The City Council of the City of Georgetown, Texas, met in regular session on the above date

A Workshop to discuss solid waste services and a proposed rate increase by Longhorn
Disposal/Hartley Sappington
Sappington reviewed various aspects of solid waste service, including a breakdown
of the type of customer, a solid waste rate history, a comparison of rates with
other cities in the region, the operating deficits of the sanitation fund, and the
policy issues concerning solid wastes.
Longhorn Community disposal General Manager John Albert provided information
regarding their justification for a rate increase, especially the new diesel fuel tax
and Subtitle D federal regulations, (e.g. liners, methane gas, leachate collection,
daily cover requirement, and 30 -year monitoring requirement).
Council instructed the staff to negotiate a contract with Longhorn which includes
an increase in the roll -off fee plus institute a daily rental fee, but without an
increase in residential and commercial flat rates.

Voltz expressed concern about the placement of variance approvals on the Consent
Agenda. Barry noted that non -controversial items, in which there is unanimous
concurrence of the Planning and Zoning Commission and the property owners are
generally placed on the Consent Agenda. Voltz noted that there was some dissent
on this item.
Motion by Voltz, second by Carr anco to approve the variance. Approved 5-0.
L Consideration of a final plat of the Brittain Subdivision, a subdivision of 0.861 acres in
the David Wright Survey; and variance request/Ed Barry and Hildy Kingma (Pulled by

Motion by Voltz, second by Torn to approve the final plat. Approved 5-0.
M Citizens wishing to address the Council.
There were no citizens who wished to address Council.
N Mayor, Council, City Manager, and staff comments and reports
McMaster would like to see a change in the current utility billing policy of
charging a 10% late charge if paid late. He said lots of people forget and have
to pay the full 10% additional fee even if they pay just one day late. He proposed
a 24- or 48-hour late fee that isn't the full 10%. There is currently a "once -a -year
forgiveness policy" for those who pay late, which has only been in effect for three
months. He asked that the City publicize the policy in the City Newsletter.
Hart verified that the GIVE installation dinner would be held on October 18,
which was the same night planned for the Planning and Zoning/City Council Joint
Meeting.
Mayor Wood announced that the City of Georgetown had been selected by the
American Planning Association as the 1993 Community of the Year.

P Ordinance No. 29 (second reading) adopting an Annual Operating Plan Element of thi�
Georgetown Century Plan (budget) for the fiscal year beginning October 1, 1993 ant
ending September 30, 1994; adopting the Annual Amendment to the Century Plan/Bob
Hart and Susan Morgan
Rundell read the ordinance. Voltz noted that from a Councilmember or citizen
perspective, the larger projects seem easier to approve than the smaller projects,
such as sidewalks. She said the smaller projects seem to get put off in the search
for funding, and would like to see creativity in finding funds for these projects
next year. She also expressed appreciation for the continuing improvement of the
budget process, a high-caliber staff, and the generally excellent quality of City
services.
Motion by Voltz, second by McMaster to approve this ordinance on second
reading. Approved 5-0.
Q Ordinance No. 30 (second reading) levying a tax rate for the City of Georgetown for the
tax year 1993/Bob Hart and Susan Morgan
McMaster noted that the City's rate of 36.450 is under the Williamson County
rate.
Motion by McMaster, second by Carranco to approve this ordinance on second
reading. Approved 5-0.
R Ordinance No. 31 (second reading) amending § 2.O8.010 "Administrative Divisions and
Departments" of the Georgetown Code of Ordinances//Susan Morgan and Bob Hart
Motion by 'Tonn, second by Voltz to approve this ordinance on second reading.
Approved 5-0.
S Authorization for the Mayor to execute an agreement for retention and recruitment of
industry by the Georgetown industrial Foundation/Bob Hart

Banks noted that written objections did not exceed the 20% objection limit that
triggers the requirement for a three/fourths (3/4) vote of Council. Kingma and
Barry stated that objections to the rezoning have been resolved.
Motion by Bonner, second by McMaster to approve on first reading. Approved
5-0.
U Ordinance (first reading) to rezone Gabriel Heights Resubdivision, Block 1, Lot 4A from
-3, Office and Service Use restricted to a specific site plan to RS, Residential Single

