Approved 7-0. Regular Agenda 910106 Resolution authorizing the scheduling of and payment for the John Carver GovernanceWorkshop/Bob Hart Ferd Torn wanted to make sure that the Council Budget Retreat would still be held. The City Manager's Memo seemed to indicate that the payment for this Governance Workshop would be funded from the money that would have been spent on the Council Budget Retreat. Bob Hart clarified that the Budget Retreat would still be held to allow the Council time to get to know each other after the election, but that a facilitator would not be hired for that meeting, thereby saving the expense of the facilitator's fee to pay for John Carver's fee. City Council Meeting Minutes/March 12, 1991/Page 2 of 8 Pages 910108 Transfer of ownership of brush chippermshredder from the City to GISD/Hartley Sappington Ferd Tonn felt that GISD should have to pay at least salvage value for the brush chipper -shredder. Hartley pointed out that GISD has already spent around $204 on it for repairs. Motion by McMaster, second by Schrawger. Approved 5-2. Tann and Bonner opposed. 910116 1 t; Address the Council. Mr. Jack Hunnicut registered to speak during the discussion of Item No. 910122 910117 Mayor, Council, and City Manager comments and staff reports. Joe Saegert reported that he took the resolution to the Noon Kiwanis Club thanking them for their work on the playground at Chatauqua Park. They were very appreciative. Saegert also called a meeting of the Cornerstone Committee for Thursday morning, March 14, at 7:00 a.m. at the Ramada Inn. He also wanted to go on public record as being in favor of Texas H.B. 1110. Bob Schrawger gave a progress report on the Personnel Evaluation Study of Council -appointed city employees. He explained that the Evaluation Study would be divided into three segments, dealing with the City Manager, City Attorney and Municipal Judge. Mike McMaster commented that the yellow ribbons in town honoring the Desert Storm participants look good and give a good presentation of the City's participation in support of the troops. Ferd Tonn has met with two different neighborhood -watch groups in his district. They are doing well and getting good cooperation from Chief Anderson. Barbara Pearce noted that Officer Lloyd Pearson has been active in his work with students, putting up posters and talking to the schools. Glenn feels that our employees who are reservists were well informed of their options before they were notified of their "call-up". State law provides only the payment of fifteen days wages to those who are sent to active duty. Mike McMaster introduced two of the student members of the Youth Activity Center Committee, Laura Hanner and Jason Carter, who gave a report on the activities of the committee. They have distributed a survey to the high school students and are getting a good response. They had attendance of about 400 people at a fund-raising dance held at the Community Center on December 14. They took a field trip to Plano to look at the city recreation facilities there. They are planning a high school assembly in April to get more people involved. On April 5 they will hold another fund-raising dance at the Community Center. McMaster added that the response from the committee members has been very positive and they are investigating the possibility of moving into a building of some kind just to start with until the funding and availability permits a permanent location. They are looking to Southwestern University for interns to staff the center at no cost. Pearce thanked the students for their time and energy. The Task Force has been formed and will emphasize prevention tactics. Charlie Skaggs of Williamson County Juvenile Detention and Rick Zinsmeyer of Williamson County Adult Probation have asked for representation on the Task Force. The Crime Prevention Department of the Police Division will catalog any graffiti before it is removed. Evaluation of the Old Grace Episcopal Church Building/Hartley Sappington The building was constructed in 1881. It is being offered to the City of Georgetown by the Houston Episcopal Diocese. It will definitely have to be brought up to current city code. The estimates provided in the Council back-up on this item are probably high. The old Woodmen of the World site is the farthest distance for it to be moved. The old Cain property at 9th and Church would be large enough to fit the building. Registered citizen, Jack Hunnicutt, spoke as a representative of the Georgetown Heritage Society and