JULY 11, 1989
The City Council of the City of Georgetown, Texas, met in a Regular Session
on the above date at 6:00 p.m. with Mayor Kennedy presiding. The following
members of Council and officials were present: Councilmembers Winfred
Bonner, Ercel Brashear, Doak Fling, Mike McMaster, Barbara Pearce, Joe
Saegert and Shorty Valdez; City Manager, Bob Hart; City Attorney, Diane
Callander; City Secretary, Leta Willoughby; Director of Community Services,
Hartley Sappington; Director of Finance and Administration, Glenn
Reynolds; Director of Utilities, Jim Briggs; Director of Development and
Planning, Ed Barry; and Chief of Police, Hugh Anderson,

890267 Discussion of Committee Structures/Bob Hart
LENGTHY DISCUSSION FOLLOWED
Councilmember Ercel Brashear expressed the most discomfort with
the sub -committee system. He stated that the members of the
council that are not on a particular sub -committee are not
getting the information needed to help form decisions on those
particular items when they do appear before the entire council.
His other major concern was that most of the sub -committee
meetings are held when the public is not able to attend.
The Council agreed on the following standing sub -committees:
Intergovernmental Relations
Utilities
Economic Development
Mayor Kennedy stated that an effort would be made to have the
standing sub -committees meet at times more convenient to the
public. He also stated that minutes of each of the
sub -committee meetings would be made more available to the
public - filed with the City Secretary and/or the Library.
And any specific issues that do not fit into the standing
sub -committee category would be brought to the entire council.

890271 Possible Action on a Resolution Approving a Contract
Authorizing the Purchase of Police Information Management System
Hardware for the Georgetown Police Department/Hugh Anderson
RESOLUTION N0, 890271
A RESOLUTION APPROVING A PURCHASE CONTRACT WITH INTERNATIONAL
BUSINESS MACHINES CORPORATION FOR COMPUTER HARDWARE SYSTEM FOR
THE GEORGETOWN POLICE DEPARTMENT AND AUTHORIZING THE MAYOR TO
SIGN SAME.
WHEREAS, an essential part of the automation of the police
records system is the conversion of the manual records to
computer files; and
WHEREAS, a Request for Proposal was issued by the City Staff for
a computer hardware system for conversion of police records; and
WHEREAS, proposals were received and reviewed by City Staff; and
WHEREAS, the International Business Machine proposal for the
IBM system 36 and associated computer devices was found to
fulfill the requirement specified; and
WHEREAS, the Chief of Police of the City of Georgetown has
recommended the purchase of the IBM System 36; and
WHEREAS, the City Council authorized the City Staff to negotiate
a purchase contract with International Business Machine
Corporation,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS:
Section I; The Council finds that the recitals set forth above
are true and correct and are incorporated herein for all
purposes.

Section II; The City Council approves the Purchase Agreement
with International Business Machines Corporation in the amount
of $ 35,948.00 to purchase police information management system
hardware for the Georgetown Police Department conditioned upon
approval by the City Attorney and Staff.
890272 Possible Action on a Resolution Approving a Contract
Authorizing the Purchase of Police Information Management System
Software for the Georgetown Police Department/Hugh Anderson
Motion by Councilmember Joe Saegert and Second by Councilmember
Doak Fling to approve the consent agenda with the exception of
agenda no. 890270 as pulled by Councilmember Ercel Brashear,

A RESOLUTION APPROVING A PURCHASE CONTRACT WITH MUNICIPAL
SOFTWARE (PUBLIC SAFETY TECHNOLOGY) FOR COMPUTER SOFTWARE FOR
THE GEORGETOWN POLICE DEPARTMENT AND AUTHORIZING THE MAYOR TO
SIGN SAME.
WHEREAS, an essential part of the efficient use of computerized
records systems is the software programs designed to operate in
such computers; and
WHEREAS, a Request for Proposal was issued by the City Staff for
a computer software programs designed to operate in such
computers; and
WHEREAS, proposals were received and reviewed by City Staff; and
WHEREAS, the Municipal Software (Public Safety Technology)
computer software proposal was found to fulfill the requirements
specified while having the lowest cost; and associated computer
devices was found to fulfill the requirements; and
WHEREAS, the Chief of Police of the City of Georgetown has
recommened the purchase of the Municipal Software (Public Safety
Technology) software package; and
WHEREAS, the City Council authorized the City Staff to negotiate
a purchase contract with Municipal Software for a police
information management software system for the Georgetown Police
Department; and
WHEREAS, the City Attorney and City Staff have negotiated a
purchase contract with Municipal Software.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS:
Section I: The Council finds that the recitals set forth above
are true and correct and are incorporated herein for all
purposes.
Section II: The City Council approves the Purchase Agreement
with Municipal Software (Public Safety Technology) in an amount
not to exceed $19,255.00, based on training needs as they are
incurred, to purchase police information management system
software for the Georgetown Police Department,

890278 Continuation of Discussion and Possible Action on
Structure and Appointment of Council Subcommittee/Tim Kennedy
Mayor Kennedy stated that he
would
have assignments to
the
standing sub -committees out
to the
council within the
next week.
890279 Mayor, Council and City Manager - Comments and Reports
Councilmember Joe Saegert expressed his appreciation on behalf
of the Kiwanis Club to the City for their assistance with the
fishing tournament held in conjunction with the 4th of July
festivities at the park; he also expressed his concern regarding
the high grass problem at Wagon Wheel and Lonesome Trail;
Councilmember Doak Fling complimented the staff on the addition
to the agenda packet of the "expanded agenda"; Councilmember
Winfred Bonner suggested that a community bulletin board be
erected in each district within the City for the posting of
notices; Mr. Bonner also commented on the upcoming Marshal
Carver Reunion and a problem with high grass at Third Street and
Martin Luther King. City Manager Bob Hart discussed the LCRA
rate case; distributed the newly revised zoning books; and
commented on the upcoming public hearing for an enterprise zone;
Mayor Kennedy stated that the Council would be receiving an
update on the economic development director in the form of a
confidential memorandum; and expressed Sertoma's appreciation
for the staff's efforts during the 4th of July festivities.
