BOX 409 GEORGETOWN, TEXAS 78627 JULY 11, 1989 The City Council of the City of Georgetown, Texas, met in a Regular Session on the above date at 6:00 p.m. with Mayor Kennedy presiding. The following members of Council and officials were present: Councilmembers Winfred Bonner, Ercel Brashear, Doak Fling, Mike McMaster, Barbara Pearce, Joe Saegert and Shorty Valdez; City Manager, Bob Hart; City Attorney, Diane Callander; City Secretary, Leta Willoughby; Director of Community Services, Hartley Sappington; Director of Finance and Administration, Glenn Reynolds; Director of Utilities, Jim Briggs; Director of Development and Planning, Ed Barry; and Chief of Police, Hugh Anderson, WORKSHOP MEETING - 6:00 P.M. 890267 Discussion of Committee Structures/Bob Hart LENGTHY DISCUSSION FOLLOWED Councilmember Ercel Brashear expressed the most discomfort with the sub -committee system. He stated that the members of the council that are not on a particular sub -committee are not getting the information needed to help form decisions on those particular items when they do appear before the entire council. His other major concern was that most of the sub -committee meetings are held when the public is not able to attend. The Council agreed on the following standing sub -committees: Intergovernmental Relations Utilities Economic Development Mayor Kennedy stated that an effort would be made to have the standing sub -committees meet at times more convenient to the public. He also stated that minutes of each of the sub -committee meetings would be made more available to the public - filed with the City Secretary and/or the Library. And any specific issues that do not fit into the standing sub -committee category would be brought to the entire council. REGULAR MEETING - 7:00 P.M. Consent Agenda: 890268 Award of Bid for LCRA Cycling Switches/Terry Jones and Glenn Reynolds 07/11/89 ----- Council Minutes (csf JULll.min) page 1 of 7 Bid awarded to B & S Electrical, 890269 Award Construction Contract for Waterline Extension Improvements on U.S. North Highway 81 - Project No. 00102/Jim Briggs Bid awarded to Flanagan Construction Company to be funded out of Water Capital Projects Account 06-03-00-5102, 890270 Possible Action on a Resolution to Approve Change Order #1 to Construction Contract with Parker & Rogers Construction Company on Five (5) Drainage Projects/Hartley Sappington This item was pulled for discussion under the regular agenda. 890271 Possible Action on a Resolution Approving a Contract Authorizing the Purchase of Police Information Management System Hardware for the Georgetown Police Department/Hugh Anderson RESOLUTION N0, 890271 A RESOLUTION APPROVING A PURCHASE CONTRACT WITH INTERNATIONAL BUSINESS MACHINES CORPORATION FOR COMPUTER HARDWARE SYSTEM FOR THE GEORGETOWN POLICE DEPARTMENT AND AUTHORIZING THE MAYOR TO SIGN SAME. WHEREAS, an essential part of the automation of the police records system is the conversion of the manual records to computer files; and WHEREAS, a Request for Proposal was issued by the City Staff for a computer hardware system for conversion of police records; and WHEREAS, proposals were received and reviewed by City Staff; and WHEREAS, the International Business Machine proposal for the IBM system 36 and associated computer devices was found to fulfill the requirement specified; and WHEREAS, the Chief of Police of the City of Georgetown has recommended the purchase of the IBM System 36; and WHEREAS, the City Council authorized the City Staff to negotiate a purchase contract with International Business Machine Corporation, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS: Section I; The Council finds that the recitals set forth above are true and correct and are incorporated herein for all purposes. 07/11/89 ----- Council Minutes (csf JULll.min) page 2 of 7 Section II; The City Council approves the Purchase Agreement with International Business Machines Corporation in the amount of $ 35,948.00 to purchase police information management system hardware for the Georgetown Police Department conditioned upon approval by the City Attorney and Staff. 890272 Possible Action on a Resolution Approving a Contract Authorizing the Purchase of Police Information Management System Software for the Georgetown Police Department/Hugh Anderson Motion by Councilmember Joe Saegert and Second by Councilmember Doak Fling to approve the consent agenda with the exception of agenda no. 890270 as pulled by Councilmember Ercel Brashear, MOTION: JOE SAEGERT SECOND: DOAK FLING MOTION CARRIED: UNANIMOUS RESOLUTION N0, 890272 A RESOLUTION APPROVING A PURCHASE CONTRACT WITH MUNICIPAL SOFTWARE (PUBLIC SAFETY TECHNOLOGY) FOR COMPUTER SOFTWARE FOR THE GEORGETOWN POLICE DEPARTMENT AND AUTHORIZING THE MAYOR TO SIGN SAME. WHEREAS, an essential part of the efficient use of computerized records systems is the software programs designed to operate in such computers; and WHEREAS, a Request for Proposal was issued by the City Staff for a computer software programs designed to operate in such computers; and WHEREAS, proposals were received and reviewed by City Staff; and WHEREAS, the Municipal Software (Public Safety Technology) computer software proposal was found to fulfill the requirements specified while having the lowest cost; and associated computer devices was found to fulfill the requirements; and WHEREAS, the Chief of Police of the City of Georgetown has recommened the purchase of the Municipal Software (Public Safety Technology) software package; and WHEREAS, the City Council authorized the City Staff to negotiate a purchase contract with Municipal Software for a police information management software system for the Georgetown Police Department; and WHEREAS, the City Attorney and City Staff have negotiated a purchase contract with Municipal Software. 