Council Members Present: Mike McMaster Ferd Tonn Bill Shelby Winfred Bonner Shorty Valdez Doris Curl Jane Voltz Staff Present: Bob Hart, City Manager Marianne Landers Banks, City Attorney Elizabeth Gray, City Secretary Glenn Reynolds, Director of Finance Council Members Absent. Revenue Certificates of r i 1992/GlennReynolds Monty Nitcholas of First Southwest Company, the City's Financial Advisor, stated that the bonds were rated "A" by Moody's and "A-" by Standard and Poors. Nitcholas read the bids. There were 13 bids submitted. Mayor Wood asked Nitcholas and Reynolds to verify the bid amounts and prepare to report back to Council. Cannon, to perform appraisals for the Leander Rd. widening project/Marianne Banks Attorney Banks reviewed the history on this item and clarified the cost of the appraisals. Motion by Valdez, second by Curl to ratify the appraisal contracts with Kokel and Associates and Gus E. Cannon. Approved 5-0. McMaster and Tann abstained. 920305 continued... Nitcholas reported to Council that he and Reynolds had verified the bid tabulations, and he recommended that the Council award the bid to the firm of Masterson, Moreland, Sauer, Whisman, Inc. as the lowest bidder. 920306 Ordinance authorizing sale of $1,600,000 Combination Tax and Revenue Certificates of Obligation, Series 1992/Glenn Reynolds Reynolds stated that the rate bid by Masterson and Moreland would be inserted in the appropriate places in the ordinance. Motion by McMaster, second by Bonner to approve the ordinance on second reading. Approved 7-0. There were no final comments.
