Hearing and a Regular Meeting on the above date,at 7:00 p.m® with

Councilmember McMaster stated that he preferred seeing
the tax rate set at $.399 because everyone would be
experiencing a tax cut this year, no matter what the City
did, in one form or another, plus, by not raising taxes
this year, could mean a considerable tax increase next
year to cover debt service.

Councilmember Brashear asked about the CRF policy and
when Council would be seeing it. Bob Hart responded that
it would be on the agenda for the first meeting in
October. Bob Hart discussed several items: urban
renewal report would be placed in Council boxes later in
the week and would like to have a workshop on this item
in late October; and verbal approval had been given for
the Enterprize Zone.

Mayor Kennedy opened the public hearing* Ed Barry gave some
background regarding the proposal. Hildy Kingma presented the
plans.
DISCUSSION FOLLOWED
Many residents, property owners and business owners addressed the
Council regarding the proposed realignment and stated their
apposition to the plans.
