There were no citizens who addressed the Council. 910469 Mayor, Council, City Manager, and staff comments and reports 0 proclaiming Sheriff Jim Boutwell Appreciation Day Mayor Connor referred to a proclamation that he will read on Tuesday, October 15, at a dinner to be held in Sheriff Boutwell's honor. 0 proclaiming Hispanic History Day/Brad Stratton Brad introduced members of the Los Unidos Club of Georgetown who accepted the proclamation read by the Mayor. 0 TML conference arrangements The following members of the Council confirmed their intended attendance at the TML Conference to be held in Fort North on October 23 through 26, 1991: Mayor Bill Connor, Shorty Valdez, Jane Voltz, Bill Shelby and wife, Bob Schrawger and wife, and Ferd Tonn and wife. 0 Dick -off: Friendly Service Recognition Program Elizabeth Gray explained the new program to reward employees for friendly customer service "above and beyond the call of duty." City Council Minutes October 8, 1991 Page 2 of 7 Pages o plan P&Z breakfast meeting Bob Hart announced that there will be a joint Council/Planning and Zoning breakfast meeting at 7:30 a.m. on Thursday, October 17, at Southwestern University, o Endangered Species Workshop The following members of the Council confirmed their intended attendance at the Endangered Species Forum to be held in Austin on Wednesday, October 9, 1991: Mayor Bill Connor, Jane Voltz, and Mike McMaster. Bob Hart will serve as a moderator. o Governance Policy Process Mayor Connor asked Bob Hart to prepare a policy manual to present to the members of Council prior to the first meeting in November, at which time they will discuss and possibly take action. o Other items Bob Hart announced that in regard to the citizen request of Mr. Manuel Flores, the "much -publicized" plumbing problem in the San Jose area will be taken care of by donations from Georgetown Plumbing, McCoys, DIJ Construction, Berry Hardware and Steve Brittain, Mayor Connor asked to schedule and post the personnel review of the City Manager to occur at 5:00 p.m. on Tuesday, October 22, prior to the beginning of that regular meeting. 910470 Ratification of variance from site design standards for Tract 5, Airport Industrial Park, located at 116 Halmar Cove, and amendment to the Century Plan/John Warden and Ed Barry Councilmember Schrawger questioned if approving this variance would thereby cause amendment to the Century Plan. Ed Barry replied that it would. Ratifying the variance in the intensity level from 3 to 4 would result in ad hoc amendment to the Century Plan. Mayor Connor questioned whether there were business entities involved other than Texas Outdoor Power Equipment. Barry replied that there are two other businesses in Airport Industrial Park. Airport Industrial Park is similar to Industrial Park North in that both are served only by water. However, Industrial Park North is set at Intensity Level 4. The effects of increasing the intensity level would be: (1) long-term - the need to provide water and wastewater, and (2) short- term - the possible increased traffic. City Council Minutes October 8, 1991 Page 3 of 7 Pages Bill Shelby questioned the ability of Airport Rd. to handle the increased traffic. Ed acknowledged that improvements will be needed, but the City plans to wait for the demand before spending the funds to do the improvements. Motion by Schrawger, second by McMaster to approve the variance as requested. Approved 6-0. 910471 Ordinance No. 91�30 (amending Ord. 91�21) regarding revision to City Council election • • ...r Banks The caption of the proposed ordinance was read by Marianne Banks. Motion by Valdez and second by Voltz to approve the ordinance as read on second reading. Approved 6-0. 910472 Approval of the Grace Church relocation plan and review of Task Force report/ Hartley Sappington Hartley presented Architect David Welter's concept of the relocation layout and discussed with Council the need to approve the site plan, advertise for bids to have the building moved, and actually move the building by December 1, 1991. The following representatives of the Relocation Task Force were present: Linda McCalla, Jack Hunnicutt, and Joan King, Mayor Connor asked if we had received a signed lease from Mr. McKamy for his property which fronts on Main Street and would be used for parking according to the architect's relocation plan as presented. City Attorney Marianne Banks replied that a letter of agreement had been received, but not the signed lease as yet. Mike McMaster felt that the reason the City wanted to lease the property was to put the church building on it. Ferd Torn agreed that the general conception of the Council was to put the church building on the McKamy property and use the parking that exists and acquire more spaces with the removal of the small adobe building