Motion by Pearce and second by Valdez to approve the consent agenda
with the exception of 900551, 900552, and 900555. Approved 7 -0.
Regular Agenda
900551 Resolution awarding bid for N. $1 Industrial Park waterline improvements to
DIJ Construction /Jim Briggs
Councilmember Saegert questioned where the money for this project and
for item no. 900552 will come from.
Motion by Saegert and second by Pearce to award the bid to DIJ
Construction. Approved 7 -0.
900552 Resolution awarding bid for Sun Set Dr. waterline improvements to Flanagan
Construction /Jim Briggs
Motion by Saegert and second by Torn to award the bid to Flanagan
Construction. Approved 7 -0.
900555 Award of annual bid for tires and tubes/Terry Jones and Glenn Reynolds
Councilmember McMaster asked how the specifications were listed in the
request for bid.
Motion by Pearce and second by Valdez to award the annual bid to the low
bidder for each item. Approved 7 -0.
900556 Citizens wishing to address the Council.
Ms. Dorothy Hagen spoke in favor of passage of the smoking ordinance.
Mr. Ed Steiner expressed his concern regarding treatment of minority
citizens in the community.
900557 Mayor, Council, and City Manager comments and reports.
Councilmember Saegert: expressed his appreciation to the City Manager
for arranging his attendance at the Disaster Preparedness Seminar last week; it was
very worthwhile.
Councilmember Schrawger: commended Councilmember Pearce for her
work on drug abuse prevention in the schools, and Councilmember Valdez for his
participation in the VFW breakfast last weekend.
City Manager Hart: A permit to rebuild the Old Towne Water line has
been submitted to the Texas Water Commission, and should be approved within
six weeks.

Councilmember Pearce: asked that the other Councilmembers encourage
applications to the various boards, committees, and commissions.
Councilmember McMaster: emphasized the importance of emergency
preparedness for the community. Students on the Youth Center Activities
Committee have been doing a good job, and the Committee will meet again this
week.
900558 Ordinance regulating smoking in public places -- Second Reading/Marianne Banks
Councilmember McMaster stated that, while this ordinance is not ideal, he
does support it. He would have liked to have seen more public discussion. Some
small businesses may be adversely impacted.
Councilmember Tonn agreed with Councilmember McMaster's remarks.
Motion by Pearce and second by Schrawger to approve the ordinance as
read on second reading. Approved 5 -2 (Bonner and Saegert opposed).
900559 Presentation of Citizens' Advisory Committee Recommendations on the proposed
amendment to the Century Plan to delete all references to the airport runway
expansion project/ Hildy Kingma and Ed Barry
Motion by Saegert and second by Pearce to deny the amendment and to
approve a maximum limit of 5,000 feet for the airport runway, as stated in the
Century Plan. Approved 7 -0.
900560 Ordinance repealing a taxicab and bus franchise ordinance and adopting a new
ordinance regulating taxicabs, busses and other vehicles for hire -- Second
Reading/ Marianne handers Banks
Minor changes made in the ordinance after its first reading were reviewed
by Ms. Banks.
Motion by Tonn and second by Bonner to approve the ordinance as revised
and read on second reading. Approved 7 -0.
900561 Resolution to create the Century Plan Parrs Plan Working Group and direct
the group to develop the Parks Functional Plan Element of the Century Plan/Hildy
Kingma and Ed Barry
The Parks and Recreation Committee will advise the Council on short term
priorities and operations, whereas the Working Group is charged with long -term
strategic planning.
Motion by McMaster and second by Valdez to approve the resolution as
read. Approved 7 -0.
900562 Approval of ordinance creating a Tax Increment Financing District (TIP') on the
Rivery to be known as Reinvestment Zone No. 1-- Second Reading/Ed Barry
Motion by Pearce and second by Tonn to approve the ordinance on second
reading. Approved 7 -0.

900563 Resolution requesting the Texas Dept. of Highways to maintain grass medians
when constructing the third lane of I- 35/Hildy Kingma and Ed Barry
Councilmember Schrawger questioned the safety merits of grass medians
vs. concrete barriers.
Councilmember McMaster suggested that the Council move aggressively
to lobby the Highway Department on this and other road improvement projects.
Mayor Connor concurred that the City needs to improve communication
with the Highway Department, and that any effort will be well worth it, judging
from the very positive results obtained by Round Rock officials in their dealings
with the Highway Department.
Council agreed to table the resolution under consideration, and requests
that the staff prepare a list of priority issues to discuss in person with the Highway
Department, and return with this information at a future Council meeting.
900564 Award of bid for demolition of the Cain house and barn at 814 Church St./Bob
Hart
Motion by McMaster and second by Schrawger to turn down the three bids
that were submitted and authorize the City Manger to reach an agreement with
whomever he sees fit to perform the work. Approved 7 -0.
900565 Discussion of Customer Service Training by Linda Goldzimer scheduled for
Dec. 10 -14, 1990/Mayor and Council
Councilmember Pearce stressed that long term commitment on the part of
the Council is essential
Councilmember McMaster thought there is a need for creative ways of
rewarding employees. Employees should be recognized for excellence in dealing
with the public, for innovative ideas, and for money- saving ideas.

actions to collect delinquent utility bills from Georgetown Bowling Lanes, Inc.

the Bove Springs Wastewater Treatment Plant /Glenn Reynolds
Motion by Valdez and second by Pearce to proceed with issue of a $2.3
million revenue bond for the Dove Springs WWTP. Approved 7 -01
900569 Final Comments
Councilmember Valdez doesn't like the stop sign on Morrow Rd.
(intersection with Stadium Rd.) in San Gabriel Park. Council agreed to remove
it.
City Manager Hart: At the next meeting, there will be a discussion on
proposals for engineering work on the drainage utility district.
