Minutes October 13, 1987 The City Council of the City of Georgetown met in Regular Session on the above date at 7:00 P.M. with Mayor Jim Colbert presiding. The following council members and officials were present: Council Member Luther Laubach, Council Member Joan King, Council Member Marvin E. Wastewater Discharge Permit Legal Process, Robert Gaylor Motion by Laubach and second by McMaster to 1) Authorize the City Manager and City Attorney to continue negotiations with a legal firm for the development of waste water discharge permit application before the Texas Water Commission; and return with a contract for City Council Approval. Ordinance, Machine Imprinted Facsimile Signatures, 1st Reading, Gwen Sherman Motion by King and second by Pearce to table this item until the council may evaluate the charter provisions regarding this matter. Resolution, Nomination of Appraisal District Directors for 1988/89, Gwen Sherman Motion by Lackey and second by Pearce to table this item and work with the Georgetown Independent School District and Williamson County in electing a Georgetown Representative to serve on the Appraisal District Board of Directors. Voting went as follows: yes: King, Lackey and Pearce; no: Laubach and McMaster. Motion carried. 870460. Award Contract, Eleventh Street Water & Sewer rehabilitation (00330), Allvn Moore Motion by Laubach and second by Lackey to award the Eleventh Street Water and Sewer Rehabilitation Project (Project #00330 and 900372) Contract to D.I.J. Construction in the amount of $35,795.00. Motion carried by unanimous vote. Resolution, Concurring with U.S. 81 and Business 81, Hugh Anderson Motion by King and resolution. Motion Texas Highway Department Redesignation of second by Lackey to adopt the following carried by unanimous vote. RESOLUTION NO. 870462.021 A RESOLUTION CONCURRING WITH PROPOSED ALTERATIONS IN THE REDESIGNATION OF U.S. HIGHWAY 81 AND BUSINESS 81 BY THE STATE DEPARTMENT OF HIGHWAYS AND PUBLIC TRANSPORTATION, TO REDUCE CLUTTER ON INTERSTATE GUIDE SIGNING AND THEREBY REDUCE DRIVER CONFUSION. 10/13/87 regular council meeting (csf Oct13.min) page 2 of 8 WHEREAS, the State Department of Highways and Public Transportation shields along has determined that driver's experience confusion due to the clutter on Interstate guide signing; and 81 guide signs WHEREAS, the Business to 81 shields would be replaced WHEREAS, the State Department of Highways and Public Transportation "Business are eliminating U.S. Highway 81 designations from Ft. Worth to Laredo; and WHEREAS, this modification OF THE CITY will require the removal of all U.S. 8I shields along Interstate 35 and all Business 81 Department of shields along Interstate 35 and the Business Route; and 81 guide signs WHEREAS, the Business to 81 shields would be replaced with signing to reflect the proposed highway designation, by unanimous vote. "Business Loop 35", for the Business Route through the City of Georgetown; THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, Georgetown, TEXAS, THAT: Texas, concurs the City Council with the intentions of the city and proposals of of the Texas Department of Highways and Public Transportation to remove U.S. 81 guide signs and redesignate Business 81 to "Business Loop 35" within the City limits of the City of Georgetown, Texas. 870463. Ordinance, Amending Chapter 5, Animals and Fowl, Code of Ordinances, 1st Reading, Hugh Anderson Motion by Lackey and second by Pearce to affirm the first reading of the following captioned ordinance with the following modifications: 1) Section 2 shall read "... sheep, goats, or other livestock, in any barn..." and "... less than five hundred (500) feet from any city well...". 2) Section 3 paragraph (b) shall be re -written to define what constitutes a public nuisance and further state that it is unlawful to keep such animals if they constitute a public nuisance. Motion carried by unanimous vote. ORDINANCE NUMBER AN ORDINANCE AMENDING CHAPTER 5, ANIMALS AND FOWL, OF THE CITY OF GEORGETOWN CODE OF ORDINANCES BY AMENDING SECTIONS 5-8, 5-93 AND 5-10 BY MODIFYING THE RESTRICTIONS REGULATING THE KEEPING OF LIVESTOCK, FOWL AND OTHER ANIMALS WITHIN THE CITY LIMITS OF GEORGETOWN, TEXAS; PROVIDING A SEVERABILITY CLAUSE; AND SETTING AN EFFECTIVE DATE 870464. Acceptance of Certified Local Government (CLG) Grant Funds, Jack Gregoire Motion by Pearce and second by McMaster to approve co -sponsoring, with the Georgetown Heritage Society, a State Wide Certified Local Government Conference/Training Workshop and accept a Grant from the Texas Historical Commission in the amount of $5059 to conduct such a project. Community