behind the McKamy property. Linda McCalla of the Relocation Task Force feels that the consensus of the Task Force is to do it as shown by the architect's concept, both for aesthetic reasons and because of the presence of a very large and obviously old oak tree on the site that would need to be severely trimmed or possibly removed if the church building were to be placed on the McKamy property. City Council Minutes October 8, 1991 Page 4 of 7 Pages Bob Schrawger added that since tourism is so important to Georgetown, he thinks this concept is good because it allows adequate space for a tour bus to unload near the proposed restrooms to be built behind the church building. McMaster would like to see more parking as well as the church placed in a good position. Jack Hunnicutt of the Relocation Task Force explained that after considering the overall plan, no more spaces would be available by placing the church on the McKamy property and using the other available land for parking. Mayor Connor noted that parking is a primary issue. No money has been set aside in the budget for additional parking lots. He feels that the real intent and purpose in purchasing the Cain property was for additional parking as close as possible to the old post office building which will be used for city offices. Mayor Connor suggested that the meeting be moved to the site in question. 7:50 p.m. recessed to corner of 8th and Main 8:12 p.m. returned to Council Chamber Motion by Voltz, second by Schrawger to approve the recommendation of the Church Relocation Task Force by placing the church building on the corner of 8th and Main and pursuing additional parking on the Cain property. Approved 5-1. Torn opposed. When questioned by Mayor Connor as to how the money would be found to be able to do both, Hart replied that the parking lot construction could be done in- house. The budget allows $20,000 for the relocation of the building. He feels it will be possible to obtain bids for approximately $19,000. The budget for the construction of the restrooms is $30,000. He feels since the project will not be completely finished in this fiscal year, additional funding could be allocated in next year's budget. Schrawger pointed out that the possibility of receiving the church building was not even an issue at the time of the purchase of the Cain property. Moving the church back to approximately the same area where it had originated would have historical significance, since this area is where George Washington Glascock originally settled and formed the town. Schrawger requested that the Church Relocation Task Force remain in tact until after the relocation is complete. City Council Minutes October 8, 1991 Page 5 of 7 Pages Tonn feels that this difference of opinion as to where to place the church has caused a delay in getting the old church building moved off its current site, which has caused considerable inconvenience to the existing church membership. Jack Hunnicutt expressed his opinion that the Georgetown Heritage Society would be supportive of putting the church in the location as shown on the architect's concept drawing. McMaster noted that putting the church building on city -owned property would be better than putting it on leased property. Hart noted several standing committees that need to be reviewed, including the Traffic, Safety, and Parking Committee and the Electrical Examiners Board. Mayor Connor appointed a Council Sub -committee consisting of Mike McMaster as Chairman, Jane Voltz and Bill Shelby to report back on their recommendations at the second regular Council Meeting in November. 910474 Resolution submitting names for normination to the Williamson Coun Appraisal District Board of Directors/ Mayor Connor I Mayor Connor informed Council that GISD is in favor of Marty Tyree being appointed to return to the Appraisal District Board. Motion by Schrawger, second by Voltz to nominate Marty Tyree. Approved 6-0. 910475 Ordinance No. 91-32 authorizing the issuance of City of Georgetown $1,665,000 General Obligation Refunding Bonds, Series 1991, approving an official statement, the execution of an escrow agreement, and making provisions for the security thereof, and ordaining other matters relating to the subject --Second reading/Glenn Reynolds Glenn read the ordinance, changing the amount of the bonds to $1,665,000.00. Motion by McMaster, second by Tonn to approve the ordinance as read on second reading. Approved 6-0. 910476 Ordinance No. 91-31 (amending Ord. 91-21) specifying a change in location of City of Georgetown election precincts (polling places) to the Main Library and GISD Administration building --Second Reading/ Elizabeth Gray Elizabeth read the ordinance. Motion by Valdez, second by McMaster to approve the ordinance as read on second reading. Approved 6-0.
