Voltz asked to know the remaining amount of money in the Council Contingency
Fund. Hart answered that the Utility Fund was in the amount of $150,000. The
General Fund was at just under $74,000, after starting the year at $86,500.
Motion by Valdez, second by Schrawger to approve the Consent Agenda.
Approved 7-0.

Comment from Voltz regarding Item 920181 that the public should be made aware
that the tracer study is a State mandated, unfunded project. The public should
know that the State of Texas has placed many unfunded requirements on
municipalities for which compliance will be difficult and expensive. She noted
that other states are legislating methods of funding along with their mandates.

920190 Mayor, Council, City Manager, and staff comments and reports
o TML Legislative Policy Committee reports:
Finance and Administration: Tonn reported to Council that he and Finance
Director Glenn Reynolds had attended the Committee Meeting, provided
minutes, and offered to answer any questions.
Public Safety: Voltz provided Council with minutes of the Committee
Meeting and reported that she had been appointed to the Subcommittee on
Criminal Justice. She also gave Council information about an appointed
committee known as MUSCLE, composed of representatives from cities
to work on reducing crime. The Texas Family Code needs to be
overhauled, especially dealing with juveniles. Crime is increasing in the
age group of 13-15 year olds.
Voltz also noted that TML opposes state legislation that prevents cities
from having control. She will keep the Council updated and will take the
City of Georgetown points of view to TML. She noted that this Public
Safety Committee also deals with fire safety, liquor control, and law
enforcement training, among other safety issues.
Utilities and Environment: Hart informed Council that environmental
mandates will require that cities spend $7000 for each family of four
during one year. This amount is 26 times more than the average city sales
tax revenue. He noted that the Committee discussed issues involving solid
waste, water and wastewater. He informed Council that the Texas Water
Commission fees being assessed currently are based on legislation that was
passed in 1969. TML will work to delete some of those mandates. The
Public Utility Commission comes up for Sunset Review this year. Hart
will serve on the Subcommittee on Utility Regulations. This will be of
particular interest to Georgetown due to the fact that we are customers of
LCRA. Hart also noted that a subcommittee on environmental mandates
was formed.

McMaster noted that municipally -owned utilities should answer solely to
their councils. He said more mandates are predicted. Funding will be
less. A county group was formed to combat some of the mandates. It will
be important that the committee go forward strongly. He suggested that
the City look into the cost to the utility customers and taxpayers so that
they can be engaged to help us have more influence.
Hart requested input from Council concerning the meeting time for the
special Council Meeting to canvass the votes of the election. The Planning
and Zoning Commission regularly meets on the first Tuesday of each
month at 7:00 p.m. in the Council Chambers. It was decided that the
Special Council Meeting would begin at 5:00 p.m.
Mayor Connor commended the City crews and volunteers who planted
trees this weekend in various parks, on Scenic Drive and at the Library.
Hart noted that the Environmental Protection Agency and the Texas Water
Commission will recognize the City of Georgetown for excellence in the
operation and maintenance of the wastewater treatment plant on
Wednesday, May b, at the Stephen F. Austin Building in Austin.
Mayor Connor recounted visits earlier in the evening from Mr. and Mrs.
Keith Davis from Lyndoch, Australia, Georgetown's Sister City, and
earlier in the week from Barkeryd, Sweden.
o Proclamation on Domestic Violence Awareness Month
Mayor Connor recognized Roy Holliday of the Williamson County Crises
Center and presented a proclamation in honor of Domestic Violence
Awareness Month and thanked Mr. Holliday for the work that the Crises
Center does in providing shelter for the victims of family violence.
Consideration of and possible action on the following items:
920191 Request for contribution to Parents for Pride "Project Graduation" /Bob Hart
Jim Lee of Parents for Pride spoke to Council requesting their assistance with
Project Graduation. McMaster suggested providing the use of the Youth Activity
Center as an "auction item" at the Graduation Party, and moved to donate $500
to Parents for Pride. Schrawger suggested that Parents for Pride come back to the
Council following their fundraising efforts at Mayfair to see if more than $500 is
needed to help them reach their goal of $15,000. Hart noted that the City will be
providing free use of the Community Center and swimming pool as well as
security in the parking area on the evening of the Graduation Party.
Motion by McMaster, second by Voltz. Approved 7-0.

920192 Ordinance No. 92-7 adopting the Parks and Recreation Functional Plan as
element of the Century Plan�"Second Reading/Hildy Yingma and Ed Barry i
Motion by Bonner, second by Valdez to approve on second reading. Approved
7-0.
920193 Ordinance No. 92-8 amending the 1991-92 annual budget to create a new
special revenue fund for the Community Development Block grant for the Sierra
Microwave Technology, Inc. building project; appropriating the various amounts
thereof --Second Reading/Glenn Reynolds and Bob Hart
Motion by McMaster, second by Valdez to approve on second reading. Approved
7-0.
920194 Ordinance rezo g 203 South Austin Ave., part of Lot 7 and part of Lot 8,
Block 10, Original City of Georgetown, located at from RS -Residential Single
Family to C2 -A Commercial, First Height --First Reading/Ed Barry and Fred
Morris
Barry explained that the Planning and Zoning Commission denied the request to
rezone, and that the applicant has since found another location and has opened a
business. Motion by McMaster, second by Voltz to deny the rezoning and affirm
the finding of the Planning and Zoning Commission. Approved 7-0.
920195 Ordinance amending Ch. 8.20 "Nuisances" of the Code of Ordinances, to provide
procedures for notification of violations and for abatement of nuisances by
City forces --First Reading/Marianne Banks
Banks told Council that this amendment was needed to strengthen the present
ordinance. As presently written, the ordinance does not allow for liens to be
placed to remove trash and rocks, standing water, or dead animals. Motion by
Schrawger, second by Valdez to include the amendment to the present ordinance.
Approved 7-0.
920196 Ordinance amending Ch. 6.16 "Peddlers and Solicitors" to provide for additional
provisions for granting or denying permits --First Reading/Marianne Banks
Banks explained that this amendment was needed to protect the public from
solicitors with prior criminal records. Motion by Voltz, second by Valdez to
approve the amendment. Approved 7-0.
920197 Ordinance amending Ord. No. 86-67 to extend the time period of the Southwest
Georgetown Industrial District and to authorize revisions of the terms and
conditions of the existing agreements with the Georgetown Railroad Company,
Texas Crushed Stone and the Merle P. Weir Estate --First Reading/Bob Hart

Conflicts of interest were filed on this item by Councilmembers Ferd Tonn and
Mike McMaster.
Hart explained that this amendment was needed to facilitate the construction
schedule for the LCRA substation. He asserted to Council that the only remedy
available to the City, should the Weir Estate not pay the agreed-upon amount, is
annexation. Motion by Bonner, second by Valdez to approve the amendment.
Approved 5-0. Two abstentions.
920198 Ordinance No. 92-9 amend" g See. 12.24.010 "Parades and Processions=
Definitions" and adding Section 12.24.120 "Prohibitions" --Second

Motion by Valdez, second by Schrawger to approve the amendment on second
reading. Approved 7-0.
920199 Resolution awarding contract for the construction of the Dove Sprim
Wastewater Treatment Plant facility/Jim Briggs
This item was pulled until the next meeting at the request of the City Manager
because the City has received additional bids which they are now tabulating.

Motion by McMaster, second by Voltz to approve the Mayor's recommendation
to appoint Danny Edmond, Barbara Pearce, Doak Fling, Tim Kennedy, and Bob
Schrawger to the Georgetown Industrial Development Corporation. Approved 7-0.
