Council Members Present: Ferd Tonn Mike McMaster Lupe Carranco Jane Voltz Winfred Bonner Doris Curl Dick Vincent Staff Present: Bob Hart, City Manager Marianne Banks, City Attorney Ed Barry, Dir. Development Svcs. Hildy Kingma, Chief Planner Sandra Lee, Deputy City Secretary Worksho--Called to Order 6:05 p.m. i., N:_I.:1 A Discuss policy alternatives for residential development which may be inconsistent with the projected intensity plan Hart distributed a memo to Mayor and Council outlining some of the issues to be determined in connection with the possibility of a Del Webb Sun City project to be built northwest of Georgetown. The attached map showed the probable location to be outside of the City's extraterritorial jurisdiction. Hart asked the Council for feedback and staff direction and explained that transportation and water/wastewater will be very important factors to consider. Mayor Wood envisions that the Sun City Development will include its own fire department and emergency medical service, and expects a good source of civic volunteers from the future residents of the Sun City Development. Wood asked Barry for background information from other cities who have Sun City projects. Barry d Kingma have contacted Las Vegas • . • I Valley,California. Mayor i•• asked if Sun City wouldgrowth of ♦ • • Aart and Barry replied that environmental issues will necessarily push future growth to the east. McMaster asked if the Sun City development would feed into the Pecan Branch Interceptor. Barry replied that Sun City would need its own separate line. Curl pointed out that the City needs to be in control of the water quality issues involving the new development, either by annexation or through a development agreement. Hart explained that the developers are aware that we expectto pay forown utilities, and feels that the transportation impact will be the greatest problem facin�N Georgetown. Voltz voiced what she considered to be the City's three options concerning this development: 1) Let Del Webb do "their thing" independently of the City; 2) Do everything possible to discourage the development near Georgetown; or 3) Annex and do everything possible to make a positive impact on the City. Mayor Wood feels everything possible should be done to interpret what kind of impact the development would have on the City. He suggested fact-finding trips by staff. Hart suggested that the Councilmembers split up into teams and do the fact-finding. Wood asked that a criteria be set up to use in judging the various locations so that each team would be looking for the same answers to bring back. Curl asked if it was too early for the City to begin annexing. Hart replied that he thought annexation should begin immediately. Barry explained that the allowed radius for strip annexing is one mile from the current city limit line. In summarizing, Hart told Council that he would put annexation on the agenda and schedule trips for the Councilmembers to visit Sun City projects that appear to be comparable to the one proposed for Georgetown. He told Council that the Del Webb Corporation had offered to fund visits for Georgetown, but he suggested, and Council agreed that the City would not want to be obligated to the developer for favors rendered. 7:27 p.m. recessed workshop - 7:37 p.m. workshop resumed Hart explained the economic issues involved with the Rivery and Gibraltar sites. The economy lends itself to short-term development of single-family residents, but that type of building would not bring a good return on the City's initial investment in the property. Council briefly discussed various issues involving both sites.
