Council agreed to hold an annual recognition/induction ceremony for new/retiring board members each January; to consider an ordinance changing the term finish from December 31 to January 31; to direct staff liaisons for each board to include an update in the monthly report; to hold monthly coordination meeting of board/commission/committee chairs (chaired by a Councilmember); and finally, Minutes of City Council Meeting October 27, 1992 Page 1 of 6 Pages to have a joint Council/board meeting with each advisory board, once or twice a year. Approved 7-0. Regular A e nda 920483 Approval of concept plan for Fountainwood Estates, 465.11 acres in the John Sutherland Survey, A. Williams Survey, G.W. Bledsoe Survey, Sam Hickman Survey, Isaac Jones Survey, and P. Nouel Survey, located on Jim Hogg Road at Andice Road (FM 2338)/Ed Barry and Fred Morris Voltz asked for clarification regarding status of issues of run-off and water quality. Berry stated that the subdivision is over Edward's Aquifer, and therefore falls under the Texas Water Commission regulations. Planning and Zoning proposed the creation of a homeowners' association to assure legal response for maintenance of the water quality features. But they were not able to resolve questions regarding how to keep the association active over time, provide for regular testing, etc. As a solution, he noted that the homeowners' association could contract with the City to do quarterly testing and monitor. In this case, the homeowners' association would be responsible for maintenance when/if problems surface. Because Voltz still had several questions, Council agreed to defer discussion and action on this item until related item 920495. 920492 Citizens wishing to address the Council. Bill Whitfield of 1701 Pine expressed concern about water running across his property and other issues. There were no comments at this time. 920494 Ordinance No. 92-29 to rezone 13.77 acres in the C. Stubblefield survey (commonly known as the Wickes Lumber site, 300 Leander Rd.) from RS, Residential Single Family to C -2A, Commercial First Height; and consideration of a request for waiver of the application fee for rezoning --Second Reading/Ed Barry and Hildy Kingma Motion by Tonn, second by Shelby to approve the ordinance on second reading. Approved 7-0. 920495 Preliminary plat of Fountainwood Estates, Phase I, a 58.1 acre subdivision in the John Sutherland Survey, Abstract 553, the Sam Hickman Survey, Abstract 325, and the P. Nouel Survey, Abstract 486, located on Jim Hogg Road south of Andice Rd. (FM 2338)/Ed Barry and Fred Morris This item was considered to be out of order and will be brought up again after Item 920498, 920496 Ordinance to rezone Lot 1, dock II, Ileata Trails Unlit III, from RS -Single Family Residential to RM -3, Multi -Family --First Reading /Ed Barry and Fred Morris Applicant Phil Walden gave a presentation to Council requesting approval of C-1 rezoning. Tracy Davis, representing the Serenada Homeowners' Association, spoke against C-1 zoning, and asked for a maximum intensity of RM. He submitted a petition with names of neighborhood residents requesting RS zoning. Curl asked whether traffic patterns are an element considered when assigning zoning classification. Berry answered affirmatively, and said that C-1 does allow for a higher range of uses. Council confirmed that they did wish to bring this item back for RM -3 zoning. McMaster expressed a desire to identify a compromise mutually agreeable to the applicant and the homeowners. Shelby is concerned about the C-1 classification because of its open, unlimited classification. (Voltz, Torn and McMaster opposed.) 920497 Resolution approving site location for the Creative layscape/Randy Morrow Morrow read the resolution. Lara Ingalsbe expressed her thanks to the Council and the staff for working with the Creative Playscape Committee to resolve this I ssue. Motion by McMaster, second by Torn to approve the site location. Approved 7-0. Recess at 8:09 p.m. 920498 Ordinance amending Ordinance 86-67 to extend the time period of the Southwest Georgetown Industrial District and to authorize revisions of the terms and conditions of the existing agreements with the Georgetown Railroad Company, Texas Crushed Stone and the Merle P. Weir Estate/ --Second Reading/Marianne Banks Pulled from Agenda by City Manager, 920483 Approval of concept plan for Fountainwood Estates, 465.11 acres in the John Sutherland Survey, A. Williams Survey, G.W. Bledsoe Survey, Sam Hickman Survey, Isaac Jones Survey, and P. Nouel Survey, located on Jim Hogg Road at Andice Road (FM 2338)/Ed Barry and Fred Morris Ed Barry introduced the item. John Revier of 131 Casa Loma, spoke against. Max Allen, the applicant, said that participation of property owners in the Association is assured because if they don't, a lien will be placed on the property. Motion by Voltz, second by Tonn to approve the concept plan. Approved 7-0. 920495 Preliminary plat of Fountainwood Estates, Phase I, a 58.1 acre subdivision in the John Sutherland Survey, Abstract 553, the Sam Hickman Survey, Abstract 325, and the P. Nouel Survey, Abstract 486, located on Jim Hogg Road south of Andice Rd. (FM 2338)/Ed Barry and Fred Morris Staff detailed recommendations to construct street stub -outs, upgrade water lines to 8 inches, and provide for stormwater management. Lynn Connor of 117 Casa Loma spoke in favor of staff recommendations. Max Allen maintains there is no reason to require street stub -outs. However, Ed Barry pointed out that the purpose of the policy is to avoid the undue burden to adjacent property owners, and avoid surprises when platted roads are built after houses are in place. Briggs confirmed that unused roads would not deteriorate Minutes of City Council Meeting October 27, 1992 Page 5 of 6 Pages significantly over 4-7 years while the rest of the subdivision was being built. Allen asserted that the Planning and Zoning motion intended to approve the access from Jim Hogg Rd. Motion by McMaster, second by Tonn to remand this item back to Planning and Zoning for clarification regarding road access. Hart announced that Sun Valley Films had made a donation of $1,500 for the Grace Church renovation. He reminded Council of the following upcoming events. Monday, November 9, 1992, 5:30 p.m. Joint Meeting with Planning and Zoning Commission at Southwestern University, Monday, November 16, 1992, with GIF. (later rescheduled to November 30) Friday, December 11, 1992, Employee Recognition Luncheon at the Community Center.
