Les Bunte, Fire Chief Randy Morrow, Director of Parks & Recreation Workshop --Called to Order at 5:40 p.m. A Mid -year Budget Review for Fiscal Year 1992-93 Council Members Absent: Lam, Hildy Kingma, Chief Planner Terry Jones, Purchasing Agent Brad Stratton, Public Affairs Officer Bonnie McLain, Accounting Supervisor Sandra Lee, Deputy City Secretary Finance Director Susan Morgan compared actual revenues and expenditures to those budgeted for the current fiscal year. Recessed at 6:54 p.m. Regular Session --Called to Order at 7:00 p.m. B Mid -year Budget Review (continuation of Workshop discussion) Each division director reviewed specific progress within the divisions towards the goals set by Council in the current budget Voltz complimented the Directors on their accomplishments. Minutes of City Council Meeting May 11, 1993 Page 1 of 6 Pages Recessed at 7:56 p.m. Resumed at 8:04 p.m. Consent Agenda C Approval of meeting minutes-- Regular Meeting of April 27, 1993/Elizabeth Gray D Approval of Water Tank Painting contract with A -Way Tank Services in the amount of $89,500 for the James Street elevated water tank/Jim Briggs E Approval of Change Order Number Two (2) deducting $2,800 from the contract with J.C. Excavation, Inc. for the Georgetown Park & Ride Facility/Hartley Sappington F Award of bid for housing rehabilitation project at 1412 Hart Street; authorization for the City to enter into a grant agreement for rehabilitation with the owner/Brad Stratton and Bob Hart Bonner questioned why the amount for the rehab was lower than the allowed amount per house according to the grant. Stratton explained that the required repairs totalled less than the maximum dollar amount permitted under the grant. G Award of semi-annual bid for asphalt to Capitol Aggregates/Terry Jones and Jim Briggs Motion by Torn, second by Curl to approve the Consent Agenda. Approved 7- 0. Regular Agenda Council will consider each item on the regular agenda individually. H Citizens wishing to address the Council. Mr. Ed Steiner of 409 W. 3rd Street would like to have Chautauqua Park renamed for Edna Powell, a black resident of Georgetown. He feels that the procedure followed upon his previous request for the renaming was incorrect. Also, he asked the City to apologize to the black community for an incident involving a former police officer who claimed he had been stabbed by a black man. Mayor Wood reminded Mr. Steiner that in order for the Council to take action on either item, those items would have to be put on the agenda. To be placed on the agenda an item has to be sponsored by two Councilmembers or the Mayor. Councilmembers Bonner and Carranco agreed to sponsor Mr. Steiner's items. I Mayor, Council, City Manager, and staff comments and reports ® National Police Week Proclamation The Georgetown Police Department will observe the National Peace Officer Memorial Day to honor Williamson County peace officers and personnel in a Minutes of City Council Meeting May 11, 1993 Page 2 of 6 Pages ceremony at the Police Station on Friday, May 14th at 4:30 p.m. Mayor Wood will read the proclamation at the ceremony. ® Farmers Market 10th Anniversary Mayor Wood read a proclamation and presented it to Mr. Jerry Barton, Farmers Market Coordinator. ® Council support/possible contribution to Parents for Pride - Project Action Mayor Wood asked Council for a consensus of opinion on donating to Parents for Pride to help fund a chemical -free graduation party for high school seniors. It was generally agreed that a donation of $500, as last year, should be given this year and budgeted on an annual basis from now on. McMaster pointed out that, like last year, the City was also allowing Parents for Pride the free use of the Community Center on the evening of graduation, along with access to the city swimming pool. Mayor and Council agreed that this was a "positive" investment. ® Voltz asked about the Housing Award Ceremony in San Antonio on Friday, May 14th and the coordination of that with the ceremony at the Georgetown Police Station on Friday at 4:30 p.m. Various councilmembers indicated their desire to attend the functions. Both events will be adequately covered. ® Department of Transportation request to widen Austin Avenue/State Highway 29 intersection Hart explained to Council that the Department of Transportation had inquired if the City was interested in widening the intersection in order to allow for a left - turn lane. The City had requested this several years ago, but the State did not have the funds at that time. The Department of Transportation would hold public hearings to seek citizen response. Hart will let them know of Council's desire to begin the procedure. ® Hart informed Council of a request by property owners along Forth Highway 81 across from the high school to have wastewater service extended. Mayor Wood appointed Councilmembers Bonner and Vincent to work with Hart and staff to investigate the possibility of providing wastewater lines in that area. ® Hart told Council of his work promoting bills before the legislature regarding stormwater drainage. He will keep Council informed on the status of the bills. ® Mayor Wood told Council that he attended the Williamson County Legislative Day Program at the Capital. He had the opportunity to meet with Senator Jim Turner who promised to help Georgetown "look for" funds for the I-35 frontage road project. Minutes of City Council Meeting May 11, 1993 Page 3 of 6 Pages ® The Association of Mayors, Councilmembers and Commissioners Annual Conference will be held in Plano, July 22-25. Hart told