Public Hearing --Call to Order 7:03 p.m. 930115 Close out public hearing for Texas Capital Fund grant for infrastructure improvements along S I-35%Mayor Wood Mayor Wood read the statement of final hearing. No citizens wished to speak. The hearing was closed at 7:06 p.m. Regular ' •' •. 930116 taddress Council. Rick Zinsmeyer of the Williamson County Treatment Center told Council that he is in the preliminary stages of seeking funds for the expansion of their 70 -bed facility to add 30 -bed female wing through a grant from the Department of Criminal Justice. They will schedule a public hearing. Minutes of City Council Meeting February 23, 1993 Page 2 of 5 Pages McMaster related that the Highway Commission didn't award our request to do the I-35 frontage road due to lack of sufficient funds contributed from Georgetown. The Commissioners suggested that the affected landowners should be approached for donations because they would stand to benefit from the frontage road. The Highway Commission is looking for $1.2 million from Georgetown. Mayor Wood suggested asking for assistance from our elected federal officials. McMaster would like to see a traffic control ordinance to reduce the speed and limit the routing of large trucks into subdivisions. Citizens in the River Bend Subdivision have complained about the movement of large construction vehicles on residential streets. McMaster suggested it would be more fair to figure the sewer rates by throwing out the highest month in the December through February reading, then averaging the remaining two months to determine the amount of sewer cost to be billed each month to the customer for the year. McMaster also would like to see something worked out regarding charges on multiple meters to the same customer: first, one single bill for multiple meters to the same address and second, instead of multiple minimum assessments, one single minimum assessment. Mayor Wood felt this would be "against" the governance procedures and should be brought up at the May Retreat rather than now. McMaster noted that the new sewer rates would be figured as of the end of February and go into effect on the March utility bills. He would like to see it on the next agenda. Councilmembers Voltz and Valdez agreed. 930118 Ordinance 93-8 approving rate schedules and service regulations for Texas Utilities Electric Company, with conditions under which such rate schedules and service regulations may be changed, modified, amended, or withdrawn --Second Reading/Marianne Landers Banks Motion by Tonn, second by Valdez to approve the rate schedules and service regulations for Texas Utilities. Approved 6-0. 930119 Ordinance 93-9 amending Section 10.12.080 of the Code of Ordinances relating to speed limits on RM 2338 (Williams r.) --Second Reading/Marianne Landers Banks Motion by Valdez, second by Torn to approve the change of speed limits for Williams Drive. Approved 6-0. Approved 6-0. 930121 Approval of the Historic Preservation Commission Application for Certiflicate of Appropriateness for 806 Austin Ave., El Palacio Restaurant/Ed Barry This item was pulled from the agenda. Acting City Manager Elizabeth Gray stated that the Historic Preservation Commission had approved a modification of the structure in question to bring it under Georgetown Code. Revenue160122 Ordinance amendmig the 1992/93 Annual Operating Plan Element (budget) increase the Special FundwSierra Microwave Grant by • • lease • easement receiptsto be passed through to Texas Department • MorganCommerce (TDOC) and Sierra Microwave Technology Inc. --First Reading/Sus Morgan explained that this amendment to the budget was necessary to pass through the payments from Sierra Microwave to the Texas Department of Commerce and to accept the easement receipts from Seminole Pipeline to pass through to Sierra Microwave. Motion by Tonn, second by Curl to approve this ordinance on first reading. Approved 6-0. 930123 Consideration of recommendation by the Planning and Zoning Commission initiate rezoning of • : Serenada Country• Barry Barry explained that this action was to remove the conditions of the site plan that was approved back in the 1980's. Lot 1 was rezoned in December, 1992. This would bring lots 2-8 under similar zoning with more updated standards than were used in the 1980's. Motion by McMaster, second by Shelby to approve the recommendation of the Planning and Zoning Commission to initiate the rezoning of Lots 2-8, Serenada Country Estates, Unit 1. Approved 6-0. There were no final comments.
