The resolution was read by Marianne Banks. Motion by McMaster, second by Valdez to approve the resolution as read. McMaster commented that staff, attorneys, and Council have sustained commitment to fighting the terms of the BRA contract. He thinks we should feel very positive about the work we have done to bring this suit to a successful conclusion. Approved 7-0. 910398 Motion by Schrawger, second by Valdez to authorize the Mayor to execute the necessary documents with Tessco to purchase their buildings on 8th Street for $450,000 and to loan Tessco $412,000 to be repaid on an amortization schedule of $450,000. Approved 7-0. City Council Minutes September 10, 1991 Page 1 of 5 Pages Public Hearing on the proposed City of Georgetown FY '92 Annual Budget iProgram - Pam Pausewang of 2201 Rifle Bend, Georgetown, spoke regarding the proposed implementation of raises on the 2%-l%-1%-1% method. Was it intended to give employees a better deal or to save money for the City? Mayor stated that it both saves money for the City and gives employees an ultimate 5% raise. Consent Agenda 910400 Approval of meeting 'sates-- Workshop Meetings of August 20, 21, 22 and September 4 and Regular Meeting of August 27, 1991/Elizabeth Gray 910401 Resolution authorizing the City Manager to execute a grant agreement with the FAA in an amount not to exceed $1,220,000 for relocation of Laeway Dr./Travis McLain and Hartley Sappington 910402 Ratification of variances from the design standards of the subdivision regulations for a 10.874 acre tract at 300 Industrial Blvd. (the ssway/Tessco facility)/John Warden and Ed Barry 910403 Authorization to expend additional funds of approximately $16,500 to complete excavation and removal of contaminated soil at the old city shop waste oil tank removal site by Texas Industrial Waste Control, Inc./Ken Jones and Glenn Reynolds Motion by Valdez, second by Schrawger to approve Consent Agenda. Approved 7-0. Regular Agenda 910404 Citizens wishing to address the Council. There were no citizens wishing to address the Council 910405 Mayor, Council. City Manager, and staff comments and reports Valdez introduced Rachel Harris and Officer Lloyd Pearson who introduced the Eagle Line, a non-profit, tax-exempt organization, and their "warm line" for children home alone after school. It would operate from 3:30 p.m. to 6:00 p.m. The number is 869 -SAFE. They need volunteers to operate the line. City Council Minutes September 10, 1991 Page 2 of 5 Pages Schrawger attended the meeting last night at City Hall where former Council Member Barbara Pearce "kicked off" a community drug awareness program. October 19-27, 1991, will be Red Ribbon Week. He also called attention to the Good Neighbor Fund and announced that it had only 13% participation in the month of July. Schrawger advised everyone that cold months are coming, and we need a higher rate of participation. Voltz congratulated Glenn and Bonnie McLain for the Certificate of Achievement for Excellence in Financial Reporting. She also congratulated Liz Taylor for election to the Board of Directors of the Texas Association of Convention and Visitor Bureaus. Shelby commented that the Youth Activity Center is an "amazing" success, thanks to the hard work of Mike McMaster and the City. McMaster acknowledged that the Youth Activity Center is indeed doing well, but adequate staffing is a problem. He said they could use adult volunteers to help supervise the unexpected numbers of teens that are using the Center. Bonner announced that the block grant was awarded, and he is anxious to see the City start work on the houses so that renovation work can begin. Connor stated that State Representative Parker McCollough had a fire on his street the other night and was very impressed by handling of the incident by both the police and fire departments. Hart announced that there will be a hearing on the Dove Springs Treatment Plant by the Texas Water Commission at 9:00 a.m. on September 11 in Austin. 910406 Ordinance adapting a budget for the fiscal year beginning Oct. 1, 1991 and ending Sept. 30, 1992 --First Reading/Bob Hart and Glenn Reynolds Hart read the ordinance. Schrawger commented that as of 1986, the budget was supposed to be driven by the Century Plan, which set high ideals for the City. City Manager Hart has done a good job reconciling those ideals with the financial realities. Voltz reviewed changes that had been agreed upon in budget workshops, and asked for acknowledgement that those changes had been incorporated into the proposed budget. Motion by Schrawger and second by Valdez to approve the ordinance as read. Approved 4-3 (Bonner, Shelby, and Tonn opposed) City Council Minutes September 10, 1991 Page 3 of 5 Pages 910407 Ordinance levying a tax rate of 40.24 cents per hundred dollars of valuation for the City of Georgetown for the tax year 1990 --First Reading/Bob Hart and Glenn Reynolds Hart read the ordinance. McMaster noted that Council has strived to keep the tax rate down, and they were aided by the fact that there were many housing vacancies, therefore less demand for services. Vacancy rates are now down, there is more demand on services and it is not an option this year to leave the tax rate the same as last year. Schrawger said because utility rates are switching to "pay as you go", an increased tax rate is inappropriate. Motion by Valdez and second by Voltz to approve the ordinance as read. Denied 3-4 (Bonner, Tonn, Schrawger, and Shelby opposed) Motion by Schrawger to amend the ordinance such that the budget provides for a .2499 tax for the purpose of maintenance and operations and a total tax rate of $.3900 (as stated on page 2 of the budget ordinance.) Second by Tonn. Approved 4-3 (Voltz, McMaster, and Valdez opposed). Hart received confirmation from Council that this action would reduce the proposed Council contingency by $49,000, due to the fact that remaining fund balances were insufficient to absorb this reduction in revenues. 910408 Ordinance repealing Sec. 13.04.010 through 13.04.090 of the Code of Ordinances relating to electric rates; adopting Sec. 13.04.110 through 13.04.095 relating to electric rates; and amending Sec. 13.04.120 relating to water rates, Sec. 13.04.140 relating to sewer rates, and Sec. 13.04.180 relating to solid waste disposal rates/ Bob Hart and Glenn Reynolds Hart read the ordinance. Motion by McMaster, second by Schrawger to approve the ordinance as read. Approved 6-1 (Tonn opposed). Bonner is concerned about the effect of utility rate changes on lower income residents. Would like to see increased promotion of the Good Neighbor Fund. Schrawger stated that the decision to support this ordinance was very difficult. However, it is needed to position the City to attract industry and more development, which will offset expenses to provide City services. He feels that utility operations should be pay-as-you-go. Motion by McMaster and second by Voltz to approve the ordinance as read. Approved 7-0. 910410 Ordinance No. 91-24 rezoning a 2.43 -acre tract in the C. Stubblefield Survey, located at 2611 U. S. Hwy 81 So., from RS -Residential Single Family to C -2A, Commercial First Height --Second Reading/Ed Barry and John Warden Motion by McMaster and second by Tonn to approve the ordinance on second reading.
