890105 Mayor, Council and City Manager Comments and Reports
Councilmember Pearce thanked the Accounting staff, Glenn
Reynolds and Bonnie McLain for their assistance.
Councilmember Fling echoed his thanks also.
Councilmember Brashear expressed concern with Charter
limitations pertaining to the budget, specifically, when
a line item exceeds the budgeted amount, the Charter
places limits on the ability to report what actually
happens. If there is a deficiency in a line item, the
Charter requires that a transfer be made, within a
department, from one line item to the deficient line
item. From a management standpoint, it is difficult to
tell what you should be preparing for next year. He
would like the Council to consider submitting this to
the Charter Committee for consideration. Councilmember
Laubach stated the same concerns and would like the
Charter limitations pertaining to the budget to be
reviewed.
Mayor Kennedy stated that within the next couple weeks
there needs to be a Special Workshop scheduled for the
the Council to discuss an incentive package for
prospective businesses.
