Questions regarding the funding source for this project and expense for cost of additional soil sample testing, excavation and hauling in the event soil contamination is discovered were answered. Motion made by Councilmember Pearce and Second made by Councilmember Saegert for approval to award bid for removal of two (2) underground fuel storage tanks to low bidder, Pat's Pump Service, in the amount of $3,700.00 with an additional contingency amount of $2,000.00 in the event that soil contamination is discovered, for a total amount of $5,700.00. PEARCE SECOND: SAEGERT MOTION CARRIED: UNANIMOUS 900063 Award of Bid for Mobile and Hand -Held Communications Equipment to Only Responding Bidder, Motorola, Inc. /Hugh Anderson Presented by Hugh Anderson. Questions asked regarding the possibility of receiving additional competing bids. With the technical capabilities required of this equipment, that was not a probability. Motion made by Councilmember Saegert and Second made by Councilmember Pearce to award this bid to the only bidder, to respond, Motorola, Inc. in the total amount of $16,482.00. MOTION. Davies addressed the Council regarding the construction of restrooms at Chautauqua Park. He requested review of this project by the Council and also requested that action be taken to stop this construction. 900066 Consideration of and Possible Action on a Resolution Authorizing the Mayor to Execute a Lease Agreement Between the City of Georgetown and Georgetown Health Care System, Inc. for Land on Which a Rehabilitation Center will be Constructed /Bob Hart Presented by Bob Hart. Changes in this Lease were highlighted by Bob Hart. Motion made by Councilmember Pearce and Second made by Councilmember Valdez to Approve this Resolution and Lease as Amended as Read. "In General ", Article II. and Adding Subsection (c) of Section III. of the City of Georgetown Code of READING /Les Bunte Council Minutes- ®Regular Meeting 02/13/90 on an Ordinance and Prevention ", "Fire Department" 11 -52 of Article Ordinances /FIRST Page 7 of 16 Presented by Les Bunte, Fire Chief. Statements made that this bicycle was for the purpose of updating an outdated Ordinance. This Ordinance was worked on with the assistance of the President of the Volunteer Department and using an Ordinance of the City of Seguin, a similar situation which reflects a combination of paid and volunteer staff Ordinance. This Ordinance was presented to the officers of the Volunteer Department, upon receiving approval from the officers, the Ordinance was passed on to the general membership of the Volunteer Department. This was then presented to the paid staff. This Ordinance primarily represents the existing situation with only a couple exceptions, these changes include the following, (1) the Chief would be appointed by the City Manager instead of being elected by the Volunteer Department, (2) creation of an Advisory Committee which would consist of paid and volunteer staff members to ensure that there would be close coordination and good working relationship between the Volunteer and Paid Departments, and (3) adopting the 1988 Fire Code and amending the blasting regulations. William C. "Wiggie'" Shell addressed the Council with concerns in the "Chain of Command " and retirement benefits for the volunteer firefighters proposed in the new Ordinance. The Municipal Firefighters Association expressed concerns about this Ordinance (although they feel the present Ordinance definitely needs to be updated) and would like to see some continued study done. Concerns include the "Chain of Command" and would like additional paid staff on the Advisory Committee. Present "Chain of Command " was described by another member of the Municipal Firefighters Association. Preference for paid staff to be in supervision was expressed. Richard Fought addressed relating to the "Chain supervising paid staff. the Council with concerns of Command" and volunteers DISCUSSION FOLLOWED. Council discussion included the following topics. A review of expense to the City and levels which would be necessary in order to have a paid staff person available to supervise and also a paid staff person available to operate the equipment. Tommy Green addressed the Council regarding his concern that, by law, there must be a certain number of paid firefighters on the city staff based on the city's size. City Manager, Bob Hart, stated that there was not a State law that requires cities to have a certain number of paid staff. Insurance Key Rate discussed vs. tax increase. Would like to consider some type of program to correct /prevent this type of activity® Council Minutes -- Regular Meeting 02/13/90 Page 15 of 16 City Manager, Bob Hart, discussed the following topics: BRA meeting with Round Rock and will be trying to schedule a joint meeting between both City Councils, Foreign Trade Zone meeting will be held February 14th, will approve request for proposal; Planning & Zoning /City Council breakfast meeting; Texas Utilities Economic Development Meeting will be held in Dallas; the Century Plan Ordinance will be on the next Council agenda, the Emergency Management Meeting was great and is sure to be very beneficial to the City. 900090 Adjournment There being no other business to come before the Council at this time, Mayor Tim Kennedy adjourned the meeting.
