Councilmembers present: Jane Voltz Ferd Tonn Mike McMaster Doris Curl P&Z members present: John Kuhn Susie Ramos Steve Bamsch Tim Farris Jim Ray Winfred Bonner Shorty Valdez Bill Shelby Workshop Session - Call to Order 6:00 p.m. Mayor Wood opened the meeting by outlining some of the areas of current concern to the Council: the status of the sign ordinance, development of the Urban Design/Historic Preservation Functional element of the Century Plan, funding for revitalization of the Main Street program, and the sunset of the Century Plan. Ed Barry recommended that the Council delay action on the Urban Design Functional Plan until the Fall, given the active status of many other projects at this time. Curl emphasized the importance of the Urban Design plan, given that it encompasses many issues such as trees, sign, transportation, housing, roads, etc. Kuhn reviewed the status of the sign ordinance, outlining the impasse reached by the Sign Ordinance Committee: some want a more restrictive ordinance, while others want a less restrictive set of regulations. The Committee has asked the Council for more guidance. Harris delineated the inherent conflict between aesthetics (viz. limiting the number of signs because they are ugly) and economics (viz. allowing an unlimited number of signs because they are a useful marketing tool). Council agreed to have P&Z draft a concept statement for the sign ordinance, which the Council would review in a workshop session at the July 28, 1992 meeting. No action was taken.
