910178 Resolution authorizing a contract with Wagner & Klein, me. for architectural services
related to the Old Dost Office/Bob Dart (Pulled by Joe Saegert)
Mr. Saegert wants to have local architects look at the post office building. He would like
for this t be deferred until after other architects have .I chance to look at the

Bob Hart responded that since Phase I (investigations) has already been completed, it
would not be prudent to spend that time again for the purpose of allowing other architects
to do their investigations. This project needs to be fast -tracked because of the need to
move the Planning Division. Staff is ready to meet with Wagner & Klein next week.
He also pointed out that the renovation of the post office will need to be done by an
architect with experience in dealing with the Texas Historical Commission and the
National Parks Department.
Motion by Pearce and second by Schrawger to approve the resolution as read. Approved
5-1. (Saegert opposed)
910183 Approval of diesel fuel agreement with Williamson County/Marianne Landers Banks
(Pulled by Mike McMaster)
. McMaster wanted to point out that this is a positive step toward cooperation with the
county as one of our Century Plan Goals is to improve relations with other entities in the
area.

0 Old Grace Episcopal Church task force/Bob Schrawger
Schrawger listed the possible uses for the building as. office for the Heritage Society
Visitor Center, artifact storage, video showing, meeting room, wedding chapel. The two
possible sites for the relocation are: the Cain property at the comer of 8th and Church
Streets, and the parking lot at the comer of 9th and Main Streets. The building was
constructed in 1881, at the location currently occupied by Mikeska BBQ at 1003 Main
Street, The Relocation Committee composed of Joan King, Jack Hunnicutt, Linda
McCalla and Liz Taylor will meet again on Thursday at 8:00 a.m. No decision has yet
been made on the site location.
o Youth Center/Mike McMaster
Mr. McMaster has taken quite a few people on tours of the old bowling alley. A

d over to the FDIC today, with an estimated i week turnaround on decision.

building. The Youth Activity Center Committee and City Staff are working hard to get
this facility before summer starts. Once we get confirmation on their acceptance of our
offer, Mr. McMaster would like to have an Open House before work begins to renovate
for the youth center and after the renovation is complete.
o Housing Rehabilitation meeting/Winfred Bonner
Bob Hart spoke of the progress thus far on the work of the committee. They have met
twice to establish policies and procedures.
Bob Hart announced that he and Barbara Pearce, : ! Tonn,.If I•,`
Saegert attended the PUC Rate Case Hearing. Hart said that Ms. Pearce testified well,
r • contributed greatly to the +!{{ outcome.
Joe Saegert said that attending the hearing was an educational and informative experience.
Barbara Pearce noted that other than the Mayor of Boerne, the Georgetown group were
the only elected officials who came to the hearing. She feels that the Association of
Wholesale Customers is a worthwhile effort for the City Staff. Mike McMaster
recommends that we get the extended area service issue to PITC soon.
o administrative procedure for xeriscape exemption to the weed abatement
ordnance/Elizabeth Gray
Elizabeth has created an information sheet to be distributed to citizens wishing to apply
for exemption to the ordinance.
On another issue, Shorty Valdez commended the Street Department for the curbs and
gutter work done recently in his district. He asked Bob Hart about the possibility of a
park on the piece of property between Pine and Walnut, across from the Whitfield
property and Jessie Lozano's house.
Mike explained that the Council and Staff have worked long and hard to try to get
ownership of this pool. The Parks and Recreation Board and the River Ridge
Homeowners Association recommend that the City accept the pool. The City has agreed
to pay the back taxes owed. The School District has indicated that they may help with
the maintenance, and there is the possibility of some County support as well. The pool
is expected to be ready for the opening of the season this year.

910189 Presentation on teen court possibilities/Marianne Banks
A committee composed of Barbara Pearce, Municipal Judge Don Higginbotham, and City
Attorney Marianne Banks researched the teen courts in other cities. The idea is to train
volunteer teenagers to act as judges and attorneys. Teenagers would also serve on the
juries. The juries would not decide guilt. That will have already been determined. The
teenage juries would decide on punishment only, such as the term of service to the
community. The teenage defendants and their parents would have to agree to have their
case heard by the teen court in order to get this offense erased from their record. There
will need to be a clerk, either hired or donated, and it will require a considerable time
commitment from the City Attorney and the Municipal Judge.
Pearce expressed the need for this project to be adequately funded. Dart wants the
estimated expense to be decided in time to include in the City Budget preparation this
summer. McMaster appreciates the effort that the group has put in on this so far and
would like to have it on line in the fall.
Barbara Pearce has received a very favorable response from Superintendent Gunn, and
it would coincide well with the Drug Task Force activities for October 15 through
November 1. Judge Higginbotham has also gotten a favorable reaction from Juvenile
Probation. Many parameters need to be established. Mayor Connor appointed a Task
Force made up of Judge Higginbotham, Marianne Banks, Barbara Pearce, the Personnel
Director (to be hired), designees from the school district, Chief Hugh Anderson, and
Superintendent of Administrative Services Brad Stratton. They were asked to come back
to the Council with specific plans by June 30, in order for it to included in the City
Budget.

910191 Setting a date for Council workshop and orientation sessions/Bob Hart
Policy workshops to familiarize the council with the various divisions of the -city will
take place on a weekly basis at City Hall at the noon hour. The Council Team-Buildin1.1
Workshop was tentatively set for May 25.
910192 Appointment of the Planning and Zoning Commission as the Century Plan Citizen's
Advisory Committee (C.A.C.) and set a public hearing date for the C.A.C. to consider a
petition to amend the Century Plan Future Traffic System Map to include the extension
of FM3405/llildy Kingma and Ed Barry
This issue was brought to the Council by a consultant. The date in the resolution will
need to be changed to June 20.
Motion by Tonn and second by Pearce to approve the resolution with the change in date.
Approved 6-0.

Corporation and the FDIC for $35,000, the appraised value, for acquisition of the Dove
Springs property, and to pay taxes, penalties, and interest of $761.78 owed on the
property.
