910081A Proclamation for GEIS Girls' Basketball Team
The Mayor read a prepared proclamation to representatives of the GHS Girls'
Basketball Team for their achievements in going to state competition. The
proclamation was accepted by Jodee Wilson and Captain Catherine Parnell and
Jodee Wilson.

Council Member Saegert asked about signs that used to be on City Hall and the
Fire Station. Bob Hart said he has retrieved the signs from storage. Community
Services Director Hartley Sappington said the signs were removed when the two
buildings were remodeled. Mr. Saegert stated that he has heard complaints about
the signs being gone from people who were on the Council at the time the signs
were erected. Those people would like to see the signs replaced on the buildings.

Mayor Connor appointed a committee to look into what should be done with the
signs. Joe Saegert will be the Chairman. The other two members of the Space
Utilization Committee, Robert Schrawger and Ferd Tonn, will serve as members.
Council Member Saegert said that he and Parks and Recreation Director, Randy
Morrow will deliver the Kiwanis appreciation proclamation at their meeting next
Friday, March 1.
Council Member Saegert also wanted to know if the City Manager, City
Attorney, City Secretary and Municipal Judge evaluations would be complete
before May 7 (Election Day). Mayor Connor said that the subcommittee needs
to meet again.
Council Member McMaster wished to publicly acknowledge the GHS Boys'
Basketball Team. Tonight they were playing in Brenham in spite of taking six
weeks' exams this week.
Council Member McMaster asked about the policy on reservists on active duty
and asked how our policy compares with other cities. Bob Hart mentioned that
only one employee has been called up, two are scheduled to leave next month, and
three are in the reserve, but have not yet been called. The Georgetown Chamber
of Commerce will put out signs of support. Suggested that the City offer
assistance in that project.
Council Member McMaster announced plans of the Youth Center Group to go
to Plano on Sunday, and asked those who might be interested in going to contact
him.
McMaster also requested the City's cooperation on erecting a fence on the
outside of the east end of the Community Center building. He said the youth
attending dances at the Community Center could go outside the building for fresh
air and to get away from the noise and yet would still be confined by the fence.
He would like to see the City provide some tables and outdoor lights in that area.
It would also be helpful for people attending functions at the Community Center,
to be able to go outside to smoke. He said the members of the Parks and
Recreation Board like the idea. The next Youth Center sponsored dance will be
on April 5.

910081 Presentation to Dr. Douglas Benold in appreciation for 30 years of service as the
Health Officer for the City of Georgetown.
Mayor Connor stated that it was a great pleasure to read and present a
proclamation to Dr. Benold declaring Sunday, March 3, 1991, (Dr. Benold's
City Council Meeting Minutes/February 26, 1991/Page 3 of 9 Pages
birthday) as Douglas M. Benold Appreciation Day, and also presented him with
a placque.

Mayor Connor announced that the old building that housed the original Episcopal
Church is ready to be moved. The church will be donated to the City of
Georgetown if the City decides it is in good enough shape to use. Otherwise, the
building will be moved to Salado. Mrs. Pearce would like to know how much it
would cost the city to move the building and restore it for use in another location.
It was suggested that the Staff look into the feasibility of preserving the building
at a new location on city property. This will need to be decided by next Council
Meeting because the building is ready to be moved at this time.
Mayor Connor also announced that the Balcones Habitat Project will now take
on water quality issues. It has been requested by the Executive Committee that
Mayor Connor talk to Parker McCollough about carrying it through the State
House of Representatives. He asked if Council had any objections to Bob Hart
or other members of the staff participating in appearances before the House. The
deadline for filing is March 8, 1991.

City Manager Bob Hart announced that the Foreign Trade Zone Board of
Directors will be holding a press conference in Austin on Tuesday, at 9:30 a.m.
The Mayor will be asked to speak and as many council members and staff as
possible should attend. Bob has been on the F17Z Board for the last year and a
half years. The formal announcement of approval of a new foreign trade zone
will be made at the press conference.
The Spring CleanmUp will proceed the same as last year, but will be split into
two weeks. This will help to keep the cost to around $22,000.
The Carver Governance Workshop will be held as originally scheduled on June
7th and 8th, but the 9th is not good for John Carver. He offered to come back on
the 11th to speak to just the Council and to help them adopt their goal statements
from the Century Plan. Council was in agreement that the half day on the 11th
would be good. Mrs. Pearce asked if there had been any conversations with
G.I.S.D. about their attending the earlier workshops. Mayor Connor will talk to

Mr. Steger, and they will be able to discuss it at the breakfast meeting on
Wednesday, March 6.
A breakfast meeting with GIST? will be held on Wednesday morning, March 6th
at 7:00 a.m. at the Administration Offices on Lakeway Drive. Council is invited
and encouraged to attend.
The Cain House has been completely demolished and removed from the lot.
Everyone agreed that the removal of the old house is a great improvement.
Several months ago, Council had requested access to material concerning general
management and other municipal issues. The City Attorney's Law Library has
some material in it now from the National League of Cities, ICMA, etc. that
might be of Council interest. Bob Hart invited the Council to use the library
whenever they would like.
The CCN Hearing was held yesterday. Jim Briggs attended. The request will
go before the Texas Water Commission for approval in the next two weeks. It
has been possible to keep this participation within budget because the contested
cases have dropped out.

