Al Ross McDonald to discuss a Group Home Program for Mobility
Impaired/Elizabeth Gray
Ross McDonald and Georgia Woods of MHMR explained the plan to use
two homes in Georgetown as residences for MHMR clients. The state has
purchased houses on Golden Oaks Drive and Broken Spoke and has
renovated them to meet ADA standards. In each home there would be six
male geriatric (age 50 years +), mobility -impaired patients ranging from
profound to mild mental retardation and a Licensed Vocational Nurse as
well as other staff (13 direct care personnel rotating on three &hour shifts).
The first home should be ready to occupy the last week of July. An Open
House will be held to introduce the program to the neighbors and
interested citizens.

Motion by Voltz, second by Curl to return this item to the Planning and
Zoning Commission to review the Council's concerns about landscaping,

Acting City Manager Elizabeth Gray asked who on the Council planned
to attend the award presentation at the Texas Water Commission on
Wednesday, June 30, at 9*00 a.m. McMaster, Voltz, Carranco, Curl,
Vincent and Wood responded that they would attend to see the City
receive the Operations and Maintenance Award for Excellence for the San
Gabriel Wastewater Treatment Plant.
Donner thanked the Council for the cards and flowers during his recent
illness.

Mayor Wood thanked McMaster for chairing the Transportation Committee
and expressed his appreciation to Senator Jim Turner and Highway
Commission Executive Director Arnold Oliver. The Highway Commission
will vote on the proposed projects on Tuesday, June 29.
Mayor Wood expressed appreciation to outgoing Public Affairs Officer
Brad Stratton, and announced that Stratton was taking the position of
Development Director for the Texas Municipal League.

stemming from a false report filed by a former police officer/Winfred Bonner and
Lupe Carranco
Bonner gave an overview of the way he felt the incident affected the black
community. Carranco also said that he felt an apology should have been
given to the black community.
McMaster said he felt the Georgetown Police Department handled the
incident very professionally. When it was found that the officer had lied,
he was removed from the police department. He felt the City was honest
about the outcome of the incident and didn't try to hide it from the public.
He noted that other cities might have tried to cover up what happened.
Vincent also felt that the Police Department handled the incident
professionally, and didn't feel the City should accept the responsibility for
something an employee did.

J First Reading of recommended revisions to the Subdivision Regulations
! • Barry and !
Exhibit A of the proposed ordinance contained recommended revisions to
two sections of the Subdivision Regulations. Ercel Brashear was
recognizedin the audience by Mayor Wood. He spokeobjection 1• the
revision requiring landscaping standards for existing structures where a
detailed development plan is required.

to delete the revision pertaining to Section 37015 Applicability of
Landscaping and Buffering. Approved 5�2. (Voltz, Curl opposed)
K Approval of lease agreement with United Way to occupy the Simpson Building
located on Austin Ave. and 21st Street/Elizabeth Gray
Gray explained that the United Way would be willing to share the space
with the Volunteer Center and would pay the rent for the entire building,
contributing the space for the Volunteer Center as a contribution. Motion
by McMaster, second by Tonn to approve the lease agreement. Approved

Approval of •ntract with Meadow Drilling, Inc. of • Texas forplugging t '
Water Wells 3 • 4, in the amount of $16,600.00/Jim Bri
Briggs explained that according to the Texas Water Commission, these
wells are considered to be abandoned and are required to be plugged.
Motion by McMaster, second by Tonn to approve the contract with
Meadow Drilling, Inc. Approved 7�0.
M Agreement with Chisholm Trail Special Utility District to supply water service to
Wood Ranch Subdivision/Jim Briggs
The City would begin constructing a supply waterline in next fiscal year.
Until such time as the City line is complete, Chisholm would provide
water to customers in the Wood Ranch Subdivision. Briggs asked that the
motion contain the FHA required stipulation of a one-year time period
from the time that the agreement is signed by both parties. Motion by
McMaster, second by Curl to approve the agreement with Chisholm Trail
Special Utility District to supply water service to the Wood Ranch
