There were no comments from the public or the City Staff other than City Attorney Marianne Banks announcing that the next hearing would be Thursday, July 25, at 7:00 p.m. in the Council Chambers, City Council Minutes/July 23, 1991 Page 1 of 5 The Commit,..,.; will present the chosen pian to the Co"acil at the regular Council Meeting on Tuesday, August 13. 11 (�' ■ �.�� • • Hartley restated the purpose of the hearing, explaining that when presented to the Council at the last regular Council Meeting, the consensus of opinion had been that the Council wished to maintain twice weekly sanitation pick up inside the City Limits and once a week pick ups outside the City Limits. Three options for recycling were presented at the hearing and public input was requested. The Council will be asked to make a decision on this matter at the regular meeting on August 13, Ms. Kathryn Stallard of 407 Innwood Circle in Georgetown, spoke in favor of the recycling program and her willingness to pay an extra fee for the convenience of curbside collection. She believes that we eventually would pay extra taxes to support more landfill space unless recyclable items could be separated from the normal solid waste. 11 • •� •�ft,71TRmt No action was taken. Consent Agenda 910330 Approval of meetingminutes-- Regular Meeting of July 9, 1991 /Elizabeth Gray Jane Voltz pointed out a correction to the minutes on Page 4 of 5, Item 910325, the name Ken Jones should be changed to read Hank Cleaver. 910331 Pulled (See Regular Agenda) 910332 Modification to joint agreement with GISD for development of a park at the Junior High School 910333 Resolution authorizing force account engineering services with McCord Engineering, Inc. for services related to relocation of an electrical distribution feeder (part of the Airport Runway Extension Project)/Jim Briggs Due to the cost of the proposed construction alignment exceeding the FAA limit of $144,200, this amount will be appropriated for the electrical line relocation, using City employee crew labor for the construction and McCord Engineering for the engineering services at a cost to the City of not to exceed $12,500.00. 910334 Resolution authorizing an increase in expenditure limit for intervention costs regarding the Brazos River Authority water rate case/ Glenn Reynolds City Council Minutes/July 23, 1991 Page 2 of 5 The previous_; 'authorized total expenditure of $400,66 has been or will soon be exhausted. Since the case continues, additional expenditures will be incurred. An additional authorization of $50,000.00 is expected to be the City's ultimate cost for participation in this case. 910335 Resolution approving a funding agreement with the Georgetown Palace Theater, Inc. for the further restoration and renovation of the Palace Theater building at 814 Austin Ave./Elizabeth Taylor and Hartley Sappington As approved by the Convention and Visitors Bureau Board on June 8, 1991, $5,000 in grant monies and $10,000 in loan monies will be funded from the hotel/motel tax revenues (Convention & Visitors Bureau Council Contingency Account #406-58). Motion by Valdez, second by Schrawger to approve the Consent Agenda with the correction to the minutes and with the exception to Item 910331 pulled by Ferd Tonn. Approved 7-0. Regular Agenda 910331 Resolution authorizing renewal of an annual engineering service contract with McCord Engineering, Inc./Jim Briggs Ferd Tonn asked why this contract needed to be approved prior to the new budget year. Jim Briggs explained that the FAA wanted the contract to be in effect for the entire period of the project. Motion by McMaster, second by Tonn to approve the resolution as read. Approved 7-0. ♦ Citizens wishing to address the Council, Ed Steiner presented a petition of 101 names requesting that the name of Chautauqua Park be changed to Edna Powell Park. Bob Schrawger suggested that in anticipation of the upcoming budget workshops, Council consult their July 8 issue of Nation's Cities Weekly regarding municipal finance issues. Jane Voltz commented that the information presented at the LCRA Open House on July 22 was excellent. She complimented Jim Briggs on a very good presentation. Elizabeth Gray asked Brad Stratton to give an update on the Housing Renovation Plans. He stated that twelve applications have been submitted. It will be up to the Committee to determine their eligibility. October 1 is the target date for construction to begin. City Council Minutes/July 23, 1991 Page 3 of 5 Mike McMasLcr asked Randy Morrow to give an upuate on the Youth Center. Randy introduced Derek Timourian, recently hired as the Youth Center Director. Remodel construction has started. Staff is hoping to have the center open by August 1. Brochures will be distributed to the schools. The Grand Opening has been set for August 24. They will be contacting the various city organizations to request donations of equipment or money with which to purchase them. Parents for Pride has already donated some equipment. Mayor Connor announced that there will be a Groundbreaking Ceremony for the South IH -35 Utility Extension Project, at 9:00 a.m. on Thursday, July 25, at the Aeromodelers Field along I-35. 910338 Discussion, review, and possible adoption of Council-Manager/Staff Relationship policies/Bill Connor Luther Laubach of 804 Country Club Rd. in Georgetown (former Council Member) addressed the Council in opposition to the items concerning adopting new governance policies. He sees no necessity of either item due to the overwhelming vote of acceptance of the City Charter, Several Council Members expressed a need to have more discussion on the policies before they are adopted. It was decided to conduct a workshop concerning the governance processes so that Council can deal with each aspect specifically, making changes and/or additions or deletions as they feel are appropriate for Georgetown. A workshop will be scheduled after the budget process if over. Mike McMaster felt that it was important for the Council to adopt these policies by unanimous vote, because if any Council Member objects, then the whole process would be jeopardized. 910339 Discussion, review, and possible adoption of governance process policies/Bill Connor See above explanation for Item 910338. 910340 Policy discussion of relationship of the City of Georgetown with Southwestern University regarding traffic control and street dedication/Marianne Landers Banks This item was pulled and deferred to the next Council Meeting on August 13, 1991. 910341 Ordinance repealing Ch. 6.16, Code of Ordinances, and adding a new Ch. 6.16 relating to regulation of peddlers and solicitors/Elizabeth Gray This ordinance was written based on policy direction from Council to staff in the discussion of June 25, 1991. Council requested addition of a requirement that peddlers or solicitors inform the City Secretary as to the dates and nature of each sales campaign they hold for as long as the permit is valid. Police Chief Hugh City Council Minutes/July 23, 1991 Page 4 of 5 Anderson re4u�sted the name of the state of issuance as well as the number of driver's licenses used for identification. Motion by McMaster, second by Torn to approve this ordinance on first reading with the additions requested by Council and Chief Anderson. Approved 7-0. 910342 Ordinance extending the Zoning ordinance provisions regulating child care facilities, First Reading Motion by Schrawger, second by Valdez to approve the ordinance as read on first reading. Approved 7-0. 910343 Ordinance to adopt the amendment to the Future Traffic System Map contained in the Century Plan -Development Plan to include the extension of FM 3405 from RM2338 to SH195/Hildy Kingma and Ed Barry Motion by Tann, second by Shelby to approve this ordinance as read on first reading. Approved 7-0. 1Evaluation Bob Schrawger noted an article in a recent Austin American Statesman concerning loss of hearing in youngsters due to exposure to high decibel noise. He pointed out that Marianne Banks had previously submitted a suggested noise abatement ordinance to Council. Schrawger feels it might be in everyone's best interest for Council to act on that ordinance. Mike McMaster reminded everyone of the anticipated August 1 opening of the Youth Center and encouraged them to visit the facilities. Mayor Connor expressed that this meeting was positive and that many issues had been acted upon in no more than two hours.
