The City Council of the City of Georgetown, Texas, met in a regular session on the above date with Mayor Bill Connor presiding. Council Members Council Members Present: Absent: Mike McMaster Winfred Bonner Jane Voltz Bill Shelby Bob Schrawger Ferd Torn Planning and Zoning Commissioners in Attendance: Chairman John Kuhn Vice Chairperson Patty Eason Robert Hoppe Jack Moods Steve Bamsch City Staff Present: City Manager Bob Hart City Attorney Marianne Banks Development and Planning Director Ed Barry Chief Planner John Warden Shorty Valdez The main focus of the discussion centered on the proposed sign ordinance being prepared by the Planning and Zoning Commmission. Members of the Commission indicated that some of the new features of the proposed sign ordinance would address reductions in total allowable signage area and individual sign size requirements; for master signage plans for shopping centers and multi -use facilities; and prohibition of certain types of signs such as portable signs, banners, balloons, flags and similar items; a process for addressing non- conforming signs created by the passage of the ordinance, including a possible process for amortizing non -conforming signs; and finally the possibility of a design review process, although this element will probably be deferred to a later date. Minutes of Special Joint Meeting/May 21, 1991 Page 1 of 2 The Council had questions concerning some specific signs as well as how this would affect some existing signage in the community. Specific answers were not readily available, although it was indicated that the draft, as currently written, would impact a significant number of existing sign owners. A discussion regarding the schedule for submittal of the ordinance to the City Council was conducted. The Council felt that P & Z finalizing their draft in June and conducting a public hearing at their regularly scheduled meeting in July with presentation of the final draft for Council consideration at the Council's meting of July 23, 1991, would be acceptable. It was generally agreed that the City needed to proceed with considering a more comprehensive method for addressing signage throughout the community, recognizing that the manner in which we address signage will reflect to a large extent the image that is projected by the community to area residents as well as visitors to the City.