Mike asked when the City would be complete in providing water to the
Industrial Park North. Bob said that the lines are in and they are in the process
of working on the pump stations. Jim Briggs said he is waiting on delivery of a
valve. Mike said that the people there are complaining about the quality of the
water they are currently receiving, and they're anxious to be connected with City
of Georgetown water.
Mayor Connor distributed an outline of the BCHP to the Council for their input.
He also provided one to Hildy Kingma in the Planning Department. He stated
that he needs a quick reply --by noon on Thursday. He will be meeting with the
Revisions Committee on Thursday afternoon.
Consideration and possible action on the following items:
910090 Ordinance presenting the Sunset Review of the Subdivision Regulations -
Second Reading/Ed Barry and John Warden
John Warden explained that approval of this ordinance would extend the
subdivision regulations for a period of one year. The changes from the Review
Committee as well as those requested at the last Council Meeting are included.
Mike McMaster thanked the people that served on the Review Committee.

910091 Ordinance amending Subsection B of Section 13.12.040, Code of Ordinances
"Garbage Collection and Charges Mandatory - Exceptions/Glenn Reynolds and
Barbara Raney
Glenn explained that this is a "housekeeping item" that was overlooked when the
ordinances were re -codified last year. This ordinance serves to consolidate the
sanitation ordinances and waives collection of revenue under certain
circumstances. Motion by Tann, second by Valdez. Approved 4.1. McMaster
opposed.
910092 Resolution adopting travel policies for continuing education for the Mayor and
members of the City Council/Bob Hart
This resolution was deferred from the last Council Meeting and has been revised
in accordance with the input received from the Council Members, specifically, Joe
Saegert. Mr. Saegert feels that since Staff attends national conferences, Council
should be allowed to attend national conferences also, no matter where they are
held. Mrs. Pearce thinks that it is valid to have Council discussion about any
Council Member's request to attend those that are listed in that section in order
to approve the cost and timing. Mr. Saegert doesn't think he should ask Staff
when Staff doesn't ask the Council. Mayor Connor pointed out that Staff travel
must be approved by supervisors, and must have been pre -budgeted (which would
include Council approval). Mr. Connor also pointed out that a Council Member
could use his own funds and would not have to get prior Council approval.
Council Member McMaster would like a list at the "Budget Retreat" of all
conferences, including dates, times and costs. He thinks that the directors should
attend professional training in order to insure that they are kept current with the
latest innovations and ideas in their fields thereby making them more valuable to
the City. Motion by McMaster, second by Valdez. Approved 44. Opposed by
Joe Saegert

910096 Discussion of strategies to combat graffiti problem/Bob Hart
Bob went over the options that he had suggested to Council on the Agenda Item
Cover Sheet. The City of Round Rock has adopted an ordinance making it the
responsibility of the property owner to cover graffiti on their property. That is not
suggested for Georgetown. Bob would like to see a task force, similar to the
Mayor's Drug Task Force to work on the problem and suggest solutions.
Mike McMaster suggested that the task force begin as soon as possible, enlisting
help from community organizations and using private or city funding.
Mrs. Pearce suggested that it "kick off' during the Spring Clean -Up Campaign.
Mayor Connor said he will ask the Council to recommend members for the task
force at the next Council Meeting on March 12.
McMaster asked if the committee could be composed of youth members as well
as adults?
Mayor Connor would like to see community-based organizations do the actual
work utilizing private or city funds. For example, contacting the Williamson
County Adult Probation Department. The municipal judge can assign community
service. The City Parks Department could provide supervision. Hartley
Sappington will represent the City Staff on the task force and identify the areas
of need.
Mike McMaster would like to make sure that a letter is sent thanking the
responsible party for painting over the graffiti on the old HEB building.

to the firms of Lloyd, Gosselink, Fowler, Blevins and Mathews; Jones and Neuse,
Tom Koch, and Charles Steger for legal and engineering services in connection
with the Dove Springs site for the new wastewater treatment plant.

Committee. Approved 54 No other appointments were decided upon at this
time. Council will act on the remaining appointments at the Council Meeting on

Barbara Pearce will meet with the Planning and Zoning Commission at their
March 5 Meeting about the Century Plan. She asked when to expect the mid -year
financial report, looking specifically for a report on the Council Contingency
Funds --General and Utility. Bob said those figures would be published in the
monthly report for January which should be out by the end of the next week.
Bob Hart has received a letter of progress from Reverend Charles White
regarding the progress of the curbs and gutters at the day care center sponsored
by the Bible Baptist Church on W. 15th Street.
City Secretary Elizabeth Gray who has been absent due to the birth of a baby
boy, should be resuming full-time duty next week.
