The City Council of the City of Georgetown met in Emergency
Session on the above date at 4:00 P.M. with Mayor Jim Colbert
presiding. The following council members and officials were
present: Council Member Luther Laubach, Council Member Joan
King, Council Member Marvin E. Lackey, Council Member Barbara
Pearce, Council Member Mike McMaster, City Secretary Pat
Caballero, and City Manager R. Bob Gaylor. This meeting was
called because the matter discussed constituted an urgent
public necessity.

Mayor Colbert announced that the City Council
