Member Mike City Manager R. Bob Moore. P.M. members Laubach, Lackey, McMaster, Gaylor, with Mayor Jim Colbert and officials were Council Member Joan Council Member Barbara City Secretary Pat and Director of Public 870211. Hearing, Maple Water Line Dispute, Wood Excavating, Communit_ Engineering The City Council conducted a hearing regarding a dispute of the bidding process used in securing contractors for Maple Water Line Construction Project. W. L. Wood Excavation asserted that due to the failure of their company to received a bid addendum their bid was not the lowest bidder but instead was the second lowest bidder. Wood Excavating also maintained that if the bids were to be evaluated on unit cost alone, that they would be the apparent low bidder. Joe King, who conducted the bidding process for Freese and Nichols, affirmed that W. L. Wood Excavating was sent an addendum through the mail. Comments were also made by Community Engineering. Executive Session under Art. 6252-17 Sec. 2(e) Litigation and 2(f) Land The Mayor Colbert by unanimous announced that the Council would meet in executive session under Article 6252012 Sec. 2(e) and 2(f) to discuss the following. After the executive session the meeting was again open to the public. 870212E. Wood Excavating Bid Dispute 870213E. Land Acquisition, Easement Maple Street Water Line Motion by Lackey and second by King to authorize the City Manager to acquire the Maple Street Water Line Easement. Motion carried by unanimous vote. 870214. Award Maple Street Water Line Contract Motion by Lackey and Second by Laubach to award the Maple Street Water Line Project to Community Engineering in amount. of $601,661. Motion carried by unanimous vote. (Other companies bidding: W.L. Wood Ex. $607,147.50; Cash Const. $613,192.00; Underground Utilities $616,336.10; Landmark Organization $636,944.50; Rhode Pipe Co. $645,704.00; Parker and Rogers $674,568.50; and Austin Engineering Co. Inc. $818,130.00.) Adjourn Motion by Lackey and second by Pearce to adjourn. Motion carried by unanimous vote.
