October 13, 1987
The City Council of the City of Georgetown met in Regular
Session on the above date at 7:00 P.M. with Mayor Jim Colbert
presiding. The following council members and officials were
present: Council Member Luther Laubach, Council Member Joan
King, Council Member Marvin E. Lackey, Council Member Barbara
Pearce, Council Member Mike McMaster, City Secretary Pat
Caballero, City Manager R. Bob Gaylor, Director of Finance
and Administration Gwen Sherman, Director of Community
Services Hartley Sappington, Director of Public Works Allyn
Moore, Development and Planning Director Ed Barry and Police
Cheif Hugh Anderson III.
Motion by King and second by Laubach to approve consent items
870453, 870454 870455 and 870456 as follows. Motion carried
by unanimous vote.
To approve the September 8, September 15, September 22 and
September 28, 1987 Council Meeting Minutes as submitted by
City Secretary Pat Caballero.

870457. Wastewater Discharge Permit Legal Process, Robert Gaylor
Motion by Laubach and second by McMaster to 1) Authorize the
City Manager and City Attorney to continue negotiations with
a legal firm for the development of waste water discharge
permit application before the Texas Water Commission; and
return with a contract for City Council Approval. Motion
carried by unanimous vote.
870458. Ordinance, Machine Imprinted Facsimile Signatures, 1st Reading, Gwen
Sherman
Motion by King and second by Pearce to table this item until
the council may evaluate the charter provisions regarding
this matter. Motion carried by unanimous vote.
870459. Resolution, Nomination of Appraisal District Directors for 1988/89, Gwen
Sherman
Motion by Lackey and second by Pearce to table this item and
work with the Georgetown Independent School District and
Williamson County in electing a Georgetown Representative to
serve on the Appraisal District Board of Directors. Voting
went as follows: yes: King, Lackey and Pearce; no: Laubach
and McMaster. Motion carried.
870460. Consider acceptance of contractor for Maple Street Water Line
(00275/00284), Allyn Moore
Motion by Lackey and second by McMaster to table this item.

870461. Award Contract, Eleventh Street Water & Sewer rehabilitation (00330),
Allvn Moore
Motion by Laubach and second by Lackey to award the Eleventh
Street Water and Sewer Rehabilitation Project (Project #00330
and 900372) Contract to D.I.J. Construction in the amount of
$35,795.00. Motion carried by unanimous vote. (Other

CLUTTER ON INTERSTATE GUIDE SIGNING AND THEREBY REDUCE DRIVER

870463. Ordinance, Amending Chapter 5, Animals and Fowl, Code of Ordinances, 1st
Reading, Hugh Anderson
Motion by Lackey and second by Pearce to affirm the first
reading of the following captioned ordinance with the
following modifications: 1) Section 2 shall read "... sheep,
goats, or other livestock, in any barn..." and "... less than
five hundred (500) feet from any city well...". 2) Section 3
paragraph (b) shall be re -written to define what constitutes
a public nuisance and further state that it is unlawful to
keep such animals if they constitute a public nuisance.
Motion carried by unanimous vote.
ORDINANCE NUMBER
AN ORDINANCE AMENDING CHAPTER 5, ANIMALS AND FOWL, OF THE
CITY OF GEORGETOWN CODE OF ORDINANCES BY AMENDING SECTIONS
5-8, 5-93 AND 5-10 BY MODIFYING THE RESTRICTIONS REGULATING
THE KEEPING OF LIVESTOCK, FOWL AND OTHER ANIMALS WITHIN THE
CITY LIMITS OF GEORGETOWN, TEXAS; PROVIDING A SEVERABILITY
CLAUSE; AND SETTING AN EFFECTIVE DATE

870465. Community Development Block Grant Program, Old Southwest Town
Revitalization Project Application, Jack Gregoire
Mayor Colbert announced that he may have a conflict of
interest on this item and he would abstain from discussion
and voting. During this item Mayor Pro -tem King presided at
the meeting. Motion by Laubach and second by Pearce to
authorize the staff to pursue the -necessary activities in the
1987 Community Development Block Grant Program with an
application based on the Old Southwest Town Target Area.
Motion carried by unanimous vote.
870466. Video Presentation, Resolution, Economic Development, Hartley
Sappington/Ron Gahagan
Ron Gahagan of Keep Georgetown Best showed a Video
Presentation encouraging Economic Development within the City
of Georgetown. Motion by King and second by Lackey to adopt
the following resolution. Motion carried by unanimous vote.