Motion by Tonn, second by Carranco to approve this ordinance on first reading.
Approved 5-0.
V Resolution authorizing the Mayor to proclaim the week of October 3-9, 1993 as Public
Power Meek for the City of Georgetown/Jim Briggs
Voltz noted that the term, "Community -Owned Utility" is preferable to "Public
Power".
Motion by McMaster, second by Voltz to approve the resolution with the existing
wording. Approved 5-0.
W Resolution authorizing the Mayor to proclaim Beechworth, Victoria, Australia as a Sister
City to Georgetown/Bob Hart and Ray Parks, Shire Secretary, United Shire of Beechworth
Hart read the resolution. Motion by McMaster, second by Voltz to approve the
resolution to declare Beechworth, Victoria, Australia as a Sister City to
Georgetown. Approved 5-0.
Ray Park, Shire Secretary for Beechworth, Australia, thanked the Mayor and
Council for their hospitality and for the foresight of the Council in allowing the
City Manager to participate in the International City Managers Association
Exchange Program. Park commented on the many similarities between towns in
Australia and in the United States regarding the problems and issues that both
face. Park presented the following mementos to Mayor mood. a letter of
introduction from the Beechworth Town President, books on the Beechworth area,
a strategic plan for the Shire of Beechworth, documents from the Australian

McMaster expressed his frustration with the system for allocating votes based on
tax collections rather than tax base. In effect, this penalizes entities with lower
tax rates. Hart will find out why it was set up this way, and if appropriate, will
pursue a change in this regulation by approaching the finance and budget
subcommittee of the legislature when it convenes in January.
Motion by McMaster, second by Voltz to approve the nomination of Llorente
Navarette to the Williamson County Appraisal District Board of Directors.
Approved 5-0.

for retention and recruitment of industry by the Georgetown Industrial Foundation/Bob
Hart
Hart called Council's attention to the agenda backup material which demonstrates
the positive effect of new/retained industries by decreasing the cost of wholesale
electricity due to improvement in the load factor.
Tim Kennedy, President of the Georgetown Industrial Foundation (GIF), reviewed
the accomplishments of the GIF during the past year. He noted that the members
of GIF give generously of their time and money to support the Foundation.
Kennedy also praised the efforts of GIF Executive Director Bruce Barton.
McMaster stressed the positive impact of GIF on job creation for youth and older
workers in Georgetown. Voltz also expressed her support and recognition of the
important role played by the GIF in ensuring the healthy economy of Georgetown.
Carranco noted the importance of publicizing the work of the GIF, and Kennedy
related the various means of communication utilized by GIF to get the word out,
including cable, newsletter, and print media.
Motion by McMaster, second by Tonn to approve the funding of $130,000 from
this year's City Budget to the industrial development efforts of the GIF.
Approved 5-0.
Y Reconvene the Subdivision Regulations Advisory Committee and appoint new
members/Edward Barry and Hildy Kingma
Barry noted several issues that the Subdivision Advisory Committee needs to
address, including water quality, stormwater drainage, and floodplain according
to the timetables and priority assigned by the Council. McMaster suggested

appointing a Subcommittee, but limiting their focus to three or four major issues,
thereby shortening the time commitment. Voltz agreed to chair, but requested a
representative from the Parks and Recreation Board in addition to the former
members. Council will consider taking action at the next Council meeting.
Z Discussion of Police Chief profile/Bob Hart and Teresa Hersh
Council reviewed the profile submitted by the City Manager. Applications will
be accepted through the end of October. The City will enlist the help of a
professional consultant to review the final applications and perform a background
check. The Mayor and several councilmembers noted the importance of
involvement in community organizations.
AA Possible action clarifying resolution adopted on September 14, 1993, accepting minute
order of the Texas Department of Transportation concerning the northbound frontage road
of Interstate 35/Marianne Banks
Banks explained that this resolution replaces the resolution approved at the last
council meeting, and was changed at the request of the Department of
Transportation.
Motion by McMaster, second by Tonn to approve this resolution accepting the
minute order regarding the northbound IH -35 frontage road. Approved 5-0.
BB Final Comments and Evaluation of meeting process
Bonner informed Council that an Assistant Secretary of Housing and Urban
Development has promised to visit Georgetown.
Voltz updated Council on the progress of Team Tourism. The committee
continues to meet, is making excellent progress, and will bring an in-depth report
to the Council by the end of October.
