Approved 7-0. Consent Agenda Council Members Mike McMaster and Ferd Tonn filed Conflict of Interest Affidavits and abstained from voting on Items 910314 and 910315. 910312 Approval of meeting minutes-- Regular Meeting of June 25, 1991 /Elizabeth Gray 910313 Resolution authorizing the City to submit a grant application for the National Tree Planting Program/Randy Morrow and Hartley Sappington 910314 Authorization for the Mayor to execute a contract with Advanced Custom Molders for the extension of utility lines/Bob Hart 910315 Resolution approving an agreement with DIJ Construction Co., Inc. for completion of the South II3-35 utility improvements/Jim Briggs 910316 Citizen's Advisory Committee recommendation on proposed amendment to the Century PlanmDevelopment Plan to include extension of FM 3405/Hildy Kingma and Ed Barry 910317 Resolution amending contract with the Georgetown Industrial Foundation providing operational services to the Convention & Visitor's Bureau/Liz Taylor and Hartley Sappington 910315 Resolution approving the revised Library Meeting Room and Board Room Policy/Mary Pat McLaughlin and Hartley Sappington 910319 Resolution awarding bid for re -roofing Fire Station #1 to Dean Contracting Co./Les Bunte and Terry Jones 910320 Award of annual bid for liquid alum to Coastal Products and Chemicals, Inc. for $10,710.00/Terry Jones and Tim Briggs 910321 Approval of request from Georgetown Independent School District for waiver of plan review fees for improvements at Eagle Field/John Warden and Ed Barry Motion by Schrawger, second by Valdez to approve the Consent Agenda. Approved 7-0. Minutes of City Council Meeting/July 9. 1991 Page 2 of 5 Regular Agenda 910322 Citizens wishing to address the Council. Done 910323 Mayor, Council, City Manager, and stall comments and. reports Winfred Bonner would like to receive the Accounting Department print-outs for May and June. Glenn Reynolds will see that he receives those. Mike McMaster announced that contractors are viewing and preparing proposals for the remodeling of the vacant space recently acquired for a youth center. The Youth Activity Center Committee is deciding on a date to have a party. Bill Shelby said he is anxious for the center to be open and hopes the young people gathering in the parking lot will then move inside the building. Bob Hart called Randy Morrow to the lecturn to give a status report on the Youth Center. Randy announced that the blueprints are back from Architect David Voelter. Rob Packheiser, City Building Inspector, is reviewing the blueprints at this time. The Drug Treatment Center has been contacted about cleaning and painting that is needed. The targeted opening date is August 1. The former Assistant Director at the University of Texas Athletic Center has been hired to be the Youth Center Director. He will start on July 22, Bob Hart announced that the proposed 1991-92 budget document will be presented to the Council on Monday, August 19. Council will meet on August 20, 21 and 22 in budget work sessions. The first reading for approval of the new budget will be September 10 -- second and final reading to be September 24. Bob reminded Council of an invitation from LCRA to attend an Open House on Monday, July 22 from 4:00 p.m. to 7:30 p.m. at the Northside Middle School. The Open House is being held to update the area residents on future electrical transmission options as well and specifically to discuss the proposed location of and dedicate a third substation to be called the "Glasscock Substation." Bob Hart invited Director of Public Utilities Jim Briggs to speak to the Council and answer possible questions in this regard. When asked for suggestions or objections concerning the proposed name of the new substation, Mr. Morton King, suggested that the new substation be named for "Cap" Brady, a former law enforcement officer in Georgetown, who was responsible for protecting the City's ability to generate its own electricity. 910322 Review and adoption of governance process policies/Bill Connor Members of the Council discussed their hesitation to adopt the governance policies as provided in the agenda packet. The Mayor asked for specific passages that caused their Minutes of City Council Meeting/July 9, 1991 Page 3 of 5 concern. He suggested that it was prudent to establish printed operating policies in order to clarify Council's position to the City Staff. He reminded Council Members that these policies can be amended. Bob Hart explained that the "ends and means" format used in the governance policies will be the same format used in the proposed budget document prepared using the "goals and objectives" from last year's budget and the Century Plan with emphasis left to the direction of the Council by their review of the budget document. Motion by McMaster, second by Bonner to defer discussion on these policies (Item Nos. 910322 and 910303) until next Council Meeting at which time Council will have studied further and will be prepared to discuss and add or delete specific portions. Approved 7-0. 8:48 p.m. - Break - Reconvened at 9:08 p.m. 910323 Discussion and review of Council-Manager/Staff Relationship policies/Bill Connor 910324 Staff report and Council discussion regarding residential sanitation and recycling services/Hartley Sappington Hartley asked for the Council's input on the options available for sanitation and recycling services in Georgetown and the ETJ. Issues such as fee to be charged, frequency of pick- ups, increased contract costs, equalization of rates inside and outside the City, etc. were presented as options for the Council's consideration. Jane Voltz would like to see a comparison of costs to do it "in house" Hartley explained that there will be two public hearings held on July 23 and August 13 in order to obtain input from the public before initiating the service in Georgetown. Bob Schrawger noted that the Monthly Report is an excellent summary of recap utility improvements and other projects being done by the City. Jane Voltz attended a River Ridge Homeowners Association Meeting, and said that the homeowners in that subdivision are very enthused about the proposed park at the Junior High School. Randy Morrow and Hank Cleaver of the Ciy Staff made excellent presentations to the group regarding their duties at the City. Bob Hart announced that he would be on vacation from July 10-29. Elizabeth Gray will be Acting City Manager in his absence. Sandra Lee will have his itinerary and phone numbers where he can be reached.
