the Council was facing a pretty heavy workload and asked
to postpone this decision until the first meeting in December.
Final Comments and Evaluation of meeting process
Mayor Wood asked about the status of the restrooms being constructed at the
Grace Church building. As President of the Heritage Society, Curl replied that the
construction should be complete by March 4, along with Phase I of the renovation
(exterior). Curl explained that the Heritage Society is now soliciting bids for
Phase II, (interior finish -out).
Mayor Wood asked Public Information Officer Ron Coleman for the status of the
All -America Cities competition. Coleman said he is working with the committee
appointed by Mayor Wood to get together for a meeting.
Curl expressed the value of the various workshops attended at the recent Texas
Municipal League Annual Conference in San Antonio, and would like for the
Council to have the opportunity at a workshop in the future to share some of the
interesting information that was provided.
McMaster asked for the status of filling the Police Chief position. Hart replied

Hart invited the Mayor and Council to attend the Employee Recognition Banquet
to be held at the Community Center on Friday, December 17.
Vincent reported that the Georgetown Information and Visitor Exchange (GIVE)
is working on •statement.
