Council Members Present: Ferd Tann Mike McMaster Doris Curl Bill Shelby Staff Present: Bob Hart, City Manager Marianne Landers Banks, City Attorney Sandra Lee, Deputy City Secretary Ed Barry, Director of Develop. Les Bunte, Fire Chief Susan Morgan, Director of Finance Hugh Anderson, Police Chief Council Members Absent: Winfred Bonner Shorty Valdez Jane Voltz Hildy Kingma, Chief Planner Fred Morris, Chief Planner Bonnie McLain, Accounting Supervisor Tom Leggitt, Fire Marshall Mary Pat McLaughlin, Library Director Workshop --Called to Order 5:38 p.m. 920500 Governance discussion of: alternative revenue sources Mayor Wood expressed his feelings that the increase in sales tax to reduce property taxes was the view of the Council at the Retreat last May. He feels strongly that both proposed increases will pass because they will be beneficial to property owners and help to build a better tax base through economic development. Hart explained that it will take wholehearted acceptance and promotion on the part of the Councilmembers for the increases to pass. The Council complimented city staff on removing the signs around the courthouse and installing the public parking lot identification signs. Nine extra parking spaces would be available on contract basis at the Nations Bank. The lot behind the Sendero Building has been purchased and parking will be available there for $15 per month. Minutes of City Council Meeting November 10, 1992 Page 1 of 5 Pages Fire Marshall Tom Leggitt and Fire Chief Les Bunte discussed with Council the need for adequate marking of fire lanes throughout the City. Leggitt suggested that the current fire lane ordinance needed to be updated. The only enforceable parking code now is at those locations where the fire lane is specifically marked. Consent A e� nda 920504 Approval of meeting minutes-- Regular Meeting of October 27, 1992/Elizabeth Gray 920505 Consideration of authorizing the employment of outside counsel, engineers and expert witnesses to represent the City before the Texas Water Commission for the renewal of the City's wastewater discharge permit for the San Gabriel Wastewater Treatment Plant/Marianne Banks 920506 Award bid for eighteen self-contained breathing apparatuses for the Fire Department, to Cairnes & Brothers, Inc. in the amount of $24,228/Les Bunte 920507 Approve change order to Management Specialties, Inc. for housing rehabilitation case #12 (home of Eddie Lutz, 1504 Forrest St. in Georgetown) in the amount of $4,364.50/Brad Stratton Motion by McMaster, second by Curl to approve the entire Consent Agenda. Hart notified Council of the request by Georgetown Industrial Foundation to reschedule the joint meeting to Monday, November 30 at 5:30 p.m. 920510 Ordinance to rezone Lot 1, dock D, Reata Trails Unit III, from RS -Single Family Residential to -3 Multi -Family --Second Reading/Ed Barry and Fred Morris This item was pulled at the request of Mr. Phil Walden, to be placed on a future Council Agenda for second reading. 920511 Preliminary plat of Fountai wood Estates, Phase I, a 58.1 acre subdivision in the John Sutherland Survey, abstract 553, the Sam Hickman Survey, Abstract 325, and the P. Nouel Survey, Abstract 486, located on Jim Hogg Road south of Andice Rd. (FM 2338)/Ed Barry and Fred Morris Motion by Tonn, second by Shelby to comply with the recommendation from Planning and Zoning Commission to approve the preliminary plat subject to variance to allow corner lots to have access to Jim Hogg Road. Approved 4-0. 920512 Final plat of Berry Creek Subdivision, Section I, Phase 3, a subdivision of 12.56 acres out of the William Roberts Survey/Ed Barry and Fred Morris Motion by Shelby, second by McMaster to comply with the recommendation of the Planning and Zoning Commission and to approve the final plat. Approved 4- 0. �20513 Presentation to the Texas Transportation Commission on November 24, 19 supporting 1=35 northbound frontage t.:/ between .. t •Ave... 1 i` Williams Dr. /Ifildy Kingma and Ed Barry Kingma explained that Pastor Jim Haskell of the First Baptist Church of Georgetown will be the narrator of the presentation, to point out to the Transportation Commission that Georgetown uses the interstate as a "local road." Maps and charts will be used to indicate the routes necessary to reach schools, shopping, etc. Thirty school buses use I-35 each day. Chairman of the I-35 Frontage Road Task Force, Mike McMaster, explained that Senator Jim Turner, Representative Parker McCollough will be among the notaries who are expected to speak for Georgetown. The plan is to gather at the Community Center on November 24 at 8:00 a.m. for coffee and donuts before loading buses. Motion by McMaster, second by Tonn to approve the ordinance on first reading. Approved 4-0. 920516 Ordinance amending Section 2.36.030 of the Code of Ordinances relating to the ° mg and ending terms for Boards, Co °ssi begons and Committees/First Reading/Marianne Banks Banks explained that this ordinance had been requested by Council in order to have a "thank -you" gathering for the members at the end of their terms. McMaster asked for clarification of Section 2. Banks will provide clarification for the second reading, 920517 Appointment of a Lay Representative from Georgetown Library Adviso Board to the Central Texas LibraryPat McLaughlinand Hard Sappington McLaughlin relayed to Council that the Georgetown Library Advisory Board recommended John Duer as representative and Nancy Snead as alternate. Motion by Shelby, second by Curl to recess the meeting until 5:00 p.m. on Wednesday, November 11. Approved 4-0.
