The following members of the Council and officials were present. Councilmembers Winfred Bonner, Ercel Brashear, Doak Fling, Mike McMaster, Barbara Pearce, Joe Saegert and Shorty Valdez, City Manager, Bob Hart! City Attorney, Diane Callander; Deputy City Secretary, Leslie Barone; Director of Development and Planning, Ed Barry. SPECIAL MEETING - 5:00 P.M. 890470 Consideration of and Possible Action on a Resolution Relative to a Proposed Community Corrections Facility Including Viability and Potential Site Recommendation/ Tim Kennedy Presentation by William Be Jones included the following. Recommendation of Citizens Committee Regarding the Establishment of the Central Texas Treatment Center in Georgetown, Texas® We, the undersigned members of a special Citizens Committee appointed by Mayor Tim Kennedy, make the following report to the Georgetown City Council. 1. We agree that the establishment of the Central Texas Treatment Center would be of benefit to the community of Georgetown. (Ramona Navarrette does not support this item) 2. We support the recommendations of the feasibility study concerning the location of the treatment center as follows: a. that it be close to Interstate 35, and be that it not be in close proximity to a residential area; and ce that it not be in close proximity to a school. 3. We recommend that the City Council hold a public hearing in the near future to study possible sites for the Center. Thomas, Everett Williams City Council Minutes -Special Meeting 12/5/89 Page 1 of 5 RUVrWiling the Work of the Citizens Committee® The Citizens Committee was composed of eight persons representing a wide spectrum of backgrounds, professions, and viewpoints. None of its members had lived in Georgetown less than ten years, and the average was well over a quarter of a century, in fact, about thirty years. It met on three occasions with Rick Zinsmeyer, Adult Probation Officer who will manage the Center if it comes here, and Hartley Sappington, who served as staff support for the city. Mrs. Kathy Roberts also attended all meetings as a citizen®at®large. She presented the Committee with the results of many hours of research and helped formulate specific questions about the proposal which needed to be considered. Committee members brought a wide variety of opinions to the issue at the outset and, through members still view the project with differing degrees of enthusiasm, a broad consensus was arrived at represented by the "Recommendation" just submitted. Perhaps we need to say a bit more about the recommendation that the City Council hold a public hearing in the near future to study possible sites for the Center. We looked at a number of different site possibilities on a city map ourselves. Nevertheless, it would have been impossible for us with the limited time at our disposal to have made a definitive recommendation on this issue. The pro's and con's of different sites along with pricing and negotiating necessities are matters which need to be studied carefully. Since there is such interest in the issue on the part of our citizens, we feel that they should have an opportunity to express themselves on the matter. Not everyone will be satisfied with the site chosen, but everyone will have had a chance to be heard. Comments by Council included the following. Councilmember Mike McMaster stated that he now has a better understanding of this facility and its functions following the research recently done and these meetings. Councilmember Ercel Brashear stated that a concern which has been voiced, but not addressed, is that a variance occurs between statements made by Rick Zinsmeyer and the feasibility study relating to the people going into this facility. Community awareness needs to be followed through with. Councilmember Barbara Pearce stated that she has learned •` through the drug programs that the City has been involved with. She believes that the process has been informative. Mayor Kennedy recommended that a meeting to include the following people be held. Mike McMaster, Ercel Brashear, Rick Zinsmeyer, and himself. This group would review the sites which most closely met the site requirements and bring their recommendation to the Council for a Public Hearing. A Public Hearing is to be held on Thursday, December 14, 1989, at 6®00 p.m. Mayor, Council and City Manager Comments and Reports Councilmember Joe Saegert wanted to share a compliment that he had received on the City of Georgetown, specifically the Chief of Police and Police Department. Bob Hart stated that the Freeport exemption and Tangible Personal Property exemption will need to be reviewed for possible action/non®action on these matters. PUBLIC HEARING - 6&00 P.M. PUBLIC HEARING ON PROPOSED SITES FOR THE DRUG/ALCOHOL REHABILITATION CENTER. A may had been prepared by staff and Hartley Sappington highlighted the area which was proposed by the Council for the site for this Center. He pointed out the location of the area which has been proposed and noted landmarks in the vicinity of this site. Rick Zinsmeyer presented information regarding the criteria for the Center. He passed out a handout to the citizens present which included the following information: Mission Statement, Projected Staff/Budget, Offender Eligibility Criteria, Criteria for Admission, Program Design and Facility/Security information. The Mayor requested that all persons wishing to address the Council limit their statements to five (5) minutes in length due to large number of citizens wishing to speak. WHEREAS, the City Council finds that as the seat of the Williamson County government, Georgetown is the "Home" of the District Courts, Jail Facility and Adult Probation Office and as such carries a special responsibility; and WHEREAS, the Adult Probation Department of Williamson County has requested funds to lease, staff, and operate a community corrections facility funded by the Texas Adult Probation Commission; and WHEREAS, the proposed Central Texas Substance Abuse Center for Convicted Felons would offer an intensive program for the recovery of alcohol/drug abusing offenders placed on probation by the courts, and WHEREAS, the Mayor of Georgetown appointed a committee to study the establishment of the Central Texas Substance Abuse Center and to review acceptable sites in the Georgetown area, and City Council Minutes -Special Meeting 12/14/89 Page � of 5 WHEREAS, a committeea a•,: its comments/ recommendations to the City Council, THEREFORE, i RESOLVED BY GEORGETOWN, SECTION I.
