Council Members Present: Mike McMaster Jane Voltz Ferd Tonn Bill Shelby Winfred Bonner Shorty Valdez Bob Schrawger Staff Present: Bob Hart, City Manager Marianne Landers Banks, City Attorney Elizabeth Gray, City Secretary Ed Barry, Director of Development Services Jim Briggs, Director of Public Utilities Glenn Reynolds, Director of Finance Hartley Sappington, Director of Comm. Svcs. SPECIAL SESSION --Called to Order 5:03 p.m. Council Members Absent: None Brad Stratton, Public Affairs Officer Donna Rogers Hogg, Legal Assistant Sandra Lee, Staff Assistant to City Mgr. 920206 Ordinance No. 92-10 canvassing votes for the May 2, 1992 General Election and declaring election results official -Emergency Reading/Elizabeth Gray The proposed ordinance was read by Elizabeth Gray. Motion by Schrawger, second by Valdez to approve on emergency reading. A copy of the election returns are attached to these minutes as official record. Approved on Emergency Reading 7-0. 920207 In the event that a majority is not received for the office of District 2 and/or Mayor, order for a runoff election to be held May 23, 1992/Elizabeth Gray Since none of the three candidates in District 2 received a majority of the votes, a runoff election will be necessary. The resolution was read by Elizabeth Gray. Motion by McMaster, second by Shelby to approve the order for a runoff election. Approved 7-0. Minutes of City Council Meeting May 5, 1992 Page 1 of 3 Pages i t is ! • • s i . •' •' t • • Bonner stated that approximately 12 people were denied the right to vote on election day, and was concerned that people might again be turned away at the runoff election. Outgoing Mayor Bill Connor stated that he had enjoyed working with the staff He pointed out that the service area for the City is almost twice the official population. He feels there is some infrastructure and street improvements that still need to be done, but otherwise the City is in great condition and he is confident in its future. He complimented City Manager Hart as being the most competent city manager he had experienced in city government. Outgoing Councilmember Bob Schrawger echoed the comments of the Mayor and added that he will miss working with the other councilmembers. He recalled that the Council had acted as a "whole" rather than individually, and complimented outgoing Mayor Connor as always being ready with knowledgeable comments and made time in his daily work schedule to include city functions. He complimented the staff and noted that City Manager Hart is well trained to deal with city business. He complimented Planning and Zoning Commission Chairman John Kuhn and Development Services Director Ed Barry. He told the audience that he was embarrassed by the fact that more citizens did not turn out for council meetings, and urged people to get involved in their city government. 920209 Special presentation to outgoing Mayor and Councilmember(s)/Mayor Pro -Tem McMaster Outgoing Councilmember Bob Schrawger was presented with a plaque of appreciation by Mayor Connor. Mayor Pro Tem Mike McMaster presented a plaque of appreciation to outgoing Mayor Connor. 920210 Swearing-in of Mayor and Councilmembers/Elizabeth Gray At the request of incoming Mayor Leo Wood, his swearing-in ceremony was conducted by District Judge William S. Lott. The consensus of opinion was to hold a workshop at 5:00 p.m. prior to regular meetings at 7:00 p.m. beginning with the next regular meeting on May 12. Hart announced that a tour of the new Tessco facility has been tentatively set for 1:00 p.. on Tuesday, May 12. A second tour would be arranged for those councilmembers who were not able to attend the first one. Hart noted that the City would be receiving an award from the Texas Water Commission for excellence in operations and maintenance of the water treatment facilities and asked the Councilmembers to attend. 920215 Mayor, Council, and City Manager comments and reports Valdez welcomed Mayor Wood and Councilmember Doris Curl. Curl stated that it is a pleasure to serve on the Council. Bonner welcomed Mayor Wood and Councilmember Doris Curl. Mayor Wood complimented outgoing Mayor Connor and Councilmember Schrawger. He thanked the citizens for coming. He said his two basic concerns would be communication with the Council and working on lowering the utility rates for the elderly and those on fixed incomes. He complimented City Manager Hart and the City staff. He thanked his campaign treasurer, Joe Saegert and his other campaign helpers: Harry Gold, Ken Olsen and Ron Parker. He said he sees Georgetown heading in a positive direction and wants to continue that positive direction. He promised to be open and upfront with everyone. He recognized in the audience, Mr. Bill Tennyson of Rockwall who serves on a Governor's Committee with Mayor Wood.
