Councilmember Bonner asked that in the future the hearings held in the neighborhood be held after 5:00 p.m. in order to draw a greater response from the public. No other comments were made. The Hearing was closed at 7:18 p.m. 920403 Proposed City of Georgetown 1992m93 Annual Operating Element (Budget) ant Program of •• Hart Hart explained that the Operating Element was developed according to the priorities set by the Council at their Retreat in Salado last May. Two citizens, Morton Kin of 401 E. 8th, and Trewlene Sybert of 901 Elm, asked the Council to consider more police protection. Jean-Marie Mendez of 104 Mourning Dove Lane spoke against the Library Book Fair. Mayor Wood asked to "go on record" as being against the proposed $1.00 stormwater drainage fee. The Hearing was closed at 7.27 p.m. Element/Bob920404 Modifications to the Administrative Chapter of the Century Plan Policy PI Hart I Hart explained that these modifications were necessary due to the changes in the organizational structure and in order to properly assign duties and fiscal responsibilities to the administrative divisions of the City. There were no comments made by the Council or the public. The Hearing was closed at 7:29 p.m. Consent Agenda 920405 Approval of meeting minutes-- Regular Meeting of August 25, 1992, and Budget Workshop sessions of August 24, 26, and 27/Sandra Lee 920406 Award of bid for $14,806 for eleven (11) Fire Services Division self-contained breathing apparatus (SCBA) to Cairnes and Brothers, Inc./Les Bunte 920407 Pulled. Approved 7-0. Doris Curl filed a Conflict of Interest Affidavit for Item 920412 and abstained from voting on that item only. Re,gular Agenda 920407 Approval of change order in the amount of $5,579.14 to Hill Constructors, In] for the renovation of the Old Post Office Building/Ed Barry (Pulled by Ton Tonn questioned the extent of the work performed per the charges listed on the change order. Motion by Tonn, second by Valdez to approve the change order to Dill Constructors in the amount of $5,579.14. Approved 7-0. 920408 Approval to purchase transformers from Sunbelt Transformer in the amount of $5,500/Terry Jones and Glenn Reynolds (Pulled by Tonn) Tonn asked the number and size of the transformers that were required. Motion by Valdez, second by McMaster. Approved 7-0. 920413 c address the Council. There were no citizens who wished to address Council at this time. 920414 Mayor, Council, City Manager, and staff comments and reports o Proclamation declaring Friday, September 11, 1992, as 9-1-1 Emergency Number Day The proclamation was read by Mayor Mood and presented to Police Chief Hugh Anderson. Approved 7-0. Approved 7-0. 120417 Approval to waive ad valorem property taxes assessed on property owned by Georgetown Reynolds Motion by McMaster, second by Shelby to waive the ad valorem property taxes on the Georgetown Christian Church provided that they pay the pro -rated amount for the previous taxes of $179.55. Approved 7-0. 920418 Request to waive wastewater connect tap fees in Industrial Park North/Jim Briggs Mayor Wood asked Hart to state what has been the Council's policy in the recent past for requests such as this. Hart said that there are no connect fees on water and electric but they do collect tap fees for wastewater connections, and there have been no capital recovery fees collected for the past several years. Ordinance adopting an Annual Operating Plan Element of the Georgetow ' Century Plan (budget) for the fiscal year beginning Oct. 1, 1992 and endil September i •i Reading/GlennReynolds ani Bob Hart Reynolds explained that the stormwater drainage fee of $1.00 was not included in the Operating Plan Element, because the collection of the fee (which will begin on January 1) will supply the revenue. As of January 1, an ordinance will need to be passed in order to accept the revenue. Regarding the statements from the citizens about more police protection, McMaster offered that in a recent comparison, Georgetown has more patrol officers per capita than other cities in the area, and that many communities in the area are raising taxes on depreciating property, while Georgetown is not raising taxes. When questioned by Council, Chief Anderson stated that we have 28 commissioned officers, two to six on patrol at a time. Motion by Valdez, second by Voltz to approve the Annual Operating Plan Element on first reading. Approved 7-0. 920420 Ordinance repealingr development, connect,na constructi permit fee ordinance s --First Reading/Ed Barry and Hildy Kingma I Minutes of City Council Meeting September 8, 1992 Page 4 of 6 Pages Kingma explained that at Council's request to be more "customer friendly" to development, . i• • study had been done onthe current fees. In order •' adopt existingfees, the existing fees would need to be repealed, Motion by McMaster, second by Tonn to approve the ordinance to repeal the fees. Approved /. 920421 Ordinance levyin, of $0.39 t 0 valuation for the1 Georgetown for the tax year 1992"�First Reading/Glenn Reynolds and Bob Hart Reynolds explained that the proposed Operating plan Element is based on adopting this tax rate of .39 per $100 valuation. McMaster thanked all employees for the excellent year at helping to keep the same tax rate. He repeated that other cities are having to raise their tax rate in order to off -set problems. Motion by McMaster, second by Tonn to approve the ordinance on first reading to adopt a tax rate of $0.39 per $100 valuation. Approved 7-0. 920422 Ordinance amending See. 2.08.010 "Adiminstrative Divisions and Departments" of the Georgetown Code of Ordinances-�First Reading/Glenn Reynolds and Bob Hart I Reynolds explained that this is a "housekeeping" item due to the changes in the division and departmental structure of the City organization. Motion by Valdez, second by Curl to approve of the amendment ordinance on first reading. Approved 7-0. 920423 Ordinance updating..MunicipalRetirementemploy service credits and retirement annuities --First Reading/Bill Dixon and Bob Hal Hart explained that this is an annual update. Motion by Valdez, second by Bonner to approve the ordinance on first reading. Approved 7-0. 920424 Recommendations for norm*nations to the Williamson County Appraisal Revie Board/Bob Hart i Council declined to make a recommendation. Mayor Wood complimented the City staff for their work on the Budget. Mayor Wood recognized Scout Frymire in the audience with his father.
