Council Members Present: Ferd Torn Mike McMaster Doris Curl Dick Vincent Lupe Carranco Jane Voltz Staff Present: Bob Hart, City Manager Elizabeth Gray, City Secretary Marianne Landers Banks, City Attorney Jim Briggs, Director of Public Utilities Ed Barry, Director of Development Svcs. Council Members Absent: Winfred Bonner Susan Morgan, Director of Finance Hartley Sappington, Director of Comm. Svcs. Randy Morrow, Dir. of Parks & Recreation Brad Stratton, Public Affairs Officer Teresa Hersh, Personnel Director Workshop --Called to Order at 5:45 p.m. A Comments/wrap-up from Council Retreat Hart presented the results of the Council's priority rankings on ends statements and upcoming programs/projects, compiled from the Council retreat. Council reviewed each policy area, discussing the relative merit of various projects, based on factors such as cost, ease of implementation, and relative impact. Council discussed the hotel/conference property, cat ordinance, community -oriented policing, joint elections, meetings with Council advisory boards, zoning, annexation, junkyards, multi -family housing tap fees, and the log cabin at Old Town Park. Minutes of City Council Meeting June 8, 1993 Page 1 of 5 Pages Regular Session --Called to Order at 7:05 p.m. Consent Agenda D Approve meeting minutes-- Regular Meeting of May 25, 1993/Elizabeth Gray E Approve re -subdivision of part of Block 31, Snyder Addition (not of record), locally known as 1400 Laurel Street; and variances to the Subdivision Regulations/Ed Barry and Hildy Kingma F Approve resolution appointing a City representative and alternate to The Association of Wholesale Customers/Bob Hart G Award of bid for housing rehabilitation project at 1410 Forest to Jim Caskey Construction. Authorization for the City to enter into a grant agreement for rehabilitation with the homeowner/Brad Stratton H Award annual bid for water and wastewater pipe and fittings to various bidders/Terry Jones and Susan Morgan I Award annual bid for emulsion to Foch Materials in the amount of $13,173.00/Terry Jones and Jim Briggs J Award annual bid for sodium hypochlorite to DX Distributors in the amount of $10,300.00/Terry Jones and Randy Morrow K Approve contract to purchase Texas Utilities three (3) phase underground radial line now serving Advanced Custom Molders (ACM), for quoted amount of $35,272.00/Jim Briggs Voltz asked that a correction be made to the Minutes under Item Q (page 4). The word "teen" should be changed to "team". Motion by Tonn, second by Curl to approve the Consent Agenda with the above correction to the minutes from the last meeting. Approved 6-0. Regular Agenda L Citizens wishing to address the Council. No citizens wished to address the Council. M Mayor, Council, City Manager, and staff comments and reports Hart reminded Council that they were invited by the Citizens Memorial Association to attend the opening ceremony for the Juneteenth Festival on Thursday evening, June 17, at 7:00 p.m. at the Macedonia Baptist Church. All Minutes of City Council Meeting June 8, 1993 Page 2 of 5 Pages councilmembers indicated their willingness to attend. Jane Voltz will need to be late due to a previous commitment. Mayor Wood will deliver a proclamation. Hart informed Council that Councilmember Bonner would like to attend the National Association of Towns and Townships Meeting in Washington, D.C. on September 8 - 10, 1993. This group is associated with the TML Small Cities Advisory Council. Mr. Bonner is the City's representative to the Council, and Council approved the travel as required by the Council Travel Policy. o Council/Library Board joint meeting on June 21, 1993 Hart reminded Council of the Joint Council/Library Board Meeting to be held on Monday, June 21, 1993, at 5:00 p.m. Curl thought the Council Retreat was very successful, particular as a team - building exercise that will help the Council work together. McMaster found the Retreat very successful, and asked Hart to prepare a letter thanking Mark Rose for the use of the LCRA facilities. He also announced that next Wednesday, Highway Commissioner Wynn would be in Georgetown. McMaster asked Council for input as to the discussion topics. Mayor Wood liked the Retreat also, and informed Council of the impending frontage road construction along the northbound side of Interstate 35 from Highway 29 to the Williams Drive exit. o Presentation by the Library Advisory Board on the Summer Reading Program Mary Beth Huba made a presentation of t -shirts to the Council for commemorating the Library's summer reading program. N Resolution naming an existing unnamed street adjacent to the Public Utilities complex and perpendicular to College Street in the name of W.L Walden/Jim Briggs Mayor Wood recognized the family of W. L. Walden. Jim Briggs read the resolution. Motion by McMaster, second by Carranco. Approved 6-0. O Council to discuss and consider an apology to the African-American community stemming from a false report filed by a former police officer/Winfred Bonner and Lupe Carranco This item was pulled by the Mayor because Councilmember Bonner was absent from the Council meeting due to illness. Minutes of City Council Meeting June 8, 1993 Page 3 of 5 Pages P Ordinance (second reading) rezoning a 0.63 acre tract in the Nicholas Porter Survey, located at 111 Golden Drive, from RM -3, Office and Service District to C4, Local Commercial District/Ed Barry and Hildy Kingma Ordinance 93-19 was read by Ed Barry. Motion by Torn, second by Voltz to approve the ordinance on second reading. Approved 6-0. t2 Ordinance (second reading) rezoning multiple tracts in the A. Flores Survey, located between 2100-2400 North Austin Avenue and Old Airport Road from RS, Residential Single Family to C -2A, Commercial, First Leight and I, Industrial/Ed Barry and Plildy Kingma Ordinance 93-20 was read by Ed Barry. Motion by McMaster, second by Vincent to approve the ordinance on second reading. Approved 5-0. (Tone abstained) R Ordinance (second reading) amending the 1992 Annual Operating Plan Element (budget) to increase the General Fund budget by $11,000 with revenue available from a new investment program in order to pay for a Staff Accountant position that is needed to handle related additional workloads/Susan Morgan Ordinance 93-21 was read by Susan Morgan. Motion by McMaster, second by Curl to approve the ordinance on second reading. Approved 6-0. S Ordinance (second reading) to eliminate residential utility deposit requirement for qualified customers/Susan Morgan Ordinance 93-22 was read by Susan Morgan. Motion by Tonn, second by Voltz to approve the ordinance on second reading. Approved 6-0. T Ordinance (second reading) amending Section 10.12.090 of Code Ordinance - City of Georgetown, relating to speed limits in the area adjacent to the new 6th grade school/Jim Briggs Ordinance 93-23 was read by Jim Briggs. Motion by McMaster, second by Tonn to approve the ordinance on second reading. Approved 6-0. U Final Comments and Evaluation of meeting process There were no final comments. Action on Executive Session items: Motion by Voltz, second by Curl to authorize the transfer of Leander Rd. right of way to the State. Approved 4-0.
