900574 Citizens wishing to address the Council.
Mr. Charlie Culpepper, Mayor Pro Tem of Round Rock, requested the
Council's support for the Williamson County Humane Society as it continues with
its project to construct an animal shelter facility.
900575 Mayor, Council, and City Manager comments and reports.
Councilmember Schrawger reported on the progress of the personnel
evaluation council committee, which met on 14th and 19th of this month. They
have completed an initial draft document on the performance evaluation of the
City Manager and other Council appointees. In final form, this document is
intended to serve for future Council evaluations as well as the present one. The
Space Utilization Committee has received a draft proposal from the architectural
firm of Wagner and Klein (in Fredricksburg) on assessment of both short and long
term space needs. The first phase of data collection and assessment of current
needs /use could cost up to $9,000. Council agreed to put this item on the next
agenda for action.
Councilmember Pearce: the windows of the old HEB are broken, there are
shards of glass sticking out, and the situation needs to be corrected. Also, she
would like to pursue the possibility of a Teen Court, as discussed in the Council
retreat.
Mayor Connor: The South IH -35 utility line extension is finally underway,
and the next agenda will include acquisition of ROW easements.
Bob Hart: The City received four proposals on setting up a stormwater
drainage utility district. There are two firms, Steger & Bizzel and CH2M Hill- -
each with significant strengths in this kind of work- -from which the City will
accept final proposals. A recommendation for award of the contract will probably
appear on the January 8, 1991 agenda.
900576 Ordinance annexing specified land areas- -First Reading/Ed Barry
Councilmember Tonn doesn't want to increase the tax burden of owners
of those properties proposed for annexation.
Councilmember McMaster favors the ordinance because it would give the
City control - -which it does not now have - -over these properties that are
surrounded by incorporated properties. The intention of two previous Councils has
been to annex so that all citizens within a contiguous area are under the same
rules and regulations.
Councilmember Bonner is concerned that annexation will make these tracts
less marketable. Furthermore, he feels that the City is not desperately in need of
the increased revenue annexation would generate.
Councilmember Pearce remarked that all but two of the tracts are very
small parcels adjacent to already- annexed land. To date, Council is behind in its

planned schedule for annexation. Fairness a real issue because these tracts are
surrounded by taxpaying owners, and without zoning rights, the City's inability
to control use of these tracts leaves citizens at the mercy of non - annexed owners.
In addition, Council is behind in its planned schedule for annexation.
Mayor Connor agreed that this is an attempt to protect the citizenry and
be fair.
Motion by McMaster and second by Pearce to adopt the ordinance on first
reading. Tie 3 -3 (Tonn, Schrawger, and Bonner opposed). Mayor voted in favor
to break the tie. Approved 4 -3 (Tone, Schrawger, and Bonner opposed).
900577 Ordinance changing the name of the Tourism Development Board to the
Georgetown Convention and Visitor's Bureau- -First Reading/Hartley

Motion by Schrawger and second by Bonner to approve the ordinance as
read on first reading. Approved 6 -0.
900578 Ordinance establishing a records management program for City of Georgetown
records- -First Reading/Elizabeth Gray
Motion by Pearce and second by Valdez to approve the ordinance as read
on first reading. Approved 6 -0.
900579 Ordinance adopting a new City of Georgetown Code of Ordinances- -First
Reading/Elizabeth Gray
Motion by Schrawger and second by Valdez to approve the ordinance as
read on first reading. Approved 6 -0.
900580 Appointments to the Parks and Recreation Committee/Mayor Connor
Motion by Pearce and second by Valdez to approve the reappointment of
Debbie Bean and Danny Meigs, and the appointment of Linda Davis, Patricia
Felder, Mark Moore, Roger Pena, and Anita Williams. Approved 6 -0. (Members
will draw for terms -- either one or two years - -at their first meeting).
900581 Review State Dept. of Highways and Public Transportation preliminary design
plans for Leander Rd. improvements, set public hearing date/Hildy Kingma and
Ed Barry
With the aid of a map, Hidly Kingma reviewed the proposed realignment
design. This first phase will include signage.
Motion by Pearce and second by Torn to approve presentation of the
proposed realignment design at a public hearing scheduled for 6:30 pm on
December 11, 1990 preceding the next regularly scheduled Council meeting.
Approved 6 -0.
900582 Review and discuss State Dept. of Highways and Public Transportation (SDHPT)

Motion by Pearce and second by Bonner to adopt this list of SDHPT
priorities, with the addition of an additional tree - planting beautification project
along South IH -35. Approved 6 -0.
900583 Cancellation of the second regular meeting in December/Mayor Connor
Motion by Valdez and second by Bonner to cancel the second regular
Council meeting in December. Approved 6 -0.
900584 Resolution regarding the City of Georgetown's legislative policy/Bob Hart
Councilmembers McMaster and Pearce expressed concern regarding the
breadth of specific legislative initiatives contained in the resolution. Council
discussed various specific policies, agreeing to eliminate numbers 9, 10, 15, and
56 of "supported" policies.
Mr. Wade Todd disagreed with numbers 9 and 10 of the "support" policies,
and questioned the advisability of the City lobbying for so many different
legislative initiatives.
After further discussion, Council agreed to consider a list at the next
regular meeting which includes only those items which will have a direct impact
on Georgetown.
Motion by McMaster and second by Bonner to postpone consideration on
this item until the December 11, 1990 meeting. Approved 6 -01

900585 Motion by Valdez and second by Bonner to authorize City staff to hire attorney
Robin Lloyd of the firm Lloyd Gosselink to represent the City in a hearing
concerning the City's application for a CCN. Approved 6 -01
900587 Motion by Valdez and second by Pearce to authorize the expenditure of an
additional $100,000 (one hundred thousand dollars) for legal fees related to the
Brazos River Authority Action. Approved 6 -0.

900588 Final Comments
Mayor Connor was informed by Williamson County Commissioner
Heiligenstein that the Balcones Canyonlands Habitat Conservation Plan Executive
Committee is willing to add an additional representative. Council will take formal
action on appointment of this person -- probably Mayor Connor - -at the next
meeting,
Commissioner Heiligenstein also notified the City Council that there will
be a legislative policy workshop on items relevant to Williamson County on Dec.
18, 1990,
The Mayor adjourned the meeting at 10:25 pm.
