Council Members Absent: ,®- Hildy Kingma, Chief Planner Molly Alexander, CVB Director Ron Coleman, Public Info Officer Sandra Lee, Deputy City Secretary WorksholJ--Called to Order 5:30 p.m. A Texas Public Power Association Public Education Program/Bob Hart, TPPA Executive Director Mike Williams, and TPPA Communications Director Debra Scarhn Hart introduced Williams and Scarbo who spoke on improving the public's image of public power. Their aim with the campaign is to communicate, educate, and inform to help reduce the threat of increased regulation and takeovers by private utilities. Scarbo demonstrated to Council some television and radio commercials, and newspaper and magazine advertisements that will begin in October when the City changes the name of Public Utilities to Community -Owned Utilities. F Resolution to approve funding agreements with the following agencies to continue to provide social services to residents of Georgetown: CO/Williamson County Crisis Center ($10,000.00), Literacy Council of Williamson County ($1,000.00), WBCO/Nutrition Services ($3,000.00), Stonehaven Center ($12,000.00), CO/Transportation Services ($5,000.00), and the Williamson County and Cities Health District ($15,000.00)/Hartley Sappington G Resolution to approve a lease agreement with WBCO to operate the Mary Bailey Child Development Center/Hartley Sappington H Resolution to approve a lease agreement with CO to operate the Medella Hilliard Neighborhood Center/Hartley Sappington I Resolution to approve a lease agreement with the Georgetown Heritage Society for the History and Visitor Information Center/Hartley Sappington J Resolution to approve a lease agreement with the Georgetown Optimist Club for the Boy Scout Hut/Hartley Sappington K Resolution to approve a funding agreement with the Georgetown Heritage Society for administrative services for the History and Visitor Information Center/Hartley Sappington and Molly Alexander Declaration of surplus books and donation of same to Salado Public Library/Hartika3z Sappington . University/Ed Barry and Hildy Kingma Q Resolution to amend the Section 125 cafeteria plan to remove term life insurance/Marianne Banks and Teresa Hersh R Resolution to release a Special Assessment Lien at 1242 Austin Ave./Marianne Banks S Interlocal agreement with Williamson County regarding a downtown parking lot/Marianne Banks T Revised agreement with Georgetown Heritage Society for renovation of the historic Grace Episcopal Church/Marianne Banks Banks was asked to explain the changes requested by the Heritage Society. Banks explained that the Agreement would contain an extension of six months for Phase I and would pertain to the exterior of the building with no HVAC or wiring included during that phase. An extension of twelve months for Phase II making a total extension of eighteen months for the renovation project will be included in the agreement. U Amendment to the City of Georgetown Investment Policy/Susan Morgan Voltz asked to discuss the funding agreements that were on the Consent Agenda. She asked how it was decided which organization would receive what amount of funds. Hart explained that it starts with a letter of request from the organization, and when there is no objection from Council, the requested amount rolls forward to the next year's budget. He added that in the past three or four years the Literacy Council and WBCO had been added, and the amount for the Health District was increased. Voltz said she thought the Literacy Council should receive more than $1,000. The results of the Business Retention Survey showed that several businesses complained of needing more literate applicants from which to choose. Mayor Wood suggested discussing the funding at next year's Council Retreat. Frank Parmenter of 4106 Sequoia Frail .East asked Council to turn down the donation of $130,000 to the Georgetown industrial Foundation. He requested that they at least table that request, open the discussion to the public, or cancel the donation to help lower the amount paid by electric utility customers. Mayor Wood thanked Mr. Parmenter for•noted that the GIF contract•uld be considered on September. Agenda. W Mayor, Council, City Manager, and staff comments and reports 0 Hart reminded Council of the public meeting on the Highway 29 Widening Project to be held at 7:00 p.m. on Thursday, September 16, at the Georgetown Library. 0 Hart asked Council who planned to attend the TML Annual Conference in San Antonio on November 3-6, 0 Hart announced that there would be a seminar sponsored by Texas Public Power Association for Boards and Commissions dealing with electric utility systems on Monday, October 4. 0 Hart reminded Council that he would be leaving for the International City Managers Association Annual Conference in Nashville, Tennessee on Friday, September 17. He will be meeting Shire Secretary Ray Park and his family from Beechworth, Victoria, Australia. Ray Park and family will be staying in Georgetown from September 25 through October S. There has been a request from Beechworth to become a Sister City with Georgetown. Hart will put that on the next Council Agenda for consideration. 0 McMaster asked Hart and Finance Director Morgan to prepare a report for the next Council Meeting on the cost saving methods responsible for keeping our electric rates low such as replacing lines, increased industry, etc. 0 Curl announced that work is progressing on the Grace Church renovation being done by the Heritage Society. X First Reading of an ordinance adopting an Annual Operating Plan Element of t " Georgetown Century Plan (Budget) for the fiscal year beginning October 1, 1993, a ending September 30, 1994; and adopting the Annual Amendment to the Centu Plan/Bob Hart and Susan Morgan 11 Morgan reminded Council that the budget was based on the priorities identified by the Council at their earlier budget retreat and asked if there were any final questions before adopting the new Annual Operating Plan Element. Motion by Voltz, second by McMaster to approve this ordinance on first reading. Approved 7-0. Y First Reading of an ordinance amending Sec. 2.08.010 "Administrative Divisions and Departments" of the Georgetown Code of Ordinances/Bob Hart and Susan Morgan Morgan explained to Council that the two changes were the renaming of Public Utilities to Community Owned Utilities and to divide the Police Services Division into five departments. Motion by McMaster, second by Tonn to approve this ordinance on first reading. Approved 7-0. Z First Reading on an ordinance levying a tax rate for the City of Georgetown for the tax year 1993/Bob Hart and Susan Morgan Morgan read the ordinance. Motion by McMaster, second by Tonn to approve the ordinance on first reading. Approved 7-0. AA First Reading of an amendment to the Economic Development Element of the Century Plan/Ed Barry This item was pulled at the request of the Convention and Visitors Bureau and rescheduled for the first meeting in October. Minutes of City Council Meeting September 14, 1993 Page 5 of 7 Pages BB First Reading of an ordinance amending the 1992/93 Annual Operating Plan Elemen) (Budget) to increase the various fund budgets for increases in expenditures that are tieff to service requests or revenue collection rates/Susan Morgan Morgan explained that this was a "clean�up" amendment to balance expenditures to the improving economy in the Georgetown area. CC Acceptance of the Texas Transportation Commission Minute Order regarding the City of Georgetown cost participation in the I-35 Frontage Road Project/Marianne Banks and Ed Barry Barry read the resolution. The bid letting is expected to be in July of 1994. The highway construction is expected to be complete in November of 1995. Motion by McMaster, second by Tonn to approve this resolution to commit $1,000,000.00 from the City of Georgetown to the construction of the northbound I-35 frontage road. Approved 7-0. DD Resolution to approve of funding commitment to widen State Highway 29 from IH35 to Scenic Drive/Bob Hart Hart explained that the Department of Transportation will do the negotiating for and purchasing of the right of way for the improvements to State Highway 29. The City's 10% share of the total cost is expected to be $40,000. The entire activity will probably take place in the next 24-36 months. Motion by McMaster, second by Vincent to approve the resolution committing the City to 10% of the cost participation for the improvements. Approved 7-0. EE Action on Executive Session items There was no action on executive session items. FF Final comments and evaluation of meeting process Voltz asked about the status of the search for a new police chief. Hart replied that the advertisement would be going into the newspapers and publications very soon. Questionnaires for public input on a position profile are being distributed to citizens and other interested parties.
