Mayor Connor read a proclamation honoring the Band for their recent State achievements. ® Presentation of plaques of appreciation to Georgetown Railroad and Austin Steam Train Association for the TML Region X Meeting Mayor Connor presented a plaque to each organization. Both plaques were presented to Mr. Mark Dixon as representative for each organization. PUBLIC HEARING 920024 Public Hearing on the DRAFT Parks and Recreation Functional Plan element of the Century Plan/Ed Barry and Hildy Kingma Members of the Century Plan Parks Plan Working Group presented various aspects of the Functional Plan to the audience such as the basic principles, methods of funding, park classifications, and future plans including those for the river corridors. The following citizens spoke in opposition to the proposed river corridor parks. Alfred Adair of 2506 Gabriel View Drive, Ronald Draeger of 2910 Gabriel View Drive, Elvin Gentry of 2916 Gabriel View Drive and Ray Kendrick of 2922 Gabriel View Drive Mayor Connor distributed copies to Council of a letter of opposition from Arthur and Kathy Patterson of 3000 Gabriel View. The overall view of the citizens in opposition was that they had purchased their property because of the private access to the river, and do not wish to allow the public to access through their yards. They would prefer that the section concerning the river corridor development be eliminated from the Functional Plan. Mrs. Denise Lebowitz of 104 Turtle Bend spoke to Council regarding the construction of playground equipment for the parks. Approved 6-0. Consent Agenda 920025 Approval of meeting minutes-- Regular Meeting of Jan. 14, 1992/Elizabeth Gray 920026 (Pulled -See Regular Agenda) 920027 Approval of short form plat for Bracamontez subdivision and ratification of variances from Section 34020 of the Subdivision Regulations/Ed Barry and Fred Morris 920028 Approval of an amended plat of Lots 1 through 4, 13 through 15, and 29 through 31 of Legend Oaks Subdivision and ratification of a variance from Section 33010 E. of the Subdivision Regulations/Ed Barry and Fred Morris 920029 Award of bid to provide and install a sw° ung pool water treatment system for City pools to DX Distributors in the amount of $11,029.07/Terry Jones and Randy Morrow 920030 Approval of interlocal agreement allowing Williamson County to purchase a vehicle using the City's annual vehicle bid/Terry Jones and Glenn Reynolds 920031 Resolution to approve Dual Certified Water Service Area with Jonah Water Supply Corporation/Jim Briggs 920032 Resolution authorizing a lease agreement with the Federal Aviation Administration (FAA) for the installation of a Precision Approach Path Indicator (DAPI) and Runway End Indentifier Lights (REIL) on Runway 36 at the Georgetown Municipal Airport/ Travis McLain and Hartley Sappington Motion by Valdez, second by Shelby to approve the Consent Agenda with the exception of Item No. 920026. Approved 6-0. Regular AiZenda 920033 Citizens wishing to address the Council. 920034 No citizens chose to address Council at this time. Mayor, Council, City Manager, and staff comments and reports (continued) ® Joint City Council/P&Z meeting Minutes of City Council Meeting January 28, 1992 Page 3 of 7 • Bob Hart announced that the Planning and Zoning Commission would like to hold a joint breakfast meeting on Thursday, February 6, 1992, at 7:00 a.m. at the Board Room at Southwestern University. • Submission of policy papers on changes to Council advisory boards Policy Papers on the Historic Preservation Committee, the Parks and Recreation Advisory Board, the Youth Advisory Committee and the Convention and Visitors' Bureau Board were distributed to the Mayor and Council by Bob Hart. He announced the plan to schedule a workshop on these committees next month. • Hart introduced new employee, Fred Morris, Chief Planner in the Development Services Division. He takes the position that was vacated by John Warden. • Hart announced that the old Episcopal Church building is scheduled to be moved, weather permitting, on February 17. The route will be University to Maple, Maple to Seventh Street, Seventh to Main Street, then down Main Street to the lot. GTE has arranged to assist with any power lines along the route. • Mayor Connor and four members of Council plan to attend the Henry G. Cisneros Workshop in San Antonio on Thursday, February 13 and Friday, February 14. • Schrawger noted that this month's issue of the Nation's Weekly newspaper contains an article giving small cities an opportunity to respond to Federal mandates. The Mayor acknowledged that he had gained considerable input at the National League of Cities Conference in December regarding the impact on cities by these federal mandates. He noted that the City Manager intends to come back to Council with a response to that in the Century Plan program. The Mayor suggested sharing this information with our county, state and federal representatives. • Voltz called attention to the article in the January issue of TML magazine that was written by Glenn Reynolds. Glenn submitted an article on the privatization of our waste disposal. Voltz complimented Glenn on the article being well- written and positive for Georgetown. • McMaster complimented staff on the production of the