Development Block Grant Program, Old Southwest Town Revitalization Project Application, Jack Gregoire Mayor Colbert announced that he may have a conflict of interest on this item and he would abstain from discussion and voting. During this item Mayor Pro -tem King presided at the meeting. Motion by Laubach and second by Pearce to authorize the staff to pursue the -necessary activities in the 1987 Community Development Block Grant Program with an application based on the Old Southwest Town Target Area. Motion carried by unanimous vote. 870466. Video Presentation, Resolution, Economic Development, Hartley Sappington/Ron Gahagan Ron Gahagan of Keep Georgetown Best showed a Video Presentation encouraging Economic Development within the City of Georgetown. Motion by King and second by Lackey to adopt the following resolution. Motion carried by unanimous vote. RESOLUTION NUMBER 870466.017 A RESOLUTION ENCOURAGING ECONOMIC VITALITY AND DEVELOPMENT WHEREAS, the City of Georgetown favors economic vitality in that it encourages and supports good employment, positive business conditions and a stable growing tax base; and WHEREAS, the City of Georgetown has adopted a policy towards economic development in and around the City; and WHEREAS, the City of Georgetown is actively supporting economic development activities; and WHEREAS, the City of Georgetown wishes to reaffirm its policy and support of economic development in and around the City of Georgetown; and and WHEREAS, the City of Georgetown recognizes the efforts and activities of organizations with the city working towards beneficial economic growth and development; and are WHEREAS, one of the leading organizations in the city in economic growth and development is Keep Georgetown Best; and WHEREAS, the City of Georgetown wishes to cooperate in economic development with recognized organizations which are committed to the orderly development of the City of Georgetown; and WHEREAS, the City of Georgetown desires to maintain good communications with business firms and businesses which are or will be beneficial to the city; NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN THAT: 10/13/87 regular council meeting (csf Oct13.min) page 4 of 8 (1) The City of Georgetown encourages citizen support of Keep Georgetown Best; (2) The City of Georgetown direct its staff to cooperate and to provide such assistance as may be necessary to encourage desirable business firms, being business firms which are economically viable and ecologically safe, to come to the City of Georgetown and become a part of the community. 870467. Approve Georgetown Tourism Development Board Bylaws, Hartley Sappington Motion by Laubach and second by McMaster to approve the bylaws (on file in the office of City Secretary) of the Georgetown the Tourism Tourism Development Board as submitted by the Board with the following changes: 1) Article II, Section 2 Motion carried Representatives of the Rabbit Hill Area shall include work out in the list of organizations: "Director of of the Rabbit Hill District Plan. Adopt Chamber of Commerce Tourism Budget, Hartley Sappington Motion by Laubach and second by Lackey to adopt the chamber of Commerce tourism Budget as recommended by the Tourism Development Board (on file in the office of City Secretary). Consider Notice from Texas Water Commission Concerning Proposed Rabbit Hill Water Supply Corporation, Ed Barry Motion by Lackey and second by McMaster to table this matter and instruct the staff to monitor this item. Motion carried by unanimous vote. 870471. Recommendation from the Planning & Zoning Commission on the proposed Rabbit Hill District Plan, Ed Barry Motion by Laubach and second by McMaster to affirm the action Ed Barry Motion by of the Planning and Zoning Commission in creating a sub -committee composed of three Commission Members and three Motion carried Representatives of the Rabbit Hill Area to work out the details of the Rabbit Hill District Plan. Ordinances, Annexation of Lake Georgetown Parts 1, 2 & 3, 2nd Reading, Ed Barry Motion by Lackey and second by Laubach to adopt on second and final reading of the following captioned ordinance. After the executive session to bring all the meeting was again open to the public. Personnel, TMRS Retirement Benefits Motion by Lackey and second by King to authorize the City Manager, or his designate, to work with the Texas Municipal Retirement System to bring all city employees into compliance. Motion carried by unanimous vote. 870475E. Personnel, Briefing on Internal Affairs Investigation No action taken on this matter. Adjourn Motion by Laubach and second by McMaster to adjourn.