Council that they would be contacted soon as to whether they would be attending. J Ordinance No. 93-16 (Second Reading) rezoning a 0.36 acre tract in the N. Porter Survey, locally known as 2403 Oak Lane, from RS, Residential Single Family to -3, Residential Office and Service District/Ed Barry and Hildy Kingma Kingma explained that this rezoning was requested by TIPS Engineering to expand their current office location. She indicated staff's concern regarding on-site parking and the possibility of increased traffic on Oak Lane. Motion by McMaster, second by Tonn to approve Ordinance 93-16 on second reading by following the recommendation of the Planning and Zoning Commission that the rezoning be approved provided the site not use access from Oak Lane, provided the Century Plan development standards are met by any future owner or use of the site; and provided the side yard fences remain intact. Approved 7-0. K Ordinance No. 93-17 (Second Reading) amending the 1992-93 Annual Operating Plan Element (budget) to create a special revenue fund to account for the grant from the Texas Water Commission for the Used -Oil Recycling Program in the amount of $20,000/Susan Morgan Morgan explained that this budget amendment was needed to accept the revenue for the grant. Motion by Tonn, second by Vincent to adopt this ordinance on second reading. Approved 7-0. L Ordinance No. 93-18 (Second Reading) rezoning Serenada Country Estates, Section I, Lots 2-6, from C -2A Commercial First Height and Lots 7-8, from C-1 Local Commercial, restricted to a previously approved site plan to C -2A Commercial First Height and C-1 Local Commercial with a detailed development plan requirement/Ed Barry and Hildy Kingma Motion by McMaster, second by Carranco to concur with the recommendation of the Planning and Zoning Commission and approve Ordinance 93-18 on second reading. Approved 7-0. M Appointments to Board of Adjustment/Mayor Wood Mayor Wood noted that this appointment was to fill the seat left by now- Councilmember Dick Vincent. Mayor Wood stated that current alternate member, Mike Barnes would replace Vincent and suggested that Don Parker replace Barnes as an alternate member. Motion by McMaster, second by Tonn to approve the Mayor's appointments. Approved 7-0. Minutes of City Council Meeting May 11, 1993 Page 4 of 6 Pages N Appointments to Convention & Visitors Bureau/Mayor Wood Mayor Wood suggested that Wendy Pridemore be appointed to fill the newly created "Major Attractions" position and that Bob Brent be appointed to fill the newly created "Country Clubs" position. Motion by McMaster, second by Voltz to approve the Mayor's appointments. Approved 7-0. O Appointment to Hospital Authority/Mayor Wood Mayor Wood recommended that David McCaskill be appointed to the Hospital Authority. Motion by McMaster, second by Tann to approve the Mayor's appointment. Approved 7-0. P Report on Community Project Task Force and appointment/Mayor Wood Mayor Wood related the volunteer coordination to be provided by the Community Project Task Force and asked Council for support with office space, time from City staff, and possibly financial assistance. Wood appointed Councilmember Voltz to serve on the (Interim) Task Force Board of Directors to help formulate the overall program. Motion by McMaster, second by Curl to approve the Mayor's appointment. Approved 7-0. Q Discussion of election administration/Mayor Pro Tem McMaster and Councilmember Curl McMaster recounted to Council that he had asked County Election Administrator Dorothy Jones on several occasions to put the City Council District numbers on the voter registration cards and to provide the voter registration roles by City Districts, but Jones has not followed through. Under the Texas Election Code, the Election Administrator is required to prepare the voter registration roles by county precincts. However, the Texas Election Code, states that county precinct lines should not cross city districts, which occurs in Williamson County. Curl recalled her frustration at not being able to determine who her voters were. Mayor Wood appointed McMaster and Curl to head a task force to meet with County Judge Doerfler and take their request to the County Commissioners Court if necessary. Mayor Wood instructed the Task Force to "do what it takes" to get the registration rolls divided into clear city districts. Motion by McMaster, second by Voltz that the Task Force will meet with County officials to accomplish city district identification for voters. Approved 7-0. Executive Session R Sec.2(e) Legal Report Discussion of pending and potential litigation/Marianne Banks Minutes of City Council Meeting May 11, 1993 Page 5 of 6 Pages S Sec.2(f) Real Estate Discussion of potential acquisition of real property/Marianne Banks It was determined by the City Manager that there was no real need to meet in Executive Session at this meeting, so the Mayor announced that there would be no executive session. T Final Comments and Evaluation of meeting process. Bonner complained of construction debris blowing around the neighborhood surrounding the Williamson County Appraisal District Building on 9th and MLI. Mayor Wood announced that there would be a benefit for former sheriff deputy Cammy Orgon Simmons on Thursday, May 13th at the Community Center. Wood planned to read a message of support from Governor Ann Richards. Hart reminded Council of the Joint Meeting with the Parks and Recreation Advisory Board to be held at Blue Hole on Monday, May 17th at 5:30 p.m. Mayor Wood welcomed new Councilmembers Carranco and Vincent.
