910414 Citizens wishing to address the Council
o Special presentation by Georgetown High School Principal Gary Krowell
Principal Krowell presented "Eagle Pride" lapel pins to the Mayor and Council
and City Manager, with the message that they were to be worn to demonstrate our
community pride and support of the Georgetown schools.
910415 Presentation/discussion of concepts for a storinwater utility drainage
district/Jim Briggs
Jim Briggs gave a slide presentation to visually explain the definition of
stormwater drainage, with examples of containment and filtration methods used
in Georgetown, and showing the need for increased enforcement of protection
requirements. He explained that filtration and well head protection are considered
to be "preventive medicine" for water supplies. He emphasized that correction
procedures are very costly.
Briggs informed Council that they had requested proposals for consultants to
calculate Georgetown's need and administrate the development of a drainage

utility
for the City of Georgetown.

and
Steger &
Bizzell.
Jim Briggs introduced George Oswald, Director of Stormwater Management for
Camp Dresser McKee, who gave an overview of the process to establish a
drainage utility. Using an overhead projector he explained the newest
requirements mandated by the Environmental Protection Agency --testing of
discharge, treating, and controlling drainage. Also involved are the Texas
Municipal Pollution Abatement Rules mandating funding. Municipalities will be
required to come into compliance between 1993 and 1997 and every five years
thereafter.
Oswald explained the three recognized methods of funding utility drainage --such
as taxing, non -user fees, and user fees (based on actual demand). The revenues
derived from the funding method would be pledged only to stormwater operations
and maintenance.
The rate basis for the utility charge would be the percentage of impervious area
used by the property owner. The drainage fee would be charged only to those
properties within the boundaries of the city. Oswald said that the current utility
system could be revised to collect the revenue.

Bob Schrawger requested a status report for the Episcopal Church Relocation
Committee on the McKamy agreement. He also spoke about the TML Regional
Meeting held in Smithville that he and the Mayor and Mr. Bonner attended and
noted that it had been announced that the next meeting would be held here in
Georgetown in January.
Ferd Tonn also noted that the Grace Church would like a response from the City
on the progress of the relocation of the old church building.
Jane Voltz volunteered to help organize the TML Regional Meeting in January.
Mayor Connor asked that the evaluation process begin soon for City Manager,
City Attorney, City Secretary and Municipal Judge.
In honor of United States Constitution Week, the Mayor read the following
proclamation for recording into these minutes:

"Whereas, We the People did ordain and
establish a Constitution for the United States of
America to secure the blessings of liberty for
ourselves and our posterity; and
Whereas, it is important that all citizens fully
understand the provisions, principles, and meaning
of the Constitution so they can support, preserve,
and defend it against encroachment; and
Whereas, the President and the Congress of
the United States have designated September 17 as
Citizenship Day and the week of September 17-23
as Constitution Week; and
Whereas, Constitution Week and Citizenship
Day provide the opportunity for all Americans to
learn about and to reflect upon the rights and
privileges of citizenship and its responsibilities; and
Whereas, the people of the City of
Georgetown do enjoy the blessings of liberty, the
guarantees of the Bill of Rights, equal protection of
the law under the Constitution, and the freedoms
derived from it;
Now, Therefore, 1, Bill Connor, Mayor of the
City of Georgetown, Texas, do hereby proclaim
September 17, 1991 as Citizenship Day
and
the week of September 17-23 as Constitution Week
and invite every citizen and institution
to join in the national commemoration."
The Mayor adjourned the Council Meeting at 7:54 p.m.
