BOX 409 GEORGETOWN, TEXAS Julv 18. 1988 TEXAS 78626 The City Council of the City of Georgetown, Texas met in a Special Ses- sion on the above date at 6:00 p.m. with Mayor Pro Tem Barbara Pearce presiding. The following members of Council and officials were pre- sent: Councilmembers Luther Laubach, Mike McMaster, Ercel Brashear and Doak Fling, City Secretary, Leta F. Willoughby, City Manager R. Bob Gaylor, City Attorney, Diane Callander and Director of Finance and Administration, Glenn Reynolds. SPECIAL MEETING - 6®00 P.M. Bob Gaylor, City Manager, asked if Agenda Item No. 880236 under the Special Agenda could be moved ahead of the Executive Session. Council agreed to moving the Special Agenda Item. Special Agenda: 880236 Consideration of and Possible Action on a Resolution Authorizing the Mayor to Execute an Agreement between the City and GISD Providing for the Assessing and Collection of Taxes/Glenn Reynolds Councilmember Fling stated that he had filed an affidavit of "Conflict of Interest" previously regarding this item and that he would abstain from any discussion or vote. DISCUSSION FOLLOWED Motion by Councilmember McMaster and Second by Councilmem- ber Brashear to approve Resolution No. 880236 and to make certain that a review regarding the progress is made available no later than June of 1989. MOTION: BRASHEAR SECOND: MCMASTER MOTION CARRIED: 4 FOR 0 AGAINST 1 ABSTAIN (FLING) RESOLUTION NO. 880236 A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE CITY OF GEORGETOWN, TEXAS AND THE GEORGETOWN INDEPENDENT SCHOOL DISTRICT PROVIDING FOR THE ASSESSING AND COLLECTION OF AD VALOREM PROPERTY TAXES BY THE GEORGETOWN INDEPENDENT SCHOOL DISTRICT 07/18/88 (csf july18.min) page 1 of 4 WHEREAS, the City of Georgetown and Georgetown Inde- pendent School District desire to enter into an agreement for the assessment and collection of its respective taxes; and WHEREAS, the Georgetown Independent School District has agreed that its Tax Assessor/Collector shall be responsible for tax assessment and collection for the City of Georgetown, Texas* and WHEREAS, the assessment and collection of taxes is a governmental service that is performed by the City of Georgetown and Georgetown Independent School District? and WHEREAS, the parties, City of Georgetown and George- town Independent School District, agree to enter into an agreement pursuant to the Interlocal Cooperation Act, Article 4413.(32C) of Texas Rev. Statutes for Georgetown Independent School District to perform assessment and col- lection of taxes for the City of Georgetown, Texas. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS: Section I. The Council finds that the recitals set forth above are true and correct and are incorporated herein. Section II. That the City Council approves the agreement between the City of Georgetown and the Georgetown Independent School District providing for the assessment and collection of City of Georgetown ad valorem property taxes by the Georgetown Independent School District and authorizing the Tax Assessor/Collector of Georgetown Independent School District to be responsible for tax assessment and collection for the City of Georgetown, Texas. Such agreement is attached hereto and incorporated herein, as if fully set forth at length. Section III. That the Mayor Pro Tem is hereby authorized to sign the agreements and the City Secretary to attest hereto. Executive Session: 880235E Executive Session, Article 6252-17, Section 2(g) Personnel Discuss Possible Reorganization and Personnel Policies with Regard to the 1988-89 Budget/Bob Gaylor Mayor Pro Tem Pearce adjourned the meeting into Executive Session at 6:15 p.m. and reconvened the meeting in Open Session at 8:55 p.m. 07/18/88 (csf july18.min) page 2 of 4 ADJOURNMENT: M64u10F There was no final action or vote taken with regard to the above stated agenda item.
