Council Members Present: Ferd Tonn Mike McMaster Doris Curl Bill Shelby Winfred Bonner Shorty Valdez Jane Voltz Bill Shelby Staff Present: Bob Hart, City Manager Elizabeth Gray, City Secretary Brad Stratton, Public Affairs Officer Jim Briggs, Director of Public Utilities Hartley Sappington, Director of Community Service Council Members Absent: None Terry Jones, Director of Purchasing Hugh Anderson, Police Chief Workshop --Call to Order 5:30 p.m. 920519 Special election to consider sales tax measures Council discussed the sales tax election, and directed the City Manager to make several changes in the wording of the "statement of need". Economic development incentives Hart gave Council an update on tax abatement incentive schedules. Stormwater drainage utility Jim Briggs discussed the stormwater drainage utility and reviewed the implication of not funding the utility as previously planned and budgeted. He briefed Council on the results of the CDM study, and reviewed projected revenues and expenditures of the utility, how charges would be assessed, and how the utilities would be managed. No citizens wished to address Council at this time Anice Read, Executive Director of The Texas Historical Commission presented Mayor Wood with the Best Rehabilitation Project Award and thanked the Council for "being such a shining example of a Main Street success." 920537 Mayor, Council, City Manager, and staff comments and reports Mayor Wood commended Mike McMaster, the City staff, Parker McCollough, Jim Turner and Jim Haskell for a great presentation to the Transportation Commission. A proclamation was presented to the Senior Class President and the Student Council President in honor of Youth Appreciation Week, Georgetown Optimists Club 920538 Pulled by City Manager 920539 Resolution ordering a special election on January 16, 1992 to consider adoption of a sales tax for economicopid sales tax to reduce the property tax rate/Bob Hart Motion by Tonn, second by Bonner to approve the resolution on a special election for sales tax. Approved 7-0 920541 Resolution to sub 't a Municipal Wastewater Pollution Preventionm Environmental Audit P -EA) report to the Environmental Protection Agency (EPA) Region VI/Jim Briggs Motion by McMaster, second by Voltz to approve this resolution. Approved 7-0 920542 Ordinance No. 92-31 amending section 13.24.040 of the Code of Ordinances "Industrial Waste Sewer Discharges --Prohibited Wastes" --Second Reading/Marianne Banks Motion by Tonn, second by Shelby to approve the ordinance on second reading. Approved 7-0 920543 Ordinance No. 92-32 amending Section 2.36.030 of the Code of Ordinances relating to the beginning and ending terms of Council advisory boards, commissions, and committees --Second Reading/Marianne Banks Motion by McMaster, second by Curl to approve the ordinance on second reading. Approved 7-0 920544 Resolution to authorize the Mayor to sign an agreement with Williamson County and the Georgetown Independent School District establishing guidelines and criteria governing tax abatement agreements --Marianne Banks Marianne Banks, City Attorney, gave the Council background information on this resolution regarding tax abatement agreements. Motion by McMaster, second by Bonner to approve this resolution. Approved 7-0 Doris Curl said she was pleased to accept the TDA award and added that Bob Hart's leadership was exemplary. Mayor Wood wished everyone a Happy Thanksgiving.
