920426 Discussion of downtown parking regulations
Hart explained to Council that he had received a letter from the Downtown
Georgetown Association saying that five of their members had voted to reinstate
the parking regulations in the downtown area. Council discussed the fact that the
fines and regulations were not "customer friendly" and enforcement procedures
were not cost-effective for the City. Suggestions were that the merchants
themselves need to be included in developing a way to patrol and enforce. It was
agreed that a public meeting should be held on Wednesday, October 21, at 6:30
p.m. in the City Council Chambers at City Hall. Informative fliers will be
distributed to all merchants on the square.

920427 Discussion of Water Plant ownership
Hart explained that he had been contacted by Jonah Water Supply to purchase a
portion of the City of Georgetown Water Treatment Plant. Jonah would then
contract with the City for the treatment of water and for distribution. Several
different options were discussed.

Motion by Valdez, second by McMaster to approve the remainder of the Consent Agenda.

Regular Agenda
920439 Award of bid for housing rehabilitation projects at 604 W. 18th, 510 W. 16th
and 1504 Forest and authorization for the City to enter into a grant agreement for
rehabilitation with the owners of these houses/Bob Hart and Brad Stratton
Bonner asked Stratton to verify that the house at 604 W. 18th was within the
designated area for the grant agreement. Stratton agreed to check and make sure.
Shelby asked Hart to explain the bidding process used due to the possibility of a
conflict of interest because of the relationship of one of the contractors and an
employee of the City of Georgetown. Hart explained that City Attorney Banks
had been consulted and that no conflict of interest existed.
Motion by McMaster, second by Valdez to accept the award of the bid for the
housing rehabilitation projects with the understanding that the 604 W. 18th address
will be verified as being within the designated area. Approved 7-0.

920444 Citizens wishing to address the Council -
Mr. and Mrs. Charles Starnes of 121 Randolph Rd. presented a flag of South
Australia to Mayor Wood. Mr. and Mrs. Starnes had been to Georgetown's Sister
City, Lyndoch, Australia. They had presented a Texas flag to the Lyndoch
Municipal Government. The South Australia flag was a gift from Lyndoch.
Mrs. Trewlene Sybert of 901 S. Elm Street presented handouts to the Mayor and
Council that showed a list of burglaries in Georgetown. She asked that the
Council do something to increase the security in the "old town" area.
Mr. Frank Parmenter of 4106 E. Sequoia Trail spoke to Council against the annual
funding to the Georgetown Industrial Foundation,
Ms. Diane Parella of 602 Myrtle asked for more police protection in the "old
town" area.

Bob Hart presented an engraved clock to Glenn Reynolds, outgoing Finance
Director Glenn Reynolds.
Curl thanked Councilmembers Voltz, McMaster and Shelby for their work on the
Grace Church Renovation Subcommittee. She thanked the City staff that worked
on the Budget, and thanked the citizens who spoke to the Council to express their
concerns. She expressed the desire that any extra funds saved throughout this
budget year be used towards crimefighting activities, and would like to see more
citizen input during the preparation of next year's budget.
920446 Ordinance rezoning Lot 1, Block D, Reata Trails Unit III, from RS -Single
Family Residential to C-1 Local Commercial/First Reading/Ed Barry and Fred
Morris
Morris read the proposed ordinance. Councilmembers Curl and Shelby expressed
concern about the close proximity of the elementary school. McMaster asked of
Morris and received verification that the two adjacent properties to the south and
east are zoned commercial.
Motion by McMaster, second by Bonner to deny the rezoning ordinance on this
first reading and refer the request back to the Planning and Zoning Commission
for a lesser intense zoning. Approved 7-0.
920447 Direction to the Planning and Zoning Commission relative to the proposed short=
form subdivision of Park Meadow west, 7.065 acres out of the Nicholas Porter
Survey/Ed Barry and Fred Morris

Mr. Gene Bartosh of Kelly Moore Paint Company, owners of ITillianisburg
Village Shopping Center spoke to Council against the proposed variance to the
Park •i Subdivision,
Recess at 7:50 p.m. - Meeting resumed at 8:05 p.m.
Mrs. Maria Schmid of 2000 Dawn Drive spoke to Council against the proposed
extension of Dawn Drive.
Motion by McMaster, second by Voltz that Dawn Drive continue to be extended
through the Park Meadow Plat consistent with the original plans to provide a
thoroughfare access to Lakeway Drive. Approved 7-0.
�20448 Ordinance adopting an Annual Operating Plan Element of the Georgetown
Century Plan (budget) for the fiscal year beginning Oct. 1, 1992 and endinim
September 30, 1993 --Second Reading/Glenn Reynolds and Bob Hart
Reynolds read the caption of the ordinance on second reading. McMaster thanked
the people who had come to the meeting to speak. He said that Georgetown has
the second best rate of police patrol officers per capita in Williamson County. He
expressed the desire that the citizens could continue to work together to "take a
bite out of crime". Mayor good thanked Greg Weiner of the Williamson County
Sun for the way in which he reported the crime vs. budget problems. Voltz
expressed that she felt the Council was anxious to work with the citizens and
hoped to include more citizen input as well as more input to and from the boards
and commissions in the next budget.
Motion by Valdez, second by Shelby to approve the ordinance on second reading
to adopt the Annual Operating Plan Element of the Georgetown Century Plan.
Approved 7-0.
44 Repeal of land development, t permit

Hildy Kingma read the caption of the ordinance on second reading and noted that
the wording would be changed to reflect that the ordinance would be effective on
October 1, 1992.
Motion by McMaster, second by 'Torn to approve this ordinance on second
reading to repeal the current land development, utility connect, and construction
permit fee ordinances. Approved 7-0.

Kingma read the resolution and explained that developers would be notified by
mail that the old fee ordinance was repealed and that the new fees would go into
effect on October 1, 1992.
Motion by McMaster, second by Torn to approve the resolution adopting the new
fees. Approved 7-0.

Mayor Wood noted that this would be the last ordinance that Reynolds would read
for the City of Georgetown as he was leaving his position as Director of Finance
to move out of the state. McMaster thanked Reynolds for his service as Finance
Director.

reading. Approved 7-0.

920454 Acceptance of the Concept Plan for the renovation of the Old Grace Church a
authorization for the Mayor to execute a funding agreement with the Georgeto
Heritage Society/Jane•
Voltz told Council of the work done by the Council Subcommittee and the
Heritage Society on putting together this Concept Plan, and asked that the Council
accept the entire package of the Concept Plan and the Funding Agreement.
Motion by Shelby, second by McMaster to accept the Concept Plan and the
Funding Agreement for the renovation of the Old Grace Church. Approved 7-0.
920455 Reconvening of the Subdivision Regulations Advisory Committee/Ed Barry
Barry explained that this is an annual sunset review and requested that the Council
make recommendations for members of this committee that will need to begin
meeting in October.

Voltz mentioned that as Chairman of the Playscape Site Committee, there would
be an upcoming item concerning the proposed site for the Playscape at an October
Council Meeting.
Hart asked for Council's opinions on zoning. Curl said she is opposed to
situations similar to the convenience store on University Avenue across the street
from Williams Middle School. City Attorney Marianne Banks asked Council to
give her their input regarding their desire to adopt an ordinance against the sale
of beer or liquors within the City Limits of Georgetown. McMaster said he feels
the need to stop the intervention of commercial near schools.