expressed a desire to use the old church building as an additional location for the Convention and Visitor's Bureau. City Council Meeting Minutes/March 12, 1991/Page 4 of 8 Pages Bob Schrawger would like to see the building contain public restrooms and would like to make sure that it is surrounded by plenty of public parking. Hartley noted that the cost includes reverting the existing restrooms to handicapped. Pearce was concerned about the time -frame problem. We must go ahead and notify the Episcopal Diocese that we are interested in the building, and ask if we can wait on moving it so that we can choose the proper location. Marianne Banks said that the property owners still have time to reclaim the property and any improvements that might be on it at that time. The project is to be funded by a combination of Tourism funds, Council Contingency, Heritage Society contributions and possible future Heritage Society fund raiser. Balcones t tConservation Plan/MPlan/Mayo t t, Mayor Connor announced that the bill had been filed in the State Senate and House and there are still lots of details to be worked out. The Executive Committee approved the Lakeline Mall proposal to meet the requirements of the Act and has recommended approval to the Texas Water Commission. The plan was officially adopted in late February. Final draft not expected anytime soon. The Executive Committee will meet in Georgetown at the Community Center on Friday, March 22, at 9:00 a.m. t ttI I I! III 11111=2= t Mayor Connor recounted the variety of issues that were discussed at the meeting, including: sidewalks, the need for good communication, the possibility of a park at the junior high. A committee has been appointed to work on the park issue. The following people were appointed: Nancy Benold, Charles Steger, Gene Lawhon, Mike McMaster, Barbara Pearce and Mayor Connor. The Resource Officer ideas was turned down by GISD. Williams Cave, behind Frost Elementary, is being investigated. Economic incentives will be reviewed and re- adopted to reflect current issues and entities. Also discussed were a summer YMCA recreation program at Williams Middle School, and the City of Plano method of using school facilities for recreation. Consideration and possible action on the following items: 91-6 Ordinance amending Subsection B of Section 13.12.040, Code of Ordinances, "Garbage Collection and Charges Mandatory -Exceptions -Second Reading/Glenn Reynolds and Barbara Raney Motion by Pearce, second by Saegert. Approved 6-1. Bonner opposed. City Council Meeting Minutes/March 12, 1991/Page 5 of 8 Pages 910119 Ordinance authorizing the issuance of utility system revenue refunding bonds__ First Reading/Glenn Renolds The re -issue of these bonds will allow the City to refinance the '84 and '85 bonds. Motion by Pearce. Approved 7-0. 910120 Ordinance adding Sec. 4.24.030 "Credit Card Processing Fee ".First Reading/Glenn Reynolds Motion by Saegert, second by Valdez. Approved 7-0. 910121 Resolution authorizing submittal of a grant application to the Criminal Justice Division for a School Resource Officer/Hugh Anderson This item was deferred to a later meeting. 910122 Acceptance of donation of the Old Grace Episcopal Church building/Mayor Connor Investigation into the cost of moving the building has been done. The cost of the foundation is included in the bid for the moving. Other expenses can be deferred to next budget year. Motion by Pearce, second by Tonn to notify the Diocese that we want to accept the building and authorize the Mayor to appoint a committee to meet before the last meeting in April to determine a site. City Council Meeting Minutes/March 12, 1991/Page 7 of 8 Pages 910128 Final Comments Barbara Pearce - GISD is providing a new program known as "Practical Parent Education". Wants to encourage participation in this program for City employees. Bonner - Congratulations to Mike McMaster for trip to Plano with the Youth Activity Center Committee. Saegert - April 6 the San Gabriel Breakfast Kiwanis Club is hosting the Special Olympics at the High School Schrawger - Congratulations to Marsha Iwers for an "A" in her business law course. Wanted to encourage continuing education for city employee. Bob Hart said that the Employee Benefits Committee is working on city-wide policy for this purpose. Hart - Ed Barry, Jim Briggs, Alan Bienke and Bob Hart will meet tomorrow on the NPDES. Connor - Officer Bill Pascoe will be honored at a breakfast meeting for those officers who have accomplished DWI arrests.
