920457 Discussion of Federal Mandates and the National Pollution Discharge Elimination
System (NPDES) Construction Permit Requirements/Jim Briggs
Allen Woelke and George Oswald of Camp Dresser & McKee, Inc. explained to
Council the requirements from the federal government, as well as those set down
by the Texas Water Commission in the State Water Pollution Abatement Plan.
As enforcement becomes more stringent, revenue will be needed to comply.
Having the municipal drainage utility in place will supply stable income to offset
expenses.

Discussion of potential acquisition of real property/Marianne Banks
Motion by Voltz, second by Tonn to authorize staff to negotiate and/or accept the
counter offer on the property known as the old auction barn to acquire to be used
as park land. Approved 6-0.
Motion by Valdez, second by Bonner to authorize staff to proceed with
condemnation of a drainage easement of 19,381 square feet of the Motheral
property for the use of expanding Leander Road. Approved 4-0 with two
abstentions. Conflicts of interest affidavits were filed for this item by
Councilmembers McMaster and Tonn.

Motion by Valdez, second by Bonner to approve the Consent Agenda. Approved 6-0.
Councilmembers McMaster and Tonn abstained from Item 920465 due to conflict of interest.

® Proclamation honoring Job Training Partnership Act Alumni
Mayor Wood read the proclamation and presented it to Janie Dela Cruz of JTPA
and Bruce Barton, Representative to JTPA Council.
920469 Ordinance rezoning (300 Leander Rd.) 13.77 acres in the C. Stubblefield Survey
from RS, Residential Single Family to C -2A, Commercial First Height; and
consideration of a request for waiver of the application fee for rezoning --First
Reading/Ed Barry and Hildy Kingma
The rezoning ordinance was read by Fred Morris. Motion by Tonn, second by
Curl to approve the request for rezoning and the waiver of the application fee for
rezoning on first reading. Approved 6-0.
920470 Resolution supporting the construction of a frontage road for Interstate 35
northbound side between State Highway 29 and Williams Drive/Mike McMaster
and Hildy Kingma
The resolution of support was read by Hildy Kingma. Mayor Wood thanked Mike
McMaster, Chairperson, and the other members of the I-35 Frontage Road Task
Force, as well as staff, for working to influence the State Department of Highways
to build the frontage road. McMaster invited citizens to attend the Task Force
Presentation before the Texas Highway Commission on November 24 at
approximately 9:30 a.m. at the Greer Building in Austin. He asked if the
Committee could do a "dress rehearsal" of their presentation at one of the
November City Council Meetings.
Motion by Bonner, second by Valdez to approve the resolution of support.
Approved 6-0.
920471 Resolution approving an agreement with Poly Resources Recycling, Inc./Bob
Hart
Hart explained that Council had previously approved this agreement at a meeting
earlier this year, but that some of the State requirements needed to be re -addressed
in order for the State grant funds to be used for this purpose.
Motion by Valdez, second by Bonner to approve the resolution with the stipulation
that Advanced Custom Molders, Inc. executes the agreement for the use of their
building by Poly Resources Recycling, Inc. Approved 6-0.
920472 Appointments to Subdivision Regulations Review Committee/Ed Barry
Barry explained that this committee meets annually to review the subdivision
regulations before Council is asked to re -adopt those regulations in February. The

following citizens were recommended by Mayor Wood to serve: Councilmember
Jane Voltz, as Chairperson, Councilmember Mike McMaster, Steve Bamsch and
Tim Harris from the Planning and Zoning Commission, Bruce Barton and Bob
Stanton from the development community, and Dale Illig and Milton Rister, Jr.
as citizens -at -large.
Motion by Curl, second by Tonn to approve the recommended citizens as
members of the Subdivision Regulations Review Committee. Approved 6-0.
Hart announced that the City will host an Open House for the new Municipal
Office Building (Old Post Office) on Thursday, November 19. It will be
combined with a Georgetown Chamber of Commerce Business After Hours social.
Hart reminded Council of the workshop on downtown parking to be held on
October 21, at 6:30 p.m. in the Council Chambers, and reminded Council of the
joint meeting with the Planning and Zoning Commission on Monday, October 26.
Voltz inquired of the method to fill the vacancy on the Williamson County
Appraisal District Board due to the resignation of Marty Tyree. Hart will find out
if the City is allowed to participate in the selection of a person to fill that position.
Curl announced that she would like to attend the Downtown Revitalization
Seminar in Corpus Christi next month.
The meeting was adjourned at 7:50 p.m.