TML Region X and thanked everyone who had anything to do with it. • Mayor Connor suggested the following three recommendations as the Council's input on the Joint Committee with the Georgetown Industrial Foundation: Jane Voltz, Mike McMaster and Ferd Torn. Doak Fling will appoint three people Minutes of City Council Meeting January 28, 1992 Page 4 of 7 from the GIF to work with the Council representatives. The Council will vote on the names at a later date. ® Mayor Connor complimented staff on the production of the TML Region Meeting on January 16, saying that "he didn't feel it was anything outside of the ordinary in Georgetown." He thinks that the staff in Georgetown always does a good job. He wanted to make sure that the staff recognized that the Council feels that way and appreciates it. K0035 Resolution approving of a policy regardig non-discrimiation of individuaR, with disabilities/Elizabeth Gray spoke to Council regarding the impact of the implementation of the Americans with Disabilities Act both in positive terms for individuals with disabilities and as it effects the City of Georgetown organization in budgetary and personal ways. National percentages applied to the Georgetown population indicate that we have over a thousand citizens with mobility disorders, over a thousand with hearing disability, as well as those with visibility, speech, and mental disabilities. A rough percentage is 25% of our population that are disabled. It costs the taxpayers approximately $45,000 per year to support a disabled individual who is not working. Further information and comment was provided by the members of the ADA Advisory Task Force. Robert Wood, a physical therapist; Dr. Joann Ford, Principal at Williams Middle School, and visually disabled; Barbara Pearce, Georgetown School District Drug and Alcohol Counselor; and Humberto Ortiz, ADA Training Coordinator. Gray invited the Mayor and Council to join the City employees in taking the training that has been scheduled. Motion by McMaster, second by Valdez to approve the resolution establishing policy regarding non-discrimination of individuals with disabilities. Approved 6-0. The Mayor recognized Patsy Simmons, an interpreter for the deaf, who spoke to the Council regarding encouraging a local center for the hearing impaired, such as within Georgetown or Williamson County. People in our area now have to drive to Travis County for assistance. 920026 Approval of a vacation and replat of Riverview Estates Subdivision and ratification of variances from Section 34020 of the Subdivision Regulations/Ed Barry and Fred Morris (pulled) Schrawger pulled this item due to the presence of a propane gas line. Barry explained that the requested variance would be safer than the existing condition. Minutes of City Council Meeting January 28, 1992 Page 5 of 7 Motion by Schrawger, second by McMaster to approve the variance provided that the plat record contain the stipulation that any structure would have to adhere to the standards of the Railroad Commission regarding underground pipelines, and subject to the City having reasonable access to Lot 7. Approved 5-1. Objection by Voltz. 920036 Discussion of the Parks and Recreation Functional Plan as an element of the Century Plan and guidance to staff on preparation of an ordinance/Ed Barry and Hildy Kingma Mayor Connor suggested another opportunity for a Workshop Session on this item. Schrawger suggested that eminent domain not be applied for hike and bike trails. McMaster complimented the members of the Parks Advisory Board Working Group for their hard work in putting together the presentation, and feels more time should be spent with this as a Council. Council discussion concluded that time be allotted on a Saturday morning so that this subject could be handled separately from any other, in order to give it the time it deserves. 920037 Final review of proposed governance policies/Mayor Connor and Jane Voltz Hart informed Council that the Governance Policies being re -presented to the Council were slightly re -formatted, but no major text changes were made. Voltz suggested they be taken up again after the Cisneros Workshop. Hart will put them on the agenda for the February 25 meeting. 920038 Ordinance extending the City's subdivision regulations for two months, from Feb. 29, 1992, to May 1, 1992 --First Reading/Hildy Kingma and Ed Barry The ordinance was read by Hildy Kingma. Motion by McMaster, second by Tonn to approve the ordinance on First Reading. Approved 6-0. 920039 Ordinance amending Sec. 2.36.020 "City Commissions, Committees, and Boards" and Sec. 2.64.010 'Building Trades Board of Appeals" of the Code of Ordinances --First Reading/Bob Hart Hart explained that when this was previously brought before Council, Section 2.64.010 was inadvertently left off so that necessitated another first reading. It was suggested that the names of two committees be amended. The Parks and Recreation Committee would prefer to be named Parks and Recreation Board, and the Historic Preservation Committee would be changed to Historic Preservation Commission. Motion by Tonn, second by Valdez to approve this ordinance on first reading. Approved 6-0. Minutes of City Council Meeting January 28, 1992 Page 6 of 7 No official final comments.
