The City Council of the City of Georgetown, Texas, met in regular session on the above date with Mayor Leo
Wood presiding.

Workshop --Call to Order at 5:34 p.m.
A Presentation by Dell Webb Corporation regarding Sun City project proposal
Jack Gleason, Vice President of Community Planning Development at Dell Webb, showed slides
and briefed the Council on the Sun City facilities. He stated that Dell Webb is in the preliminary
stages of looking at land which is just outside the Georgetown city limits. He informed Council
that he could not discuss specific sites or boundaries due to confidentiality statements in the
various negotiations.

Doris Curl and Dick Vincent abstained from voting on this item. They were absent from the
September 28th meeting.
C Award of bid for the removal of the old auction barn to Management Specialties, Inc. in the amount of
$9,400.00/Susan Morgan and Terry Jones
D Approval to purchase copiersfrom ♦ of ,, purchasing • , ♦ of

E Approval to purchase an engineering work station from PC V.A.R., Inc. in the amount of $7,750/Jim

F Authorization for work related to the completion of SCADA at the Chief Brady Substation, in the
amount of $7,043.00, to be done by the Lower Colorado River Authority (LCRA)/Jim Briggs
G Authorization for the Mayor to sign Amendment No. 3 to the housing rehabilitation contract with the
Texas Department of Housing and Community Affairs/Elizabeth Gray

A special session meeting for the presentation regarding Sun City and the Rivery was set for
October 19, 1993 at 6:00 p.m.
Hart informed the Council that the City has been contacted by Lone Star Gas regarding the
closing of their Round Rock office. Lone Star Gas is interested in a contract with the City to
collect utility payments. Hart informed the council that the staff will be meeting with Lone Star
Gas to discuss.
Voltz informed the Council of the Georgetown Information & Volunteer Exchange (GIVE)
installation dinner next Monday night the 18th at 7:00 p.m. at the Community Center
Voltz reminded Council of the upcoming Planning and Zoning Commission meeting on October
25th at 5:30 in the Development Services Conference room.
McMaster asked for an update regarding the restrooms behind Grace church. Terry Jones
informed the Council that the project should be finished by the end of the month. The contract

Curl informed the Council that H.B. Travis Construction had the bid to do the exterior work on
Grace Church. This includes the building of the tower.
Mayor Wood commended the Development Services staff on the Texas Chapter of the Americ
Planning Association's Community of the Year award. Mayor Wood presented the award to B
Hart to hang on the walls of City Hall. Ed Barry thanked the Council and Citizens for th
support and vision.
Mayor Wood presented a proclamation for Youth Appreciation Week to high school students,
Todd Snead, Drew Hoppy, Jerry Vearreal, Brandy Boyd, Paul Abrehms; Mike Colbrum, Assistant
Principal at the High School; and Jack Frost
J Ordinance (93-32) to rezone Briarwood, Section 3 and Rocky Hollow Estates, Units 1 and 2 (a portion)
from RS, Residential Single Family to RM4, Multifamily; and Briarwood, Sections 1 (a portion) and
2 and Rocky Hollow Estates, Unit 2 (a portion) from RS, Residential Single Family to RM -2 Dense
Multifamily/Ed Barry and Hildy Kingma
Motion by McMaster, Second by Tonn to approve the ordinance on the second reading.

K Ordinance (93-33) to rezone Gabriel Heights Resubdivision, Block 1, Lot 4A from RM -3, Office and
Service Use restricted to a specific site plan to RS, Residential Single Family/Ed Barry and Hildy
Kingma
Motion by Tonn, Second by Vincent to approve the ordinance on the second reading. Approved
7-0
L Ordinance (first reading) to rezone 0.488 acre portion of Block C, the Hughes Second Addition, locally
known as 1404 Elm St. from RS, Single Family to RP, Residential Planned Development/Ed Barry and
Hildy Kingma

M Resolution authorizing Mayor to submit a letter to the Texas Department of Transportation concerning
the use of light rail as a part of the MoKan project/Bob Hart
Bob Hart asked for a minute action requesting that the letter that was left at the dias be approved

by the Council.
Motion by ! • by Carranco to authorize the Mayorto send the letter to Mr.
Garbade requesting that this go on the agenda for the Texas Department of Transportation.
McMaster and Hart stressed the importance of beginning work on the presentation. Mayor Wood
put McMaster in charge of working with Bob Hart on this project.

Hart informed the Mayor and Council that this resolution has been suggested by the National
League of Cities. He added that this is part of a focused effort by local governments to bring
the issue of unfunded mandates to the public's attention. He stated that a mandate is simply an
action that is required by a higher level of government, but the cost is passed on to the lower
level of government. Hart stated that the City is seeing a fairly rapid increase in the number of
mandates over the last ten years - generally within the environmental areas.
O Resolution creating the East I-35 Frontage Road Assessment District/Marianne Banks
This item was pulled by Bob Hart due to an unresolved issue with the Highway Commission.
A public hearing was set for November 23, 1993.
P Ordinance (first reading) amending Sections 2.A.4, 2.A.5, 2.B.3, and 2.B.4 of Ordinance 93-23,
amending Section 10.12.080 of the Code of Ordinances relating to speed limits on State Highway 29

R Resolution authorizing the City Attorney to file for certification with the FCC to regulate basic cable
service rates, and to file a complaint with the FCC requesting regulation of cable programming service
rates/Marianne Banks

Banks reviewed the history of municipal cable regulation, and current options/timefra
regarding municipal regulation of cable. Banks explained that effective November 15, the feder
rate cap will be removed, so that without Council action, rates could increase beyond control
the Council. Application for certification will give the City some control over rates, I

McMaster noted that Williamson County Cablevision now has a contract with all the major
commercial networks.

McMaster asked Longhorn to establish more consistent hours for pick-up
U Ordinance (first reading) amending Chapter 8.12 Food Sanitation and Section 8.12.040, Application and
Fees, of the Georgetown Municipal Code/Hartley Sappington
Hartley Sappington noted that his is the first fee increase requested since 1988. Paulo Pinto,
Williamson County/Cities Health District Director of Environmental Services, said that
inspections are made at least four time a year, or more often if necessary for violators.
Motion by McMaster, Second by Tann to approve this ordinance. Approved 7-0
V Reconvene the Subdivision Regulations Advisory Committee and appoint new members/Ed Barry and
Hildy Kingma
Appointees include: Jane Voltz, Dick Vincent, John Kuhn, Bob Wunsch, Steve Bamsch, Renee
Hanson, and Harold McDonald. Susie Ramos, Joe Ward, and Ercel Brasher will serve as
alternates.

Curl requests Council consideration of a Bed & Breakfast ordinance to establish clear criteria for
Bed & Breakfasts.
Curl also expressed the need for an Inner -City ordinance to protect structures designated as
historic. This should include outreach to owners of historical homes, information on their
responsibilities, and the resources available,

Ferd Tonn commended Bob Hart and the City staff for their excellent work during the recent
water crisis.
Dick Vincent informed the Council that he would be out-of-town next week at a CPCU
conference.
