Approved 5-0. (Bonner and Schrawger absent) 920013 Citizens wishing to address the Council. Ed Steiner conveyed his concern that an item about changing the name of Chitauqua Park to Edna Powell Park was not on this meeting agenda. He said the name change had been approved by the Parks and Recreation Advisory Board and he thought it would be placed on this agenda in time for the celebration of Martin Luther King's birthday on Monday, January 20. 920014 Mayor, Council, City Manager, and staff comments and reports o TML Region X Meeting will be hosted by City of Georgetown on Thursday, January 16, 1992, at Southwestern University. There is to be a train ride social hour before the meeting that is to begin at 7:00 p.m. at the Bishop Minutes of City Council Meeting January 14, 1992 Page 2 of 4 Memorial Student Center. The newly refurbished steam engine belonging to the Austin Steam Train Association will be used to pull four cars of TML members and guests to Texas Crushed Stone and a diesel engine will pull them back to Southwestern. Region X is comprised of city officials from 57 cities in the surrounding 15 -county area. 0 Cisneros Municipal Leadership Symposium will be held in San Antonio on February 13 and 14. Speakers include: Henry Cisneros, former Mayor of San Antonio; John Carver of Carver Governance Design; Gary Halter, former Mayor of College Station; Susan Horton, General Counsel, Karen Kennard, Assistant General Counsel, and Frank Sturzl, Executive Director of the Texas Municipal League; as well as Bob Hart of Georgetown. 0 NLC Conference (Mayor Connor and Council Member Bonner) Council Member Bonner was absent. Mayor Connor relayed information he received at the NLC Conference concerning the cities meeting federal and state environmental mandates. Standards are expected to become even more stringent which will put heavy economic demands on cities. He cautioned that the City of Georgetown needs to remain prepared and active in attempting to comply. Brad Stratton, Public Information Officer for the City, is working on an update for the Council on the status of our compliance. 0 Approval of Foreign Trade Zone has been obtained for 200 acres in Georgetown through the assistance of our federal congressmen. This will be a boost to our economic development efforts and the economy in general. 920015 Presentation by Mayor's Drug Task Force and approval of funding in the amount of $4,000 for drug education programs/Bob Hart Hart introduced former Mayor Tim Kennedy who explained the program and the need for funding. GISD has agreed to contribute $1,000. Hart reminded Council that they had set aside $10,000.00 in a Special Revenue Fund in this year's budget for drug outreach grant preparation. Motion by Valdez, second by Voltz to approve the expenditure of $4,000. Approved 5-0. 920016 Resolution to create the Century Plan Historic Preservation and Urban Design Plan Working Group and to direct the group to develop the Historic Preservation and Urban Design Functional Plan element of the Century Plan, and appointment of two City Council representatives to the Working Group/Hildy Kingma and Ed Barry It was explained that the appointment of two council members at this time would facilitate a timely beginning to the plan preparation process. Mayor Connor appointed Bob Schrawger and Jane Voltz to serve on the Working Group. Minutes of City Council Meeting January 14, 1992 Page 3 of 4 Motion by McMaster, second by Shelby to approve the resolution to create the Plan Working Group and to approve the Mayor's appointment of Schrawger and Voltz as representatives from the City Council. Approved 5-0. 920017 Ordinance amending Section 2.36.020 "City Conumissions, Committees, and Boards. -Terms and Membersh" of the Code of Ordinances-�First Reading/ IP Brad Stratton Hart explained that various changes were necessary to come into compliance with state regulations concerning membership and to comply with the recommended suggestions from the Council Subcommittee. He said that the requested policy papers would be presented to the Council this month. Motion by McMaster, second by Valdez to approve the ordinance on first reading. Approved 5-0. Mayor Connor acknowledged the presence of two Boy Scouts and their parents who were in the audience to obtain credit for the Boy Scout Communications Badge. 920018 Ordinance 92-1 amending Ordinance 9141 relating to the abatement of weeds and objectionable nuisances by extending the expiration date --Second Reading/Marianne Banks Hart explained that the natural lawn exemption would be brought back to council from the committee in February. Motion by McMaster, second by Tonn to approve the ordinance on second reading. Approved 5-0. 920019 McMaster asked the status of the teen court project. Marianne Banks explained that her Legal Assistant Donna Hogg had attended a special seminar on teen court in Dallas and will share the information she obtained with the council -appointed committee some time this month or next.
