Williamson County Deputy Sheriff Carl Joiner advised that he is running for
Constable in County Precinct 3.

Bonner told of vandalism to cars parked on Scenic Drive near Blue Hole and
requested more police coverage.
Valdez asked for an update on Westinghouse Road. Jim Briggs answered that the
retaining walls, curbs and gutters are 90% complete. The City is waiting for the
County to prepare for paving at which time the City will come back into the area
and do the paving. The target date for completion is the first of the year.
Voltz announced that she and Councilmember Bonner, Randy Morrow, Brad
Stratton and Bob Hart had just returned from the Federal Emergency Management
Training School in Emmitsburg, Maryland. The revised Emergency Management
Plan for the City is currently being worked on for Council review in January.
Voltz also announced that the Convention and Visitor's Bureau won an award for
the brochure about Georgetown.
Hart invited the Mayor and Council to attend the Employee Recognition Luncheon
on Thursday, December 12, from 11:15 a.m. to 3:30 p.m. at the Community
Center.
Hart announced that he and Councilmembers Bonner, McMaster, and Torn toured
the Tessco facilities. He feels that the changes have been positive and that Tessco
is a positive partner in industrial recruitment for Georgetown.
910540 Ordinance amending Section 13.04.085 "Curtailable Power Service Rider" of
the Code of Ordinances --Second Reading/Glenn Reynolds
Motion by McMaster, second by Tonn to approve the ordinance as read on second
reading. Approved 6-0.
910541 Acceptance of $11,336 from the Federal Deposit Insurance Corp. (FDIC) for the
City of Georgetown to construct a sidewalk along the frontage of the Thousand
Oaks Shopping Center on Leander Rd./Ed Barry

The construction of a sidewalk was a condition of approval when the shopping
center was built, but construction was delayed due to the widening of Leander
Road which was scheduled to begin in 1986. However, the original owner lost
financing for the center. FDIC was contacted and offered $11,336 from an escrow
account. The City will act as the general contractor on the job. Permission was
asked of the Council to accept the money and the responsibility for construction
of the sidewalk. Comfort Inn and Jiffy Mart were constructed prior to the 1985
ordinance which required sidewalks. Barry suggested talking to GISD about joint
financial participation.
Motion by McMaster to accept the money from the FDIC, to check with the
school district about joint funding and for staff to look into the possibility of
extending the sidewalk beyond the frontage of the shopping center, west to the
junior high. Second by Bonner. Approved 6-0.

Schrawger asked for further explanation regarding non-contiguous locations. The
ordinance as written would apply only to those locations that are a continuation
of an existing location.
Motion by McMaster, second by Valdez. Approved 6-0.

Hart discussed the itemized policies with Mayor and Council. Voltz was
concerned on the Policy on Council -Manager Relationship: Council and Staff
Relations about not being able to speak to department heads without going
through the City Manager. Schrawger suggested including that the
Councilmembers should forewarn staff of questions regarding the items listed on
the Consent Agenda. Mayor Connor suggested that Council re -write the policy
so that it reads the way they can accept it. Voltz would like to have the Council
Retreat re -instated in the City Manager's responsiblities for orienting new
Councilmembers.
At the regular Council Meeting on December 10, the following policies will be
discussed: Committee Principles and Delegation to the City Manager. Those
policies will be included in the agenda packet for the Councilmembers as well as
posted with the agenda and copied for distribution to the audience at the Council
Meeting.