07/11/89 ----- Council Minutes (csf JULll.min) page 3 of 7 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS: Section I: The Council finds that the recitals set forth above are true and correct and are incorporated herein for all purposes. Section II: The City Council approves the Purchase Agreement with Municipal Software (Public Safety Technology) in an amount not to exceed $19,255.00, based on training needs as they are incurred, to purchase police information management system software for the Georgetown Police Department, Regular Agenda: 890273 Citizens Wishing to Address Council There were no citizens appearing before the Council. 890274 Consideration Of and Possible Action on an Ordinance Relating to "Dangerous Buildings" Which Provides for Fines, Abatement and Hearing Procedures/SECOND READING/ Diane Callander Motion by Councilmember Ercel Brashear and Second by Councilmember Barbara Pearce to approve Ordinance No. 890274 on Second and Final Reading, MOTION: BRASHEAR SECOND: PEARCE MOTION CARRIED: 4 FOR 3 AGAINST (BONNER, SAEGERT AND VALDEZ) ORDINANCE N0, 890274 AN ORDINANCE AMENDING THE CITY OF GEORGETOWN, CODE OF ORDINANCES, ARTICLE 1, CHAPTER 6, BY ADDING SEC, 6-9 AND VARIOUS SUBSECTIONS THERETO, "DANGEROUS BUILDINGS"; PROVIDING FOR REPAIR, REMOVAL, VACATING, CLOSURE, REDUCTION OF OCCUPANCY, AND DEMOLITION OF BUILDINGS; PROVIDING FOR A HEARING THEREON; MAKING UNLAWFUL, DANGEROUS, OVERCROWDED BUILDINGS; PROVIDING FOR A PENALTY CLAUSE, SEVERABILITY CLAUSE, 890275 Consideration Of and Possible Action on an Ordinance Enacting the 1989 Sunset Revisions to the Subdivision Regulations/SECOND READING/John Warden and Ed Barry Motion by Councilmember Barbara Pearce and Second by Councilmember Ercel Brashear to approve Ordinance No. 890275 on Second and Final Reading. MOTION: PEARCE SECOND: BRASHEAR MOTION CARRIED: UNANIMOUS 07/11/89 ----- Council Minutes (csf JUL11.min) page 4 of 7 ORDINANCE NO, 890275 AN ORDINANCE AMENDING THE SUBDIVISION REGULATIONS OF THE CITY OF GEORGETOWN, TEXAS BY THE ENACTMENT OF THE 1989 SUNSET REVISIONS; EXTENDING THE REGULATIONS` EXPIRATION DATE; ESTABLISHING AN EFFECTIVE DATE; PROVIDING A REPEALING CLAUSE; PROVIDING FOR PENALTIES UP TO $200 FOR VIOLATIONS; AND PROVIDING A SEVERABILITY CLAUSE, 890276 Consideration Of and Possible Action on an Ordinance Adopting the Strategic Plan for Economic Development as the Century Plan -Functional Plan for Economic Development/SECOND READING/John Warden and Ed Barry Motion by Councilmember Ercel Brashear and Second by Councilmember Doak Fling to approve Ordinance No. 890276 on Second and Final Reading, MOTION: BRASHEAR SECOND: FLING MOTION CARRIED: UNANIMOUS ORDINANCE N0, 890276 AN ORDINANCE ADOPTING THE STRATEGIC PLAN FOR ECONOMIC DEVELOPMENT AS A CENTURY PLAN FUNCTIONAL PLAN PURSUANT TO SECTION 1.08 OF THE CITY CHRTER; DEFINING THE FORCE AND EFFECT THEREOF; AMENDING CHAPTER 19 1/2 "COMPREHENSIVE PLAN" OF THE CODE OF ORDINANCES OF THE CITY OF GEORGETOWN; AMENDING APPENDIX C, "GEORGETOWN CENTURY PLAN" OF THE CODE OF ORDINANCES OF THE CITY OF GEORGETOWN; AND SETTING AN EFFECTIVE DATE. 890277 Consideration Of and Possible Action on an Ordinance Abandoning Easements Between Lots 6 & 7, Block B, Berry Creek, Section One/ SECOND READING/ John Warden and Ed Barry Motion by Councilmember Doak Fling and Second by Councilmember Joe Saegert to approve Ordinance No. 890277 on Second and Final Reading, MOTION: FLING SECOND: SAEGERT MOTION CARRIED: UNANIMOUS ORDINANCE NO, 890277 AN ORDINANCE VACATING AND ABANDONING THOSE PORTIONS OF TWO TEN FOOT (101) PUBLIC UTILITY EASEMENTS WHICH EXTEND ALONG THE COMMON PROPERTY LINE OF LOTS 6 AND 7 OF BLOCK B, BERRY CREEK SECTION ONE, AS RECORDED IN CABINET E, SLIDE 350 OF THE PLAT RECORDS OF WILLIAMSON COUNTY, TEXAS 07/11/89 ----- Council Minutes (csf JULll.min) page 5 of 7 890278 Continuation of Discussion and Possible Action on Structure and Appointment of Council Subcommittee/Tim Kennedy Mayor Kennedy stated that he would have assignments to the standing sub -committees out to the council within the next week. 890279 Mayor, Council and City Manager - Comments and Reports Councilmember Joe Saegert expressed his appreciation on behalf of the Kiwanis Club to the City for their assistance with the fishing tournament held in conjunction with the 4th of July festivities at the park; he also expressed his concern regarding the high grass problem at Wagon Wheel and Lonesome Trail; Councilmember Doak Fling complimented the staff on the addition to the agenda packet of the "expanded agenda"; Councilmember Winfred Bonner suggested that a community bulletin board be erected in each district within the City for the posting of notices; Mr. Bonner also commented on the upcoming Marshal Carver Reunion and a problem with high grass at Third Street and Martin Luther King.
