SAEGERT MOTION CARRIED° UNANIMOUS REGULAR AGENDA: 900095 Award of Bid for 2nd and Rock Street Drainage Project to Low Bidder, Woodward Construction Company /Jim Briggs Presented by Jim Briggs. Questions asked by Councilmember Brashear relative to the suggestion of down - sizing the pipe in which anticipated stormwater drainage would be carried in order to meet the budgeted amount. DISCUSSION FOLLOWED. Discussion included the evaluation of original bid figures vs. proposed down- sizing figures (with possible problems considered if a smaller size pipe is used). Resolution to be amended during reading to include this increase of expenditure to be from Council Contingency. City Council Meeting Minutes 02/27/90 Page 3 of 14 MOTION@ BRASHEAR SECOND: PEARCE MOTION CARRIED: UNANIMOUS RESOLUTION NO. 900095 A RESOLUTION TO APPROVE AN AGREEMENT BETWEEN THE CITY OF GEORGETOWN, TEXAS AND WOODARD CONSTRUCTION COMPANY, AUTHORIZING AWARD OF CONSTRUCTION CONTRACT RELATED TO THE ROCK STREET DRAINAGE IMPROVEMENTS PROJECT, AND AUTHORIZING THE MAYOR TO EXECUTE THE SAME. 900096 Consideration of and Possible Action on Change Order #1 for the 2nd and Rock Street Drainage Project /Jim Briggs No Action taken by the Council on this Agenda Item. 900101 Citizens Wishing to Address the Council Jim Gunn, Superintendent of Georgetown Independent School District, extended an invitation to the Council and Mayor to join other dignitaries on Eagle Field for a POPS rally, March 15, 1990 at 6:30 p.m. Thanked the Council for their cooperation and stated that G.I.S.D. enjoys an excellent working relationship with the City. Jan Benton will address the Council preceding Item No. 900111. 900102 Consideration of and Possible Action on a Resolution Acknowledging and Expressing Appreciation for Citizen Assistance with the Red Poppy Planting Project /Glenn Reynolds Mayor Kennedy expressed appreciation to all staff and citizens for their dedication and efforts involved in this project. Stated that efforts were in progress to designate Georgetown officially as the Red Poppy Capitol of Texas. Amends existing Ordinances now in place and adapts it to certain conditions in and around our schools and other streets in the community. Changes to existing Ordinance explained. Request by the Council that a copy of this Ordinance be given to Georgetown Independent School District for review prior to Second Reading. III. /Ed Barry and John Warden Presented by John Warden. Overview given by Karen Gilbert as to the background of the Planning and Zoning recommendation. DISCUSSION FOLLOWED. Jann Benton, representing the land owner, addressed the Council with information explaining the reason that the owner was making this request. Conveyance Plat discussed, positive and negative aspects. Motion made by Councilmember Pearce and Second made by Councilmember Bonner to send this Item back to Planning and Zoning for further review and discussion with staff, particularly in regard to the exempting of the subdivision from providing the required water system improvements with these concerns being communicated to the Planning and Zoning Commission. Discussion Relating to the Williamson County Appraisal District's Facilities /Glen Reynolds Glenn Reynolds presented this Item. Council discussion followed. There were no negative responses to situation proposed. Mayor, Council and City Manager Comments and Reports Councilmember Valdez complimented the Finance Department on the job that they had done in completing the counts for customer refunds. Councilmember Brashear reminded the Council that the Extension Homemakers will be having a luncheon meeting on March 7th to show off the improvements made to the Community Center. He also questioned the State Revolving Loan Fund as a source of funds for the Dove Springs Plan and would like to review figures which show the difference between borrowing this money from the State (total cost analysis) vs. taking the money from the Reserve Fund. Councilmember Saegert comments were addressed to the City Manager and staff, complimenting the City Manager's efforts and staff efforts for taking the extra step to assist and aid citizens.
